IRS990ScheduleD/Form990ScheduleDPartXIV/Explanation0The Corporation adopted the accounting standard on accounting for uncertainty in income taxes codified in Accounting Standards Codification ("ASC") 740, which addresses the determination of whether tax benefits claimed or expected to be claimed on a tax return should be recorded in the consolidated financial statements. Under this guidance, the Corporation may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities, based on the technical merits of the position. The tax benefits recognized in the consolidated financial statements from such a position are measured based on the largest benefit that has a greater than 50 percent likelihood of being realized upon ultimate settlement. The guidance on accounting for uncertainty in income taxes also addresses derecognition, classification, interest and penalties on income taxes, and accounting in interim periods. Management evaluated the Corporation's tax positions and concluded that the Corporation had taken no uncertain tax positions that require adjustment to the consolidated financial statements to comply with the provisions of this guidance. With few exceptions, the Corporation is no longer subject to income tax examinations by U.S. federal, state or local tax authorities for years before 2007, which is the standard statute of limitations look-back period. The Corporation did not recognize any tax related interest and penalties for the period in question.

IRS990ScheduleI/Form990ScheduleIPartIV/Explanation0The limited L2HS assistance to network crisis call centers is in the form of stipends, with those over $5,000 being provided to crisis centers that are providing special services to the National Suicide Prevention Lifeline or Disaster Distress Helpline networks (veterans calls backing up the VA hotline service; Spanish-language callers; regional and national call centers backing up the local centers that are not able to respond to all local calls; and disaster-related calls). Each of these crisis call centers has independent funding streams and these stipends pay for a very small fraction of each center's overall operating expenses. The stipends are intended to help offset each participating center's cost burdens related to providing whatever resources that are necessary to support their special service to the Lifeline or Disaster networks, such as: dedicated telephone lines; liability insurance; equipment costs; staff certification and training costs; additional staffing hours; purchase of software and assessment tools; internet hookups; etc. L2HS monitors how the stipends are used through performance metrics outlined in the agreements between the centers and L2HS, in that each is expected to perform certain activities and/or functions for a flat fee, and L2HS monitors these metrics (call answer rates, completion of required trainings and accreditations, etc.), and communicates regularly with each contracted center to assure that deliverables are met.
