990 is reviewed by the finance committee with a recommendation to the full board for approval. A full copy of the 990 will be provided to each board member prior to filing.

Form 990, Part VI, Section B, Line 12C

Agency employee handbook section 3.4 relates to conflict of interest and each employee signs a form attesting to receiving the handbook when hired. Agency accounting manual section 2.2 relates to conflict of interest and language includes board members, agency officials, employees and agents of the agency. If conflict is at board level, the board member would abstain from voting on the matter.

An executive committee evaluates the ceo and forwards that report and recommendation to the board of directors for their approval. All other employees are evaluated by their direct supervisor. A wage comparability study is done by the agency every three years with the last one done in 2015 and the findings approved through 2019.
