The tax return is reviewed in draft form by the executive committee, including the board chair and treasurer. Upon approval, the tax return is distributed to all board members prior to the return being filed.

Form 990, Page 6, Part VI, Line 12C

Management annually reviews all existing and new relationships to identify any conflicts of interest that need to be disclosed. The policy applies to board members, officers, and employees. Conflicts require disclosure of the conflict and abstaining from the related vote. A more serious conflict requires an investigation by the executive committee or board of directors.

Form 990, Page 6, Part VI, Line 15A

The board annually reviews the president's performance and approves any changes in compensation. Comparative data provided by united way worldwide and information derived from local nonprofit salary surveys is considered when determining compensation. Compensation deliberations and decisions are documented in board minutes. The board reviewed compensation in 2015 as a part of the overall budgeting process.

Additional Explanations

Form 990, Page 2, Part III, Line 4A

Example: pads of elgin provided 14,760 nights of shelter to 421 clients. Over 3 million meals were provided to families and individuals through area food pantries, shelters, and home visitation services. Target area 3 - access to health: individuals begin and sustain healthy lives - physical, mental and social well-being. Example: 1,168 individuals received mental health therapy services; 85% demonstrated improved coping skills. 611 individuals received counseling and education regarding domestic violence and sexual assault from the community crisiscenter; 124 victims also received safe shelter at the center.

Form 990, Page 2, Part III, Line 4B

Hungry students received a backpack filled with enough nutritious food for themselves and their siblings throughout the school year. Goal 2: reading success - build literacy skills to ensure all students are reading at grade level by the end of the 3rd grade. Example: through both the boys & girls club of elgin and ywca elgin, 154 elementary and middle school students particpated in quality afterschool programs, motivating them to stay in school and decrease risky behaviors. An after-school tutoring program for 3rd graders helped 83% improve their reading skills in one school year. Goal 3: college and career readiness - provide opportunities for college and career readiness to ensure a community of engaged and successful adults. Example: at the youth leadership academy, 90% of cadets exhibited imporved academic performance; 99% demonstrated improvment in social/emotional skills.

Form 990, Page 2, Part III, Line 4D

Dolly parton imagination library: this early childhood learning initiative provides monthly books to children from birth to age five at no cost to parents. Last year the program distributed over 34,297 books to 3,747 children, approximately 29% of the eligible children in our community. Kane co. Guide to community services: a web-based information and referral service for almost any social, health or human service need in kane county. The guide is used by both service providers and community residents, helping them to find the services they need. Last year the guide had 144,000 page views from 41,036 unique users, with an average of 92 searches per day. Making kane county fit for kids: a county-wide collaboration on childhood obesity that involves developing a sustained, county-wide mobilization plan based on four major strategic action principles that go to the heart of the systems, policy and environmental changes needed to reverse the epidemic. As an inaugural partner of the coalition, we have provided funding to the consortium, which has been returned to the elgin community through both planning efforts and direct grants. Free tax preparation program: last year, the united way of elgin partnered with the center for economic progress to recruit volunteers and publicize the free tax preparation program. The program filed 1,181 federal and state tax returns on behalf of elgin area residents, which resulted in 2.33 million refunds.

Financial Statement Notes

Schedule D, Page 2, Part V, Line 4

The endowment gifts are restricted to investments in perpetuity. The earnings from the endowment investments are temporarily restricted by the endowment agreement and are recorded as such in temporarily restricted net assets.

Schedule D, Page 3, Part X

The organization is exempt from income tax under provisions of internal revenue code 501(c)(3). Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the organization and recognize a tax liability if the organization has taken an uncertain position that more likely than not would not be sustained upon examination by the irs or other applicable taxing authorities. Management has analyzed the tax positions taken by the organization and has concluded that as of june 30, 2018, there are no uncertain positions taken or expected to be taken that would require recognition of a liability or disclosure in the financial statements. The organization is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. Management believes it is no longer subject to income tax examinations for years prior to the 2014 tax year.
