Part XI, Line 8, Prior period adjustments:

In the current year, hapcap adopted a policy of preparing its financial statements in accordance with generally accepted accounting principles. Previously, hapcap prepared its financial statements on the modified cash basis of accounting, which was a comprehensive basis of accounting other than generally accepted accounting principles. Hapcap recorded an adjustment of $618,325 to increase net assets at december 31, 2014 for the change in accounting basis. The changes to net assets were to increase temporarily restricted net assets by $1,150,000 related to the housing loans issued that were not recorded previously as a receivable. The adjustment to decrease unrestricted net assets of ($531,675) was the result of recording accruals at december 31, 2014.

The organization is required to assess whether it is more likely than not that a tax position will be sustained upon examination on the technical merits of the position, assuming the taxing authority has full knowledge of all information. If the tax position does not meet the more likely than not recognition threshold, the benefit of that position is not recognized in the financial statements. The organization has determined there are no amounts to record as assets or liabilities related to uncertain tax positions.

Athens Public Transit offers a fixed-route bus system for the City of Athens, Chauncey, and The Plains. Athens on Demand Transit and Logan Public Transit provide door-to-door transportation for Athens County and the City of Logan and surrounding areas respectively. GoBus, our intercity bus route, connects Southeast Ohio with larger metropolitan areas throughout the state.Many of the organizations programs had record ridership, implemented innovative ideas, deepened partnerships and laid the foundation for continued growth in 2015. As the organization continues to expand and increase service, the need for the service has continued to grow.

Our services provide high quality individualized programming to address the unique needs of children and families and are designed to enhance the quality of life, dignity and self-worth of participants. Services include Early Head Start, Head Start, summer camp and food services. By preparing children for school and life we address school readiness, health, nutrition and family needs.Early Head Start offers home visitation services to pregnant women, infants and toddlers through age three who meet income guidelines.Head Start offers comprehensive preschool education for children 3-4 years of age at one of the organization's seven Head Start Centers or though the Home Base program.Ohio Buckles Program provided car seats free of charge to Athens County residents who meet the income guidelines. Fifty-nine car seats were provided in 2015.Project Keep Warm provided a winter coat, hat, gloves, and shoes or boots to children in Athens County. The project benefited 423 children in 2015.Perry County After-School Program provided a safe after school environment in which youth in Perry County had the opportunity to work on homework, engage with their peers, and explore in a broad range of enrichment activities.

IRS990/ProgSrvcAccomActy3Grp/Desc0Food and Nutrition - The Food and Nutrition Division is made up of the Southeast Ohio Foodbank & Kitchen and works diligently to fill the meal gap children, seniors, and families face in our community. The Foodbank is the only foodbank for ten counties in Southeast Ohio: Athens, Gallia, Hocking, Jackson, Lawrence, Meigs, Morgan, Perry, Vinton, and Washington. In addition to distributing government funded, donated, and purchased food items to over 60 member agencies (food pantries), the Foodbank also operates several direct client service programs.The Rural Summer Feeding and ConAgra Hunger-Free Summer programs provided a weekly box of shelf-stable food items to children during the summer who otherwise would not have been able to access a summer meal site due to transportation/geographic barriers.Through the Commodity Supplement Food Program, nearly 4,000 low-income seniors across our ten counties received a monthly supplemental box of food.Thanks to a partnership with Ohio farmers and the Ohio Association of Foodbanks, the Ohio Agricultural Clearance Program provided fresh, Ohio-grown produce to families in need.In addition to the Foodbank, the organization utilized our commercial Kitchen to serve seniors and children in our community.The Organization's kitchen operated the Meals on Wheels Program in Athens and Hocking Counties and provided hot, nutritious meals five days a week at Senior Congregate Dining Sites in Athens, Logan, and Glouster.In effort to fight summer child hunger, the Kitchen, a Summer Food Service Program sponsor, prepared and distributed healthy, kid-friendly meals to 40 free meal sites throughout Athens, Hocking, Perry, Vinton, Gallia, and Lawrence Counties. At peak, over 1,000 meals per day were served to kids in our community.
