Governance Explanations

Form 990, Part VI, Section B, Line 11B

Prior to its filing, the form 990 is emailed to the board of directors for any questions and/or changes. If none, the return is signed and filed.

Form 990, Part VI, Section B, Line 15A

The compensation of the executive director is determined and approved by an independent governing body. The board uses the evangelical council for financial accountability to determine what the broad industry average is. Along with that, the board also takes into consideration the size of the organization, years of service, ministry performance and responsibilites when determining his compensation.

Form 990, Part VI, Section C, Line 19

The organization makes its governing documents, conflict of interest policy, and financial statements available to the public upon request.

Additional Explanations

Form 990, Heading, Box B - Amended Return

Due to economic hardship the organization was forced to postpone the audit of their 2023 financial statements but decided to file its form 990 for 2023 timely. The original 2023 form 990 was prepared with the financial records that were available at the time the return was filed on november 15, 2024. Based on prior financial statement audits the organization had no reason to believe that the audit of their 2023 financial statements would result in any material changes. The 2023 audited financial statements were presented to the organization on february 9, 2026. They contain three significant changes to the organization's financial statements for 2023. These changes are reflected on the amended form 990. 1. Audit included a receivable on the balance sheet of $591,904 for a employee retention credit receivable and the same amount is included in income. The asset and income were not included on the original form 990. 2. Audit included $1,735,896 of non-cash donations received by the organization as income for items received by its thrift store. These donations were not reflected on the original form 990. 3. Audit included $1,743,697 of cost of good sold expenses to reflect cost of items sold by the thrift store. The form 990 originally filed reported ($29,831) on page 1 line 19 revenue less expenses. The amended form 990 reports $466,310 on page 1 line 19 revenue less expenses. The difference is $496,141 of additional revenue for 2023 most of which is due to the inclusion of the employee retention credit income on the audited financial statements. Other changes reported on this amended return are done to reflect the allocation of the income and expenses as presented on the audited financial statements.

Form 990, Part XII, Line 2C

No changes have been made in the process from prior year.

Financial Statement Notes

PART X, LINE 2:

The organization did not file timely form ag990-il informational tax returns for fiscal years 2023 and 2024, and federal form 990 for the year ended 2024. The organization did file timely federal form 990 for the year ended 2023 that will be amended. While the returns were extended to november 15, 2024 and 2025, respectively, for federal and illinois, as of february 9, 2026, the date of the independent auditor's report, however, both filings are past due. The delinquent filings create an overall uncertain tax position for the organization. Given the organization was in good standing as of the date of these financial statements and given the irs's administrative history of abating similar penalties for nonprofits in nonfraud situations, no accrual for potential liabilities has been included in these financial statements.

IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt0THE ORGANIZATION DID NOT FILE TIMELY FORM AG990-IL INFORMATIONAL TAX RETURNS FOR FISCAL YEARS 2023 AND 2024, AND FEDERAL FORM 990 FOR THE YEAR ENDED 2024.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt0DUE TO ECONOMIC HARDSHIP THE ORGANIZATION WAS FORCED TO POSTPONE THE AUDIT OF THEIR 2023 FINANCIAL STATEMENTS BUT DECIDED TO FILE ITS FORM 990 FOR 2023 TIMELY.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt1PRIOR TO ITS FILING, THE FORM 990 IS EMAILED TO THE BOARD OF DIRECTORS FOR ANY QUESTIONS AND/OR CHANGES. IF NONE, THE RETURN IS SIGNED AND FILED.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt2THE COMPENSATION OF THE EXECUTIVE DIRECTOR IS DETERMINED AND APPROVED BY AN INDEPENDENT GOVERNING BODY.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt3THE ORGANIZATION MAKES ITS GOVERNING DOCUMENTS, CONFLICT OF INTEREST POLICY, AND FINANCIAL STATEMENTS AVAILABLE TO THE PUBLIC UPON REQUEST.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt4NO CHANGES HAVE BEEN MADE IN THE PROCESS FROM PRIOR YEAR.
