THIS YEARS SETTLEMENT WITH CARLSBAD PRODUCED SEVERAL CONCESSIONS. SOME OF THE KEY ITEMS IN THE AGREEMENT INCLUDE: -- A COMMITMENT TO IMPLEMENT THE VOTER APPROVED MEASURE C FROM 2002 TO ACQUIRE OPEN SPACES -- IMPROVED ANNUAL REPORTING ON THE ACTUAL OPEN SPACE FOR EACH OF THE CITYS 25 LOCAL FACILITIES MANAGEMENT ZONES -- CHANGING THE ZONING FOR THE BUENA VISTA RESERVOIR TO A PARK AND SECURING THE FUNDS TO BUILD IT -- CREATING A PILOT PROGRAM OF TWO RANGERS TO PATROL NATURAL LANDS AND PROTECT THE RESOURCES -- REQUIRING A PROCESS FOR EARLY NOTIFICATION AND INVOLVEMENT OF NEARBY RESIDENTS WHEN NEW DEVELOPMENT IS PROPOSED -- ESTABLISHING BETTER PERFORMANCE STANDARDS AND METRICS TO ENSURE THE GOALS OF THE CLIMATE ACTION PLAN AND SMART GROWTH POLICIES IN THE GENERAL PLAN, CAN BE MET. - SETTLED LAWSUIT WITH THE CITY OF CARLSBAD OVER THE POINSETTIA 61 PROJECT. THE SETTLEMENT RESULTED IN HABITAT RESTORATION, INCREASED PARKLAND DESIGNATION, PROTECTION OF ADDITIONAL NATURAL SPACE AND REPAYMENT OF NCA LEGAL FEES.

NCA OPPOSED IT BECAUSE THE MAJORITY OF THE MONEY WAS NOT PUT INTO ENVIRONMENTALLY FRIENDLY SOLUTIONS AND IT PROMOTED SOLUTIONS THAT WERE CONTRARY TO CLIMATE ACTION PLANS ADOPTED BY OUR LOCAL CITIES. EVEN THOUGH THE MEASURE WAS COUNTY-WIDE, IT IMPACTED OUR REGION OF NORTH COUNTY. MEASURE C WAS A DEVELOPER SUBMITTED PROPOSAL FOR A VERY LARGE INCREASE TO SAN DIEGO COUNTYS GENERAL PLAN HOUSING UNITS IN NORTH COUNTY. NCA CONTRIBUTED $250 TO OPPOSE THE MEASURE BECAUSE OF THE LARGE IMPACT TO NORTH COUNTY AND THE MISUSE OF THE INITIATIVE PROCESS TO BYPASS THE COUNTYS ZONING PROCESS.THIS ACTIVITY WAS CONSISTENT WITH THE MISSION OF NCA.
