Mission and Program Overview

Mission

In partnership with the community, to provide people with disabilities opportunities to achieve the highest level of independence. Catholic Charities Bureau Affiliates are organized to maintain, operate and conduct; directly or indirectly; as well as to assist and coordinate activities and Social Services in accordance with the charitable Works and traditions of the Roman Catholic Church. Works are carried out in accordance with Catholic Social teachings.

Black River Industries provides vocational, residential training and support services, supported employment, as well as day services/community integration programs to adults with disabilities and chronic mental illness. We also offer a countywide transportation system to individuals with disabilities and senior citizens. Our food services industries component provides hot meals to senior citizens at congregate sites, as well as the Meals-On-Wheels program, and to children in the Medford Headstart Program.

IRS990/Desc0Human Services: Black River Industries served 73 persons with disabilities in 2015 under five program areas: Vocational Services, Day Services/Community Integration, Independent Living, Residential, Supported Employment, and Transportation. We employ an average of 27 staff members to assist in providing opportunities. Our services are mainly provided to Taylor County residents, however several individuals from surrounding counties also partake in our services. 63 of these individuals used our transportation services to access work and personal needs services. 60,600 hours of vocational training were offered to 61 participants who chose this service. In addition, 12 clients received supported employment services in the form of job placement, coaching and/or ongoing support. The Day Services/Community Integration program offered over 1,400 hours of care giving and meaningful community programming to 16 individuals. 13 individuals received in home services to promote independence and safe living skills.

IRS990/ProgSrvcAccomActy2Grp/Desc0Production (Work Services): In 2015, our Production Department provided diverse employment opportunities to 61 persons with disabilities. Vocational opportunities in the areas of: light assembly and packaging, collating, confidential document shredding, recycling, collating, and commercial sewing were offered to persons with disabilities and others in the community. One assembly contact BRI's contact with the Department of Corrections for embellishing prison guard uniforms over quadrupled to put out well over 16,000 items. 49,939 pounds of confidential documents were shredded. In addition, custodial/lawn care services were provided to two National Guard armories for the Dept. of Military Affairs, and four waysides within the county for the Wisconsin Dept. of Transportation (DOT). BRI also operated a commercial lawn care service for private residence and local businesses. BRI's external work contracts employed 10 persons with disabilities.

IRS990/ProgSrvcAccomActy3Grp/Desc0Food Service Industries (FSI): Our Food Services Industries component has been providing meals for seniors and children since 1981. Food Services provides commercial kitchen experience for individuals with disabilities in preparation for community employment. The majority of meals were provided under contract with the Taylor County Commission on Aging at two Senior Centers in the county, as well as the Meals-on-Wheels Program. In addition, our passenger routes for the elderly and persons with disabilities routinely deliver meals to many homebound seniors in outlying areas who would not otherwise be able to access the congregate meal sites. In 2015, BRI prepared and delivered over 11,500 meals to over 400 seniors. We also provided daily hot meals to 25 children at the Medford Headstart Program; 1,900 catered meals to local businesses and civic organizations; and over 4,800 hot lunches to clients and staff at BRI throughout the year. BRI also catered meals to over 500 seniors for the annual Senior Health and Wellness Fair.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0Transportation Services: BRI has offered transportation services to disabled adults since 1973; to seniors, in conjunction with the Taylor County Commission on Aging's Elderly Transportation Program, since 1980; and children since 1990. This represents the largest public transportation system in our county. In 2015, our fleet extended services to over 250 disabled and elderly passengers, and 65 children; and logged over 191,000 miles. Our fleet is fully accessible, and consists of twelve buses with wheelchair lifts, and two vehicles without lifts. All of our passenger vehicles are purchased with grant monies that are awarded to us from the Wisconsin Department of Transportation's (WIS-DOT) competitive Section 5310 Grant Program and corresponding match money from donors. Our buses are designed to handle oversized wheelchairs and mobility devices. We continue to have increased demand from nursing homes and homebound individuals utilizing these devices for transportation for shopping and social events, as well as to medical appointments, that they would not otherwise have been able to access. In addition to our bus services, we utilize three program cars, four trucks, and a catering van for our work and food service programs.
