Governance Explanations

Form 990, Part VI, Section B, Line 11B

The executive director and the fiscal coordinator review the form 990. After review, a draft is provided to each board member for review prior to filing with the internal revenue service.

Form 990, Part VI, Section B, Line 12C

On an annual basis, members of the board of directors, officers and key employees must review the conflict of interest policy and complete the employment and training association's then current confict of interest disclosure form. The conflict of interest policy covers all board members, officers and key employees. Potential conflicts of interests are initially reviewed with the president of the board and/or the executive director, then if deemed appropriate reviewed and voted on by the board of directors. Actual conflicts of interest are reviewed by the board president and executive director, and then a full board review. Any staff or board member involved in the conflict of interest may be asked to provide information, but will not participate in discussion or voting on the determination of a conflict of interest.

Form 990, Part VI, Section B, Line 15

The executive director's salary was determined and approved by the board of directors based on a review that occurred in 2024. The board of directors believe the compensation of the executive director to be reasonable based on available funding. The management team salaries are set by the executive director based on wage ranges for others doing similar work. In january, 2025 the treasurer presented data from mra and the non-profit times to determine the executive director's salary increase. The last review of the executive director's salary occurred in december, 2024.

Financial Statement Notes

PART X, LINE 2:

U.s. Gaap requires management to evaluate tax positions taken by the organization and recognize a tax liability (or asset) if the organization has taken an uncertain position that more likely than not would not be sustained upon examination by a taxing authority. Management has analyzed the tax positions taken by the organization and has concluded that as of december 31, 2024 and 2023, there are no uncertain positions taken or expected to be taken that would require recognition of a liability (or asset) or disclosure in the financial statements. The organization is subject to routine audits by taxing jurisdictions, however, there are currently no audits in progress for any tax period. The organization will recognize future accrued interest and penalties related to unrecognized tax benefits in income tax expense if incurred.

WHILE THE WORKFORCE DEVELOPMENT BOARDS MANAGE THE PROGRAM THROUGHOUT THE STATE, EATA ADMINISTERS THE WINDOWS TO WORK PROGRAM AT OAKHILL CORRECTIONAL INSTITUTION. INTERESTED INDIVIDUALS MUST ENROLL WHILE IN THE INSTITUTION.THIS PROGRAM IS DESIGNED TO ADDRESS INDIVIDUAL'S CRIMINOGENIC NEEDS THAT CAN LEAD TO RECIDIVISM INCLUDING: EMPLOYMENT, EDUCATION, ANTI-SOCIAL COGNITION, ANTI-SOCIAL PERSONALITY AND ANTI-SOCIAL COMPANIONS. THE PROGRAM'S GOALS ARE TO REDUCE RECIDIVISM FOR PARTICIPANTS AFTER THEIR RELEASE FROM INCARCERATION, INCREASE EMPLOYMENT PLACEMENT OPPORTUNITIES, INCREASE LENGTHS OF EMPLOYMENT RETENTION AND INCREASE WAGES.WHILE INCARCERATED PARTICIPANTS COMPLETE A 12-WEEK PROGRAM TO PREPARE FOR THEIR RELEASE. THE WINDOWS TO WORK PROGRAM CURRICULUM CONSISTS OF COGNITIVE INTERVENTION, GENERAL WORK SKILLS AND EXPECTATIONS, COMMUNITY RESOURCES ASSISTANCE WITH APPLICATIONS AND RESUMES AND JOB SEEKING. ONCE RELEASED THE PARTICIPANT WORKS ONE-ON-ONE WITH THEIR WINDOWS TO WORK COACH WHILE LOOKING FOR EMPLOYMENT AND/OR TRAINING OPPORTUNITIES. THE PROGRAM ALSO HAS A FINANCIAL ASSISTANCE COMPONENT TO ASSIST WITH TRANSITIONING BACK TO THE COMMUNITY.
