Agency employee handbook section 3.4 relates to conflict of interest and each employee signs a form attesting to receiving the handbook when hired. Agency accounting manual section 2.2 relates to conflict of interest and language includes board members, agency officials, employees and agents of the agency. If conflict is at board level, the board member would abstain from voting on the matter.

An executive committee evaluates the ceo compensation and forwards that report and recommendation to the board of directors for their approval. A wage comparability study is done by the agency every three years with the last one done in 2015. A new study will be conducted in 2018.
