The organization has two classes of membership, general and regional.

The organization has five regions, and the members in these regions elect their board members to serve the organization in staggered terms. Every two years, elections are held for two regions or three regions, depending on the staggered terms themselves. Also, the organization has three at-large board seats, selected by the board itself.

The organization may be dissolved by a vote of two thirds of the paid in full voting members present at a special meeting called for that purpose.

Effective as of february 2021, the board of directors created a board- designated endowment fund (the endowmemt). In may 2022, the board of directors funded the endowment fund through funds within tdi's investment account. The endowment fund will address the need for fundraising, grant funding, capacity building, and resources for nonprofit organizations that serve the deaf community.

The most significant tax positions of tdi are its assertion that it is exempt from income taxes and its determination of whether any amounts are subject to unrelated business income tax (ubit). Management has determined that tdi had no activities subject to ubit during the years ended december 31, 2023. Management has determined that tdi had advertising activity subject to ubit during the year ended december 31, 2022. All significant tax positions have been considered by management and it has determined that it is more likely than not that all tax positions would be sustained upon examination by taxing authorities.
