Regional District Council

“Board members/officers bernard a evers, david gornewicz and daniel s. Parker, serve as general treasurer, assistant director of organizing, and executive director of department of reinforcing of the international association of bridge, structural, ornamental and reinforcing iron workers, respectively. Trustees/officers timothy davidson and jose mendoza served as vice president/business agent and finanical secretary-treasurer/business manager of the regional local union no 846 of the international association, respectively.”

“Membership in this council shall include the following local unions chartered by the international association of bridge, structrual, ornamental and reinforcing iron workers ("iabsoriw"). Membership in this council shall be comprised of delegates of said local unions and international officers as well as representatives who service the local unions affiliated with this council; regional local union no. 846 and regional local union no. 847.”

“Nomination and election of officers shall be held every three years at the regular quarterly meeting of the regional district council in the month of october. The nomination and election shall be held in accordance with the election laws as incorporated in the international constituiton. Officers to this regional district council shall be elected from among the delegates to the regional district council. Any district representative, general organizer or general vice president assigned to service the local unions affiliated with this regional district council, by virtue of his position and responsibilities, shall be eligible to be elected to any office of this regional district council with all rights and full voting privileges. Delegates shall be elected at the regular election of their respective local unions in accordance with the election laws as incorporated in the international constitution. They shall serve for a term of three years. In the event of resignation or removal from office, the president of the local union shall appoint a delegate to serve for the unexpired term.”

“Regional district council has no other committees that may act on authority of the governing body.”

“The form 990 is reviewed by the president of the regional district council and notifies the outside accountants that the return is approved for filing.”

“The governing documents and financial statements are not made available to the public.”

“The following changes were made to the governing documents of the international association of bridge, structural, ornamental and reinforcing iron workers constitution applicable to local unions: article v, conventions - all resolutions, grievances, appeals, or proposed amendments to the constitution, which shall be prsented by a local union for the consideration of the regular convention, just be introduced in writing and endorsed by the local union submitting same by set means of delivery and timeframe as noted in the constitution. Article vi, representation - any member of any local union affliated with the international association who is a full-time paid representative of the international association shall be entitled to be a delegate to any international regular or special convention. Article xxv, lifetime membership - a member who has attained the age of sixty-five (65) years, and who has been in continuous membership for a period of twenty-five (25) years and who is in good standing may apply for lifetime membership. A member who has been in continuous membership for a period of twenty (20) years, when said member becomes permanently disabled and who is in good standing at the time of making application, may apply for lifetime membership. Nomination, election & installation of officers - when there is only one candidate running for a local union office or delegate to the international convention and there is no other candidate being nominated and the candidate's eligibility has been confirmed, the president of the local union, at the next regular meeting, shall direct the recording secretary to cast a unanimous ballot for said candidate for local union office or delegate to the international convention. Constitution governing all local unions - special meetings may be held with the approval of the general executive board upon request of the local union president or executive committee which shall state the reason for holding such a special meeting. Special meetings may also be called by the general executive board. No business shall be transacted or considered that is not set forth in the request and call for such special meeting.”

“The accompanying financial statements are prepared using the modified cash basis of accounting. Revenue is recognized when received, rather than when earned, and expenses are recognized when paid, rather than when the obligation is incurred, except for the capitalization and depreciation of fixed assets, the recognition of a liability for cash collected on behalf of related entities and assets and liabilities arising as a result of payroll processing.”
