With a foundation of collaboration and consensus-based decision-making, it serves a number of functions for its partner organizations and local governments.

The members of the Caucus include the Mayor of the City of Chicago and the Mayors and Presidents designated by the DuKane Valley Mayors and Administrators, the DuPage Mayors and Managers Conference, Lake County Municipal League, McHenry County Municipal Association, Northwest Municipal Conference, South Suburban Mayors and Managers Association, Southwest Conference of Mayors, West Central Municipal Conference and the Will County Governmental League. The membership may be expanded, upon approval of Caucus members at one of its regular meetings, to include mayors of other communities that either individually or as part of another regional council of governments express an interest in participating.

DEVELOPED A REGIONAL HOUSING SOLUTIONS WEBSITE TO ASSIST ALL 275 MUNICIPALITIES IN THE CHICAGO REGION AS THEY WORK TO ADOPT THEIR OWN HOUSING POLICIES AND PLANS. CONTINUED WORK WITH FOUR MUNICIPALITIES IN SOUTH COOK COUNTY ON A PILOT PROJECT TO INCREASE CODE ENFORCEMENT CAPACITY.
