Constantly innovating and endlessly determined, PSA is unique among Washington's foreign policy and national security community in our singular focus to build trust, expertise, and opportunity for bipartisan problem solving on Capitol Hill and beyond.

Activities to heighten the public awareness of and support for a bipartisan national security and foreign policy; to bring democrats and republicans together to seek common ground in national security and foreign policy; and to accomplish the preceding purposes through the use of the most effective tools of modern communications.

IRS990/Desc0PSA's Congressional Partnership Program is a unique program funded by the Carnegie Corporation of New York and developed exclusively for congressional staff. Participants attend off-the-record events with former senior officials to learn their perspectives on current foreign policy and national security problems. CPP students also receive negotiation training, engage in expert-led crisis simulations, and complete a project requiring them to work in bipartisan groups to formulate common-ground policy approaches to a current, relevant problem. In 2017 PSA ran two courses of the Congressional Partnership Program (CPP), each over 3 months. In addition, PSA hosted 3 "High-Profile" CPP alumni dinners with Mr. Paul Kurtz , Sec. Chuck Hagel, and Sec. Michael Chertoff; hosted The Worldview Series: Japan featuring 4 dinners on US-Japan Relations and a week-long Congressional Staff Delegation to Japan in conjunction with the Japanese Embassy for select CPP alumni; hosted The Worldview Series: Baltic States featuring 3 dinners on US-Baltic Relations and a week-long Congressional Staff Delegation to Estonia, Latvia, and Lithuania in conjunction with the 3 embassies for select CPP alumni; hosted 3 dinners for The Solutions Series focusing on US Arctic Policy, responding to North Korea's developing nuclear and missile capabilities, and Cyber Security in America's electric grid for select CPP alumni.

IRS990/ProgSrvcAccomActy2Grp/Desc0Nuclear Security - In 2017, with funding from the Carnegie Corporation of New York, PSA completed work its work with the an international working group of former high-level civil servants and International Atomic Energy Agency (IAEA) officials by hosting a launch event on Capitol Hill for PSA's report - Strengthening the IAEA: Technical Cooperation and Nuclear Security. In addition, with funding from the MacArthur Foundation PSA launched a joint Nuclear Security Project with the Arms Control Association. In 2017 we conducted 20 in-person interviews with Congressional staff who handle nuclear and/or national security and foreign policy portfolios using standardized questionnaire; distributed short-form digital survey to approximately 2,800 Congressional staff and received 107 responses; and conducted quantitative and qualitative analysis of the aggregated data in 2 separate pools (20 in-person, 107 digital).

The series, started in 2012, is an educational program designed to provide congressional staff with opportunities to engage leading experts and fellow Capitol Hill staffers in bipartisan forums. The program aims to build cross-party relationships, encourage bipartisan dialogue, and equip staff with new perspectives on critical issues in the international conflict resolution and prevention field. During 2017 USIP and PSA cooperated on eight round-table briefings for Congressional staff that focused on topics including South Sudan, Afghanistan, Iraq, the Levant, North Korea, and Ukraine.

The goals of the organization are to heighten public awareness of and support for a bipartisan national security and foreign policy; to bring leading Democrats and Republicans together to seek common ground in national security and foreign policy; and to accomplish the above tasks through the use of the most effective tools of modern communications. To achieve these goals PSA develops and seeks bipartisan consensus on a series of national security and foreign policy issues; works to build coalitions to support recreating the bipartisan center in American national security and foreign policy; conducts a national free and paid media campaign using the most sophisticated communication tools based on joint, bipartisan positions; and organizes national events including town hall meetings, conferences, and speaker series to support the bipartisan center in American national security and foreign policy. PSA's work is funded by donations from individuals and corporations, support from other publicly supported charities, and grants from foundations who support the PSA mission of advancing bipartisanship on national security and foreign policy challenges. PSA is a small organization with no investment revenue. The insignificant interest income is funneled back into program activities. All the activities outlined in the Statement of Program Service Accomplishments support the goals of the organization and are necessary to achieve the mission of bipartisanship on current critical national security and foreign policy challenges. General and administrative expenses are minimal in order to push as much revenue as possible toward the mission related activities. PSA continually works to broaden its donor base and during 2017 increased support from the public by two percentage points over the previous year.
