“Colorado all payer claims database in 2010, the executive director of the colorado department of health care policy and financing (hcpf) appointed civhc the administrator of the co apcd. The co apcd is a state-legislated, secure health care claims database compliant with all federal privacy laws. The complexity and scale of the database continually grows with millions of claims submitted by payers each month, reflecting over 5 million lives and over 1 billion claims. It is the only claims repository in the state that represents the vast majority of insured lives in colorado, with over ten years of data from commercial health insurance payers, medicaid, and medicare. Analysis of these claims provide valuable insights on ways to improve the health of coloradans, make care more accessible and affordable, and improve the quality of the care being delivered. Civhc makes this information available publicly via civhc.org, and non-publicly via a data release process to multiple change agents including consumers, providers, employers, payers, researchers, state agencies, non-profits and others working to improve health and health care, and lower costs for colorado residents. Public data releases increasing access to transparent health care data for all stakeholders is foundational to the original legislative vision of the co apcd, civhcs mission, and to colorados ability to make informed decisions that will have lasting benefit to the state. Public analyses and interactive tools, available at civhc.org is one of the methods civhc employs to bring transparency to the health care marketplace. Non-public data releases in addition to making public information available, civhc provides custom data sets and reports to state agencies, organizations and researchers seeking to advance health care and lower costs. Every release of data must benefit colorado, as mandated by co apcd regulations.”
“Research, partnerships, and innovation building on the work begun in 2022 with the program evaluation services started offering, civhc created the research, partnerships, and innovation (rpi) department in 2023. The new department is focused specifically on providing support and value to low-income, bipoc, and marginalized or underserved communities through research, program evaluation, community engagement, health care programs, and multi-state collaboration. Palliative care civhc has become a national go-to source for insight into palliative care issues through convening, reporting and analyses. In 2014, civhc and taskforce partners from across the state successfully appealed to the colorado state board of health to include a definition of palliative care as part of the colorado standards for hospitals and health facilities. Since then, civhc has continued to play a key role in advancing palliative care and understanding areas of opportunity by convening other organizations and conducting analyses on cost of care at the end of life. Advance care planning advance care planning allows individuals to share and document their wishes surrounding serious illness, incapacitation, and end of life. Civhc convenes an advance care planning work group where change agents discuss issues facing the palliative care community and brainstorm ideas about how to affect meaningful change. Civhc also hosts the medical orders for scope of treatment (most) form on civhc.org. The most form is a document that consolidates and summarizes patient preferences for key life-sustaining treatments: cpr, medical interventions and artificially administered nutrition. The program was established by legislation (c.r.s. 18.7) in colorado in 2010.”

THE NEW DEPARTMENT IS FOCUSED SPECIFICALLY ON PROVIDING SUPPORT AND VALUE TO LOW-INCOME, BIPOC, AND MARGINALIZED OR UNDERSERVED COMMUNITIES THROUGH RESEARCH, PROGRAM EVALUATION, COMMUNITY ENGAGEMENT, HEALTH CARE PROGRAMS, AND MULTI-STATE COLLABORATION. PALLIATIVE CARE CIVHC HAS BECOME A NATIONAL GO-TO SOURCE FOR INSIGHT INTO PALLIATIVE CARE ISSUES THROUGH CONVENING, REPORTING AND ANALYSES. IN 2014, CIVHC AND TASKFORCE PARTNERS FROM ACROSS THE STATE SUCCESSFULLY APPEALED TO THE COLORADO STATE BOARD OF HEALTH TO INCLUDE A DEFINITION OF PALLIATIVE CARE AS PART OF THE COLORADO STANDARDS FOR HOSPITALS AND HEALTH FACILITIES. SINCE THEN, CIVHC HAS CONTINUED TO PLAY A KEY ROLE IN ADVANCING PALLIATIVE CARE AND UNDERSTANDING AREAS OF OPPORTUNITY BY CONVENING OTHER ORGANIZATIONS AND CONDUCTING ANALYSES ON COST OF CARE AT THE END OF LIFE. ADVANCE CARE PLANNING ADVANCE CARE PLANNING ALLOWS INDIVIDUALS TO SHARE AND DOCUMENT THEIR WISHES SURROUNDING SERIOUS ILLNESS, INCAPACITATION, AND END OF LIFE. CIVHC CONVENES AN ADVANCE CARE PLANNING WORK GROUP WHERE CHANGE AGENTS DISCUSS ISSUES FACING THE PALLIATIVE CARE COMMUNITY AND BRAINSTORM IDEAS ABOUT HOW TO AFFECT MEANINGFUL CHANGE. CIVHC ALSO HOSTS THE MEDICAL ORDERS FOR SCOPE OF TREATMENT (MOST) FORM ON CIVHC.ORG. THE MOST FORM IS A DOCUMENT THAT CONSOLIDATES AND SUMMARIZES PATIENT PREFERENCES FOR KEY LIFE-SUSTAINING TREATMENTS: CPR, MEDICAL INTERVENTIONS AND ARTIFICIALLY ADMINISTERED NUTRITION. THE PROGRAM WAS ESTABLISHED BY LEGISLATION (C.R.S. 18.7) IN COLORADO IN 2010. |
