Additional Explanations

Pt III, Line 3

Beginning October 1, 2014, the Organization ceased administering the St. Joseph County Authority, an entity that operated the Section 8 Housing Choice Voucher Program for certain areas of St. Joseph County. As of that date, the Housing Authority began to operate that program with its own separate staff and in its own separate facilities.

A draft copy of Form 990 is provide to all members of the Board of Directors for their review and approval before it is signed by the Director.

All employees must disclose any conflicts, or potential conflicts, of interest, and sign a conflicts of interest disclosure form upon hire. Members of the Board of Directors must annually disclose any conflicts, or potential conflicts, of interest.

Financial Statement Notes

Pt X, Line 2

The Organization recognizes the tax benefit from an uncertain tax position only if it is more likely than not that the position will be sustained on examination by taxing authorities based on the technical merits of the position. The tax benefits recognized in the consolidated financial statements from such a position are measured based on the largest benefit that has a greater than 50% likelihood of being realized upon ultimate settlement. Examples of tax positions include the tax-exempt status of the Organization and positions related to the potential sources of unrelated business taxable income. Management has not identified any uncertain tax positions taken or expected to be taken in a tax return, and there are no unrecognized tax benefits recorded as liabilities in the accompanying consolidated financial statements. The Organization classifies interest and penalties, if any, associated with uncertain tax positions as a component of income tax expense. There was no accrued interest or any penalties related to unrecognized tax benefits at either September 30, 2015, or any interest or penalties expense related to unrecognized tax benefits for the year then ended. Housing Assistance Office, Inc. is no longer subject to examination by the Internal Revenue Service or the State of Indiana for years prior to September 30, 2012. HAO West York Development Corporation is no longer subject to examination by the Internal Revenue Service or the State of Indiana for years prior to December 31, 2012.

The tax benefits recognized in the consolidated financial statements from such a position are measured based on the largest benefit that has a greater than 50% likelihood of being realized upon ultimate settlement. Examples of tax positions include the tax-exempt status of the Organization and positions related to the potential sources of unrelated business taxable income. Management has not identified any uncertain tax positions taken or expected to be taken in a tax return, and there are no unrecognized tax benefits recorded as liabilities in the accompanying consolidated financial statements. The Organization classifies interest and penalties, if any, associated with uncertain tax positions as a component of income tax expense. There was no accrued interest or any penalties related to unrecognized tax benefits at either September 30, 2015, or any interest or penalties expense related to unrecognized tax benefits for the year then ended. Housing Assistance Office, Inc. is no longer subject to examination by the Internal Revenue Service or the State of Indiana for years prior to September 30, 2012. HAO West York Development Corporation is no longer subject to examination by the Internal Revenue Service or the State of Indiana for years prior to December 31, 2012.
