Mission

The clark state foundation creates and maintains community awareness, and partners with donors to receive, manage and disburse gifts that initiate and support educational and cultural programs for clark state community college and its constituents.

To accept gifts in support of the clark state college and to assist its students. The foundation aids and promotes education at clark state and provides scholarships and loans to its students.

The foundation follows the compensation policies of clark state college. The compensation of the executive director is determined by the board of directors. Their decisions are documented in a written evaluation and is presented to the executive director every year. The salary of the executive director is compared to the salary ranges of other community colleges in the area for the similar position. Additionally, a cost of living adjustment is given to the executive director.

The intended use of the organization's endowment funds are for scholarships, operations and facility upkeep of the performing arts center, technology and retention activities.

PART X, LINE 2:

The foundation is exempt from federal income tax under section 501(c)(3) of the internal revenue code. However, income from certain activities not directly related to the foundation's tax exempt purpose is subject to taxation as unrelated business income. The foundation's reporting returns are subject to audit by federal and state taxing authorities. No income tax provision has been included in the financial statements as the foundation has determined it does not have unrelated business income subject to taxation.

AN INVESTMENT IN OUR STUDENTS IS AN INVESTMENT IN OUR REGION'S ECONOMIC DEVELOPMENT, AS 85% OF OUR GRADUATES STAY IN OUR COMMUNITY. IN ADDITION TO SCHOLARSHIPS, OUR FOUNDATION ALSO AWARDS SHORT-TERM LOANS TO THOSE WHO ARE AWAITING FINANCIAL AID.

IRS990/ProgSrvcAccomActy2Grp/Desc0THE CLARK STATE SCHOLARS PROGRAM INCLUDES STUDENTS FROM FIVE SCHOOL DISTRICTS IN CLARK AND CHAMPAIGN COUNTIES. THE PROGRAM SELECTS 40 EIGHTH GRADE STUDENTS IN SPRINGFIELD, 20 EIGHTH GRADE STUDENTS FROM ADDITIONAL CLARK COUNTY PARTNER SCHOOLS, AND 20 EIGHTH GRADE STUDENTS FROM CHAMPAIGN COUNTY PARTNER SCHOOLS ANNUALLY TO PARTICIPATE. EACH SCHOLAR IS PARTNERED WITH A VOLUNTEER MENTOR WHOM THEY MEET WITH MONTHLY. SCHOLARS ALSO ATTEND RETREATS, AFTER SCHOOL ACTIVITY DAYS, AND FIELD TRIPS THAT PROVIDE CAREER AND COLLEGE READINESS ACTIVITIES THROUGHOUT THE SCHOOL YEAR, ALIGNING THIS PROGRAM WITH THE SPRINGFIELD FOUNDATION'S GOAL TO INCREASE THE COLLEGE AND CAREER READINESS FOR CLARK COUNTY RESIDENTS. UPON SUCCESSFUL COMPLETION OF THE PROGRAM AND GRADUATION FROM THEIR HIGH SCHOOL, THE SCHOLARS RECEIVE THREE YEARS OF FREE TUITION, FEES, AND BOOKS AT CLARK STATE, WHERE THEY CONTINUE TO RECEIVE ACADEMIC AND SOCIAL SUPPORT. THE PROGRAM SERVED 256 PARTICIPANTS IN 2020. 38 STUDENTS FROM THE PROGRAM ENROLLED AT CLARK STATE FOR THE 2020-2021 ACADEMIC YEAR, 218 ENROLLED IN HIGH SCHOOL ACROSS ALL PARTICIPATING SCHOOL DISTRICTS.
