Mission

The exempt purpose of National Homeland Security Association (NHSA) is to support the exchange of information among jurisdictions that receive UASI (Urban Area Security Initiative) funding from the U.S. Department of Homeland Security. The most significant NHSA activity to accomplish this is an annual conference.

Our exempt purpose is to present an annual national homeland security conference.

The members have the power to vote on amendments to the charter and by laws as well as dissolution, merger, sale or transfer of substantially all the assets of the organization and consolidations. In addition, article vi, section 1 of the by laws provides that any uasi may introduce a resolution at a business meeting (usually the annual conference) pertaining to issues or matters of general concern to the uasi membership. Such resolutions can be passed by a majority vote.

The national homeland security association hosted its 12th annual conference in new york, ny. Opening ceremony was held at the 9/11 memorial museum in remembrance of tragic 9/11 terrorist attack. New york hosted to host over 1300 attendees representing every state in the united states. 42 of the 64 urban areas representing association membership were represented. The conference provided certified dhs training pre and post conference, a three (3) day main conference offering packed with educational breakout deliveries and providing key note addresses from the u.s. Department of homeland security, federal emergency management agency, and city of new york. There were seven tracks: 1) cyber-security; 2) public/private partnerships; 3) grant management; 4) homeland security research, 5) threat planning and response; 6) intelligence gathering and sharing; and 7) recent events. There were also specials presentation on the las vegas shooting and austin package bombing. The new york police and fire departments demonstrated their rescue task force (rtf) in carnegie hall. The annual meeting of the nhsa membership was held wednesday july 13, 2018 to conduct an after action of the new york conference and to establish a timeline and goals for the 2019 nhsa conference to be held in phoenix arizona. Three board members were up for re-election. All three were re- elected to serve two more terms. The bi-annual board meeting was held in phoenix, arizona on december 10-11, 2018 to finalize hotel contracts and logistics before opening registration in january 2019. NEW YORK HOSTED TO HOST OVER 1300 ATTENDEES REPRESENTING EVERY STATE IN THE UNITED STATES. 42 OF THE 64 URBAN AREAS REPRESENTING ASSOCIATION MEMBERSHIP WERE REPRESENTED. THE CONFERENCE PROVIDED CERTIFIED DHS TRAINING PRE AND POST CONFERENCE, A THREE (3) DAY MAIN CONFERENCE OFFERING PACKED WITH EDUCATIONAL BREAKOUT DELIVERIES AND PROVIDING KEY NOTE ADDRESSES FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY MANAGEMENT AGENCY, AND CITY OF NEW YORK. THERE WERE SEVEN TRACKS: 1) CYBER-SECURITY; 2) PUBLIC/PRIVATE PARTNERSHIPS; 3) GRANT MANAGEMENT; 4) HOMELAND SECURITY RESEARCH, 5) THREAT PLANNING AND RESPONSE; 6) INTELLIGENCE GATHERING AND SHARING; AND 7) RECENT EVENTS. THERE WERE ALSO SPECIALS PRESENTATION ON THE LAS VEGAS SHOOTING AND AUSTIN PACKAGE BOMBING. THE NEW YORK POLICE AND FIRE DEPARTMENTS DEMONSTRATED THEIR RESCUE TASK FORCE (RTF) IN CARNEGIE HALL. THE ANNUAL MEETING OF THE NHSA MEMBERSHIP WAS HELD WEDNESDAY JULY 13, 2018 TO CONDUCT AN AFTER ACTION OF THE NEW YORK CONFERENCE AND TO ESTABLISH A TIMELINE AND GOALS FOR THE 2019 NHSA CONFERENCE TO BE HELD IN PHOENIX ARIZONA. THREE BOARD MEMBERS WERE UP FOR RE-ELECTION. ALL THREE WERE RE- ELECTED TO SERVE TWO MORE TERMS. THE BI-ANNUAL BOARD MEETING WAS HELD IN PHOENIX, ARIZONA ON DECEMBER 10-11, 2018 TO FINALIZE HOTEL CONTRACTS AND LOGISTICS BEFORE OPENING REGISTRATION IN JANUARY 2019.
