The council of international programs usa (cipusa) promotes international understanding through professional development and cross-cultural exchange. Cipusa is an international exchange organization based in cleveland, ohio with a network of affiliate offices nationwide and an alumni network of 31 countries. Our programs have been in existence for the past 61 years.

Form 990, Page 1, Part I, Line 6

All board members are volunteers and work to further the mission of the organization. Additional volumteers host program participants in their homes for an allotted amount of time for an average of 8 days.

Cipusa conducts a variety of programs besides the building bridges program that bring people and communities together. Our programs are created on our own through our own networks, or in partnership with organizations abroad, or through participation in grant funded programs. In 2018 cipusa was successful in obtaining grants from such organizations as the cleveland foundation and open world leadership center. Cipusa relies upon volunteers to host our participants in local communities and assist in their programming needs. Cipusa also provides program scholarships to participants who show financial need. In addition to receiving participants from abroad cipusa also strives to send u.s. Participants for short term training opportunities mainly affiliated with our alumni organization the council of international fellowship located in 31 countries.

The investment objective of the fund is two-fold. First, to preserve the principal in terms of its purchasing power so the fund will be able to serve the organization's needs over the long term. Second, to provide long-term growth of the assets in line with various investment classes while managing investment risk. Current policy allows cipusa to withdraw annually up to 5% of the prior eight quarter average of the endowment value. However, in cases of emergencies where continuing existence or ability to fulfill its mission, additional funds can be withdrawn with a two-thirds vote of the board of directors.

Schedule D, Page 3, Part X

Cipusa complies with fasb asc 740-accounting for uncertainty in income taxes. Fasb asc 740 details how companies should recognize, measure, present and disclose uncertain tax positions that have been or are expected to be taken. As such, the financial statements would reflect expected future tax consequences of uncertain tax positions presuming the taxing authorities' full knowledge of the position and all relevant facts, if they existed. Management believes that there are no uncertain tax positions. The organization's tax years that remain subject to examination by the internal revenue service are 2017 and forward.

CIPUSA RELIES UPON VOLUNTEERS TO HOST OUR PARTICIPANTS IN LOCAL COMMUNITIES AND ASSIST IN THEIR PROGRAMMING NEEDS. CIPUSA ALSO PROVIDES PROGRAM SCHOLARSHIPS TO PARTICIPANTS WHO SHOW FINANCIAL NEED. IN ADDITION TO RECEIVING PARTICIPANTS FROM ABROAD CIPUSA ALSO STRIVES TO SEND U.S. PARTICIPANTS FOR SHORT TERM TRAINING OPPORTUNITIES MAINLY AFFILIATED WITH OUR ALUMNI ORGANIZATION THE COUNCIL OF INTERNATIONAL FELLOWSHIP LOCATED IN 31 COUNTRIES.
