These programs included quarterly Downtown Neighborhood Association meetings, parking, retail and restaurant promotions. These activities were funded in part by a contract with the City of Bellinghams Planning and Community Development Department to cover operations expenses and through corporate donations through the Main Street Tax Incentive Program.
