Adjustments are made, if needed, and the final 990 is prepared by the accounting firm. The 990 is signed by the executive director and the accounting firm. The 990 is provided to the board of directors prior to filing.”

“The volunteers include 29 board members and 32 park programming volunteers that assisted in neighborhood park programming from may through october 2016. Park programming volunteers assisted with program promotions, phone calls, day-of event coordination, food distribution, resource gathering and planning. We use volunteers primarily to engage residents and stakeholders, to build capacity in the neighborhoods we serve and to make the most of time, energy and budget.”

Specifically, the scale and dollar value of the projects under the direction of group plan commission inflated the financial position for the past three years as a result of major construction activities. In years ended 2015 and 2014, $1.1m and $13m were raised toward commission efforts, specifically the $36m redevelopment of public square, which was completed in 2016. Aside from the contracted consulting and fiscal agreement fees, funds were expended on costs directly related to the reconstruction of public square and directly passed through the organization. In 2016 and 2015, project expenses were $639,103 and $9,735,329 respectively.”
