IRS990ScheduleA/FactsAndCircumstancesTestTxt0NEOSEF MET THE TEN PERCENT FACTS AND CIRCUMSTANCES TEST FOR THE FOLLOWNG REASONS: MORE THAN 10 PERCENT OF SUPPORT COMES FROM THE GENERAL PUBLIC, MOSTLY FROM CORPORATIONS AND PUBLIC FOUNDATIONS THAT SUPPORT SCIENCE AND ENGINEERING EDUCATIONAL PROGRAMS. NEOSEF MAINTAINS AN ONGOING FUNDRAISING PROGRAM AND IS TARGETING INDIVIDUAL SUPPORT FOR ITS PROGRAMS. NEOSEF PROGRAMMING IS INHERENTLY PUBLIC IN THAT IT CONSISTS OF AN ANNUAL SCIENCE FAIR FOR MIDDLE AND SECONDARY SCHOOL STUDENTS. THE SCIENCE FAIR IS OPEN FOR PUBLIC EXHIBITION. NEOSEF IS JUST UNDER THE 33% LEVEL. THE REASON THAT THE PUBLIC SUPPORT PERCENTAGE HAS BEEN SLOWLY DECREASING IS DUE TO THE RAPID GROWTH OF ITS ENDOWMENT. NEOSEF HAS A GOVERNING BODY OF SCIENTISTS AND ENGINEERS WHICH REPRESENTS THE BROAD INTERESTS OF THE SCIENCE AND ENGINEERING COMMUNITY. FURTHER, MANY OF THE BOARD MEMBERS ALSO AJUDICATE THE SCIENCE FAIR.
