Additional Explanations

Pt VI, Line 11B

A draft copy of the complete Form 990 was provided to all members of the Board of Directors for their review prior to the February 2019 Board meeting. The return was reviewed at that meeting and was approved for filing.

All employees must disclose any conflicts, or potential conflicts, of interest, and sign a conflicts of interest disclosure form upon hire. Members of the Board of Directors must annually disclose any conflicts, or potential conflicts, of interest.

The independent Board of Directors reviews the Director's compensation package annually. That package is generally based upon compensation levels of CEO's of similar types of entities. Prior history indicates that this package is approximately at the median level based on surveys of organizations with similar funding levels. The Director's compensation was last reviewed in 2016.

Financial Statement Notes

Pt X, Line 2

The Organization recognizes the tax benefit from an uncertain tax position only if it is more likely than not that the position will be sustained on examination by taxing authorities based on the technical merits of the position. The tax benefits recognized in the consolidated financial statements from such a position are measured based on the largest benefit that has a greater than 50% likelihood of being realized upon ultimate settlement. Examples of tax positions include the tax-exempt status of the Organization and positions related to the potential sources of unrelated business taxable income. Management has not identified any uncertain tax positions taken or expected to be taken in a tax return, and there are no unrecognized tax benefits recorded as liabilities in the accompanying consolidated financial statements. The Organization classifies interest and penalties, if any, associated with uncertain tax positions as a component of income tax expense. There was no accrued interest or any penalties related to unrecognized tax benefits at either September 30, 2018 or 2017, or any interest or penalties expense related to unrecognized tax benefits for the years then ended. Housing Assistance Office, Inc. is no longer subject to examination by the Internal Revenue Service or the State of Indiana for years prior to September 30, 2015. HAO West York Development Corporation is no longer subject to examination by the Internal Revenue Service or the State of Indiana for years prior to December 31, 2015.

IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt0The Organization recognizes the tax benefit from an uncertain tax position only if it is more likely than not that the position will be sustained on examination by taxing authorities based on the technical merits of the position. The tax benefits recognized in the consolidated financial statements from such a position are measured based on the largest benefit that has a greater than 50% likelihood of being realized upon ultimate settlement. Examples of tax positions include the tax-exempt status of the Organization and positions related to the potential sources of unrelated business taxable income. Management has not identified any uncertain tax positions taken or expected to be taken in a tax return, and there are no unrecognized tax benefits recorded as liabilities in the accompanying consolidated financial statements. The Organization classifies interest and penalties, if any, associated with uncertain tax positions as a component of income tax expense. There was no accrued interest or any penalties related to unrecognized tax benefits at either September 30, 2018 or 2017, or any interest or penalties expense related to unrecognized tax benefits for the years then ended. Housing Assistance Office, Inc. is no longer subject to examination by the Internal Revenue Service or the State of Indiana for years prior to September 30, 2015. HAO West York Development Corporation is no longer subject to examination by the Internal Revenue Service or the State of Indiana for years prior to December 31, 2015.
