The caucus provides a forum through which the chief elected officials of the region cooperatively develop consensus on common public policy issues and multi-jurisdictional challenges. With a foundation of collaboration and consensus-based decision-making, it serves a number of functions for its partner organizations and local governments.

The Caucus is a not-for-profit organization that is exempt from income taxes under Section 501(c)(6) of the Internal Revenue Code and classified by the Internal Revenue Service as a not for-profit corporation. The Caucus recognizes the financial statement impact of a tax position when it is more likely than not that the position will be sustained upon examination. The Caucus is no longer subject to income tax examinations for years ended before August 31, 2012.
