Mission and Program Overview

Mission

Conserve lake county is a non-profit organization dedicated to preserving and stewarding natural lands and farmland throughout lake county, illinois. Since 2004, we have preserved over 450 acres of open land in partnerships with private landowners. The organization also fosters land stewardship on public and private lands and offers a variety of education activities that inspire and teach people to care for the county's open land. The support of volunteers, members, businesses, and foundations is vital to our success.our work benefits the people of lake county by supporting the health and quality of life of their communities. Our work also benefits our county's rich diversity of plants and animals. Lake county is, in fact, of special state-wide significance. It provides sanctuary to more than 130 threatened and endangered species, the most of any county in the state.

Preserve open land, restore natural areas, and inspire a commitment to land conservation.

Governance Explanations

Form 990, Part VI, Section A, Line 6

Article ii section 1 of the organization's bylaws states: "the corporation shall have one class of members. Members shall be those individuals who annually pay the dues established from time to time by the board of directors. The board of directors may establish additional eligibility requirements for members."

Form 990, Part VI, Section A, Line 7A

The members, per its bylaws, elect the governing body directors at its annual meeting of the members.

Form 990, Part VI, Section A, Line 7B

Article ii section 5 of the organization's bylaws states: "the only matter on which members are entitled to vote is the election and removal of directors. Each member is entitled to one vote in the election and removal of directors. Members shall have no other voting rights in this corporation."

Form 990, Part VI, Section B, Line 11

Form 990 was reviewed and approved by the president and the finance committee and electronically disseminated via email to all board members before filing.

Form 990, Part VI, Section B, Line 12C

Each board and staff member is required to fill out a disclosure statement annually. Any identified conflict is reviewed and monitored by the executive committee.

Form 990, Part VI, Section B, Line 15A

The executive committee of the board (comprised of officers) reviews the performance and compensation of the executive director annually. The executive director is evaluated based on the goals outlined in the annual workplan, written by the executive director and approved by the board. Every two to three years a compensation study is enacted by the executive committee to compare salaries of comparable positions in the region. There are no other officers or key employees receiving compensation that would require such a review.

Form 990, Part VI, Section C, Line 19

The organization will provide the governing documents, conflict of interest policy, and financial statements to the public upon request.

Supplemental Narrative

Additional Explanations

FORM 990, PART XI, LINE 2C:

The process regarding the audit committee's oversight of the audit and review of the financial statements has remained consistent with the prior year process.

Financial Statement Notes

PART X, LINE 2:

The organization has adopted the guidance in the fasb codification topic related to uncertainty in income taxes which prescribes a comprehensive model for recognizing, measuring, presenting and disclosing in the financial statements uncertain tax positions that the organization has taken or expects to take in its tax returns. Under the guidance, the organization may recognize the tax benefit from an uncertain tax position only if it is "more likely than not" that it is sustainable, based on its technical merits. The tax benefits recognized in the financial statements from such a position should be measured based on the largest benefit that has a greater than 50% likelihood of being realized upon ultimate settlement with a taxing authority having full knowledge of all relevant information. The organization believes that it has appropriate support for the positions taken on its returns.

PART XI, LINE 4B - OTHER ADJUSTMENTS:

Rental property expenses -28,398.

PART XII, LINE 2D - OTHER ADJUSTMENTS:

Rental property expenses 28,398.

Schedule D, Part II, Line 9

The organization accepts responsibility for monitoring and maintaining easements donated by landowners to preserve significant natural resources for the benefit of the community. Cash contributions are accepted to fund these project activities. No value is assigned to the easements as transference of property title has not occurred. Conserve lake county holds five conservation easements on 244 acres of land in lake county.

IRS990/Desc0LAND PRESERVATION: IN PARTNERSHIP WITH LANDOWNERS, CONSERVE LAKE COUNTY PRESERVES NATURAL AREAS AND FARMLAND IN LAKE COUNTY THROUGH A VARIETY OF METHODS. THESE METHODS INCLUDE CONSERVATION EASEMENT, LAND DONATION, AND ACQUISITION AS WE DID IN 2007 WITH THE PURCHASE OF CASEY FARM. SOMETIMES WE PLAY A VALUABLE ROLE AS A CATALYST AND FACILITATOR. FOR EXAMPLE, WE ENCOURAGED A LOCAL FAMILY TO SELL AN IMPORTANT PARCEL TO THE FOREST PRESERVE DISTRICT AND HELPED THEM WORK OUT MUTUALLY AGREEABLE TERMS. THROUGH POLICY, PLANNING, AND ADVOCACY INITIATIVES WE ALSO HELP BRING ABOUT LAND PRESERVATION SUCCESSES. ONE EXAMPLE IS THE LIBERTY PRAIRIE RESERVE WHERE COLLABORATIVE PLANNING HAS RESULTED IN 3,400 ACRES BEING PRESERVED BY PUBLIC AND PRIVATE PARTNERS.

MANY LANDOWNERS WANT TO CARE FOR THEIR PROPERTIES IN WAYS THAT PROMOTE HEALTHY SOILS, BIODIVERSITY, AND CLEAN WATER BUT NEED HELP USING THE BEST CONSERVATION PRACTICES. FOR EXAMPLE, AT THE DOKUM MSKODA NATURE PRESERVE IN WAUKEGAN (WHICH WE HELPED ESTABLISH) WE ARE MANAGING THE RESTORATION OF IMPORTANT HABITAT THERE FOR A FEDERALLY THREATENED SPECIES OF WILDFLOWER ON BEHALF OF THE LOCAL HOMEOWNERS ASSOCIATION, CHICAGO WILDERNESS, AND SEVERAL PUBLIC AGENCIES. WE ALSO ENGAGE VOLUNTEERS TO HELP WITH LAND RESTORATION WORK AT TWO SITES. AS AN EXTENSION OF OUR LAND STEWARDSHIP PROGRAM, IN 2013 WE MOVED FORWARD WITH A COOPERATIVE SUSTAINABLE FARMING VENTURE AT OUR CASEY FARM PROPERTY IN COOPERATION WITH THE LIBERTY PRAIRIE FOUNDATION, RADICAL ROOT ORGANIC FARM, AND THE LAKE COUNTY FOREST PRESERVE. THIS WILL DEMONSTRATE SUSTAINABLE FARMING PRACTICES THAT WILL BENEFIT THE LAND AND WATER OF LAKE COUNTY.
