Governance Explanations

Form 990, Part VI, Section B, Line 11

The form 990 will be provided to the board of trustees prior to filing.

Form 990, Part VI, Section B, Line 12C

Board members, employees, and committee members of the foundation submit annual reports on a form approved by the board, in which they disclose any conflict or potential conflict before any additional board or committee action is taken. These annual reports are reviewed by the officers of the board, who attempt to resolve any actual or potential conflicts and, in the absence of resolution, refer all such matters to the full board of trustees.

Form 990, Part VI, Section B, Line 15A

The compensation review process consists of reviewing the 990's of like-sized/like-missioned organizations. The executive committee (which is also our personnel committee) recommends compensation and board approves.

Form 990, Part VI, Section C, Line 19

The organization makes its governing documents, conflict of interest policy, and financial statements available to the public upon request.

Financial Statement Notes

PART V, LINE 4:

To provide educational programming and scholarships.

PART X, LINE 2:

Federal income tax status: the foundation is a not-for-profit organization that is exempt from income taxes under section 501(c)(3) of the internal revenue code. The exemption is on all income except unrelated business income as noted under section 511 of the internal revenue code. Internal revenue code section 513(a) defines an unrelated trade or business of an exempt organization as any trade or business which is not substantially related to the exercise or performance of its exempt purpose. The net rental income from debt financed property is considered unrelated business income. Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the foundation and recognize a tax liability if the foundation has taken an uncertain position that more likely than not would not be sustained upon examination by various federal and state taxing authorities. Management has analyzed the tax positions taken by the foundation, and has concluded that as of may 31, 2015 and 2014, there are no uncertain positions taken or expected to be taken that would require recognition of a liability or disclosure in the accompanying financial statements. The foundation has filed its federal and state income tax returns for periods through may 31, 2014 and is subject to routine audits by taxing jurisdictions. However, as of the date the financials were available to be issued, there were no audits for any tax periods in progress. These income tax returns are generally open to examination by the relevant taxing authorities for a period of three years from the later of the date the return was filed or its due date (including approved extensions).

IRS990/ProgSrvcAccomActy3Grp/Desc0MAINE SEA COAST MISSIONTHE MAINE SEA COAST MISSION PROVIDES SPIRITUAL, HEALTH, AND YOUTH DEVELOPMENT PROGRAMS IN COASTAL AND ISLAND COMMUNITIES FROM MID-COAST TO DOWNEAST MAINE. ROOTED IN A HISTORY OF NON-DENOMINATIONAL SERVICE, THE MISSION OFFERS HOPE, ENCOURAGEMENT, AND HELP TO STRENGTHEN INDIVIDUALS, FAMILIES, AND COMMUNITIES. SIGMA KAPPA HAS HAD A RELATIONSHIP WITH THE MISSION SINCE 1911, PROVIDING RESOURCES FOR THEIR CHRISTMAS PROGRAM AND GRANTS TO PROGRAMMATIC AREAS.A GRANT IN THE AMOUNT OF $15,000 WAS PROVIDED TO SUPPORT THE MISSION'S HOUSING REPAIR AND WEATHERIZATION PROGRAM.FOR MANY YEARS THE MAINE SEA COAST MISSION'S HOUSING REPAIR AND WEATHERIZATION PROGRAM HAS MADE A DIFFERENCE FOR LOW-INCOME FAMILIES AND ELDERLY WHO CANNOT AFFORD THE COSTLY UPDATES OR REPAIRS REQUIRED FOR A HOME TO WEATHER THE HARSH MAINE WINTER. EACH YEAR HUNDREDS OF VOLUNTEERS COME FROM ALL OVER NEW ENGLAND TO TAKE PART IN THIS PROGRAM. WASHINGTON COUNTY AND ITS PEOPLE HAVE A PROUD HERITAGE OF LIVING OFF THE NATURAL RESOURCES OF LAND AND SEA. HISTORICALLY, PEOPLE HAVE MADE THEIR LIVINGS FROM LOGGING, SHIPBUILDING, FISHING AND FARMING. TODAY, MANY OF THESE INDUSTRIES ARE GONE OR HIGHLY MECHANIZED, LEAVING FEWER AND FEWER JOBS EACH YEAR. THE UNEMPLOYMENT RATE IS HIGH AND MANY PEOPLE HAVE NO STEADY WORK. THEY SURVIVE ON INCOME FROM SEASONAL JOBS THAT HAVE NO BENEFITS OR JOB SECURITY. THE COUNTY LEADS THE STATE IN THE PERCENTAGE OF PEOPLE LIVING IN POVERTY, OVER 19%. FOR CHILDREN UNDER 17, THE RATE IS EVEN HIGHER; 30% LIVE IN POVERTY. THE ABILITY TO AFFORD A HOME THAT IS CLEAN, SAFE, DRY, AND ENERGY-EFFICIENT IS ONE OF THE MOST CRITICAL ISSUES FOR PEOPLE LIVING IN WASHINGTON COUNTY. ACCORDING TO MAINE STATE HOUSING AUTHORITY, IN WASHINGTON COUNTY:29% OF HOMEOWNERS HAVE A MORTGAGE PAYMENT THAT IS UNAFFORDABLE. THEY PAY MORE THAN 35% OF THEIR INCOME FOR HOUSING. OVER 67% OF HOUSEHOLDS ARE UNABLE TO AFFORD THE AVERAGE RENT OF A 2 BEDROOM APARTMENT.66% OF THE HOUSING UNITS ARE PRE-1979 AND 31% ARE PRE-1939. THEY ARE OFTEN IN POOR REPAIR AND CONTAIN LEAD PAINT.GRANTS ARE MADE PURSUANT TO APPROPRIATE GRANT DOCUMENTATION. NO GRANTS OR ALLOCATIONS ARE/OR INCLUDE FOREIGN GRANTS.
