Mission

The purpose of the ohio domestic violence network is to support and represent member programs; insure teh continuance of safe, effective services to victims of domestic violence through training, technical assistance and advocacy to member programs and allied professionals; effect social and institutional change through influencing public policy; advocating for victims of domestic violence; creating partnerships with governmental and non-governmental agencies; and promoting public awareness and education.

We provide statewide leadership on dv issues, promote quality services for survivors that focus on safety and self-determination.our membership includes 76 programs that serve all 88 ohio counties.

It is the responsbility of any director to notify the board chair of an potential conflict of interest, whether real or preceived. Annually each board director is required to submit a signed conflict of interest disclosure form. Each director shall indicate the nature and financial impact of any conflict of interest.

The process of determining compensation of the executive director includes the following elements: review and approval, use of data as to comparable compensation, and contemporaneous documentation and recordkeeping. The compensation of the executive director is reviewed and approved by the board of directors of the ohio domestic violence network on an annual basis. Persons with conflicts of interest with respect to the compensation arrangement at issue are not involved in this review and approval. The compensation of the executive director is reviewed and approved using data as to comparable compensation for similarly qualified persons in functionally comparable positions at similarly situated organizations, such as the national network to end violence salary survey of state coalition staff. There is also contemporaneous documentation and recordkeeping with respect to the deliberations and decisions regarding the compensation arrangement that are made by the board of directors in executive session. Decisions are recorded in the minutes of the ohio domestic violence network board of directors meetings.

Odvn's prevention work focuses on engaging men and boys through the ohio men's action network (ohman). Ohman uses the new playbook, an evidence- informed training that works to transform individuals and communities to bring an end to domestic violence, a social media campaign called "know better. Do better. Be better,- and courageous conversations: from harm to healing, in-person conversations that discuss societal topics that intersect with masculinity and violence. Odvn's center on partner-inflicted brain injury provides statewide, national, and international leadership on the intersection of traumatic brain injury, strangulation, and domestic violence. The center provided 74 trainings to over 7,500 people in ohio and 20 states.

Odvn provides relocation, housing, hotel, and legal services to survivors referred by member programs. During the fiscal year, the relocation and safety assistance program assisted 912 survivors and 1,026 children with security deposits, utilities, transportation, and moving expenses. Odvn's reach housing program which provided rental assistance for 12 months to 551 households. During the fiscal year, odvn's hotel program provided shelter to 605 survivors and 691 children. Odvn's legal assistance program helped 133 survivors with a wide range of legal services. Odvn contracts with private attorneys who work for a reduced fee to help survivors seek and enforce protection orders and with child custody and visitation issues. The attorneys also assist with landlord issues, employment, and immigration matters. Additionally, odvn provides local programs with youth advocacy and trauma-informed services to care for children who have witnessed domestic violence.

The increased funding for domestic violence services was the result of a two- year grassroots advocacy campaign by odvn, its member programs and supporters.

Odvn is the fiscal agent for the ohio department of health (odh) employees domestic violence fund. This was created with donations from odh employees to assist odh employees who are victims of domestic violence.

The organization is tax-exempt under section 501(c)(3) of the internal revenue code. Consequently, no provisions for income taxes have been made in the accompanying financial statements. Additionally, the internal revenue service has not classified the organization as a private organization because it is an organization of the type described in sections 509(a)(1) and 170 (b)(a)(vi) of the code. The organization follows financial accounting standards board ("fasb") guidance on accounting for uncertainty in income taxes, which addresses the determination of whether tax benefits claimed or expected to be claimed on a tax return should be recorded in the financial statements. Under this guidance, the organization may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities, based on the technical merits of the position. Examples of tax positions include the tax-exempt status of the organization, and various positions related to the potential sources of unrelated business taxable income (ubit). The tax benefits recognized in the financial statements from such a position are measured based on the largest benefit that has a greater than 50 percent likelihood of being realized upon ultimate settlement. The guidance on accounting for uncertainty in income taxes also addresses de-recognition, classification, interest and penalties on income taxes, and accounting in interim periods. On september 30, 2025, there were no material unrecognized tax benefits identified or recorded as liabilities. The organization files form 990 in the u.s. Federal jurisdiction. The organization's federal exempt organization tax returns are subject to examination by the internal revenue service, generally for three years after they are filed. All tax returns for years ending after september 30, 2022, are open for examination.

ODVN'S CENTER ON PARTNER-INFLICTED BRAIN INJURY PROVIDES STATEWIDE, NATIONAL, AND INTERNATIONAL LEADERSHIP ON THE INTERSECTION OF TRAUMATIC BRAIN INJURY, STRANGULATION, AND DOMESTIC VIOLENCE. THE CENTER PROVIDED 74 TRAININGS TO OVER 7,500 PEOPLE IN OHIO AND 20 STATES.

ODVN'S REACH HOUSING PROGRAM WHICH PROVIDED RENTAL ASSISTANCE FOR 12 MONTHS TO 551 HOUSEHOLDS. DURING THE FISCAL YEAR, ODVN'S HOTEL PROGRAM PROVIDED SHELTER TO 605 SURVIVORS AND 691 CHILDREN. ODVN'S LEGAL ASSISTANCE PROGRAM HELPED 133 SURVIVORS WITH A WIDE RANGE OF LEGAL SERVICES. ODVN CONTRACTS WITH PRIVATE ATTORNEYS WHO WORK FOR A REDUCED FEE TO HELP SURVIVORS SEEK AND ENFORCE PROTECTION ORDERS AND WITH CHILD CUSTODY AND VISITATION ISSUES. THE ATTORNEYS ALSO ASSIST WITH LANDLORD ISSUES, EMPLOYMENT, AND IMMIGRATION MATTERS. ADDITIONALLY, ODVN PROVIDES LOCAL PROGRAMS WITH YOUTH ADVOCACY AND TRAUMA-INFORMED SERVICES TO CARE FOR CHILDREN WHO HAVE WITNESSED DOMESTIC VIOLENCE.

ODVN SUCCESSFULLY ADVOCATED FOR 20 MILLION IN STATE FUNDING FOR OHIO'S DOMESTIC VIOLENCE PROGRAMS IN THE 2024 -25 STATE BUDGET. THIS FUNDING REPRESENTS A SIGNIFICANT INCREASE OVER THE FIRST ALLOCATION OF STATE FUNDS -- 2 MILLION IN THE 2020-21 BUDGET. THE INCREASED FUNDING FOR DOMESTIC VIOLENCE SERVICES WAS THE RESULT OF A TWO- YEAR GRASSROOTS ADVOCACY CAMPAIGN BY ODVN, ITS MEMBER PROGRAMS AND SUPPORTERS.
