Governance Explanations

Form 990, Part VI, Section A, Line 3

The organization's executive director and associate director are employees of the uw system administration (university of wisconsin-extension through june 2019) and perform management duties such as supervising personnel, planning and executing budgets and financial operations, and supervising exempt operations. During calendar year 2018, the executive director received $87,331 of reportable compensation and $38,177 of other compensation and the associate director received $65,449 of reportable compensation and $28,633 of other compensation from the university of wisconsin-extension for work performed for the wisconsin humanities council.

Form 990, Part VI, Section B, Line 11B

The prepared form 990 is reviewed and approved by the associate director before the return is filed with the irs.

Form 990, Part VI, Section B, Line 12C

The organization's conflict of interest policy covers all of its directors and officers. Any director or officer is considered an interested person under the policy. In connection with any actual or possible conflict of interest, an interested person must disclose the existence of the financial interest and be given the opportunity to disclose all material facts to the directors considering the proposed transaction or arrangement. The interested person must leave the meeting of the governing body while the determination of a conflict of interest is made. The remaining directors will decide if a conflict of interest exists and will vote on the proposed transaction or arrangement. The organization's directors and officers do not receive any compensation on projects funded by the organization and must recuse themselves from the deliberations and decisions on grant requests from organizations with which they are affiliated.

Form 990, Part VI, Section B, Line 15A

The personnel committee of the governing body annually evaluates the performance of the executive director and submits a written evaluation that includes a compensation recommendation to the executive committee prior to the june council meeting. The executive director may confer with the governing body but is ultimately responsible for evaluating the performance of and establishing compensation for the rest of the organization's personnel using clearly established policies outlined by the university of wisconsin system, of which the organization is administratively affiliated.

Form 990, Part VI, Section C, Line 19

The organization made its governing documents, conflict of interest policy, and financial statements available to the public upon request.

IN ADDITION THIS YEAR, THE WHC PARTNERED WITH CENTRO HISPANO ON THE DEVELOPMENT AND DISPLAY OF A TRAVELING EXHIBIT ON IMMIGRATION TITLED "IMMIGRANT JOURNEYS FROM SOUTH OF THE BORDER" AS WELL AS RELATED PROGRAMMING. IRS990/ProgSrvcAccomActy3Grp/Desc0THE WHC HAS TAKEN ON PRIMARY RESPONSIBILITY FOR ADMINISTERING THE "LOVE WISCONSIN" PROJECT, IN PARTNERSHIP WITH THE LOVE WISCONSIN ORGANIZATION. THIS PROJECT "CELEBRATES THE HUMANITY IN EACH OF OUR STORIES" VIA A DIGITAL STORYTELLING PROJECT FOCUSED PRIMARILY ON FACEBOOK, USING THE FACEBOOK GROUPS PLATFORM. THIS PLATFORM HAS CREATED AN ONLINE COMMUNITY THAT STRIVES TO BRING ABOUT A MORE CONNECTED, COMPASSIONATE, AND ENGAGED WISCONSIN. SINCE THE WHC TOOK ON THIS PROGRAM IN JULY OF 2019, SEVEN STORIES HAVE BEEN SHARED, RESULTING IN NUMEROUS DIGITAL CONVERSATIONS INVOLVING 100'S OF PARTICIPANTS, WITH TOTAL DIGITAL ENGAGEMENTS SURPASSING 70,000.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0"BEYOND THE HEADLINES" IS A PROGRAM THAT BRINGS MEMBERS OF THE WISCONSIN MEDIA AND THE PUBLIC TOGETHER TO EXAMINE HOW WE CAN OBTAIN INFORMATION THAT WE NEED AND TRUST IN ORDER TO MEET COMMUNITY CHALLENGES. SO FAR, THIS PROJECT HAS BROUGHT WISCONSINITES TOGETHER IN FOUR CITIES FOR DISCUSSIONS THAT EXPLORE JOURNALISM'S CRUCIAL ROLE IN ENABLING CITIZENS TO ENGAGE PRODUCTIVELY IN AMERICAN DEMOCRACY. IN EACH CITY THE WHC USED A DIFFERENT PUBLIC POLICY ISSUE AS A LENS THROUGH WHICH CITIZENS DISCUSS THE PAST, PRESENT, AND FUTURE ROLE OF THE MEDIA IN MEETING THEIR INFORMATION NEEDS. AS OF THE END OF THIS YEAR, 33 EVENTS HAVE TAKEN PLACE IN WAUSAU, EAU CLAIRE, MADISON AND SUPERIOR WITH TOTAL ATTENDANCE SURPASSING 1,200 PEOPLE.
IRS990/ProgSrvcAccomActyOtherGrp/Desc1IN ADDITION TO ITS OWN PROGRAMMING, THE WHC PROVIDES FINANCIAL SUPPORT OUTSIDE OF THE GRANT PROGRAM FOR HUMANITIES PROGRAMING BY PARTNER ORGANIZATIONS IN THE STATE OF WISCONSIN. THIS YEAR THE WHC CONTINUED ITS PARTNERSHIP WITH WISCONSIN PUBLIC RADIO AND "WISCONSIN LIFE" RADIO PROGRAMMING, AIRING RADIO ESSAYS THAT CELEBRATE WHAT MAKES WISCONSIN UNIQUE THROUGH THE DIVERSE STORIES OF ITS PEOPLE, WITH APPROXIMATELY 70,000 RADIO LISTENERS PER WEEK. THE WHC ALSO CONTINUED ITS SUPPORT OF THE WISCONSIN POET LAUREATE COMMISSION AND THE WISCONSIN POET LAURATE, THE STATE'S AMBASSADOR FOR POETRY. THE WHC IS ONE OF SIX MEMBER ORGANIZATIONS THAT PROVIDE FINANCIAL SUPPORT AND REPRESENTATIVES TO SERVE ON THE POET LAURATE COMMISSION. THE WHC ALSO OFFERED MINOR FINANCIAL SUPPORT TO FIVE WISCONSIN LIBRARIES TO COVER FLOOD RELATED EXPENSES DUE TO TORRENTIAL FLOODING THAT OCCURRED IN AUGUST AND SEPTEMBER OF 2018.
