Supplemental Narrative

Additional Explanations

Pt III, Line 31

Grk & volunteers maintain wader wash stations across 16 miles of the coldwater section of the river to contain didymo algae. This work is ongoing. 5% of total projects

Pt III, Line 31

Grk staff and volunteers worked on advocacy and outreach through the upper watershed with community, office, school groups, and scout and brownie troops on streamwalks and service projects along the river to discuss the sources of city drinking water and the importance of wild trout and coldwater habitat. 5% of total projects

Pt III, Line 31

Industrial discharges in upper and lower gunpowder river are impacting water quality. Discharges from three industrial sites are being monitored through pia (public information act) requests and legal research including review of discharge monitoring reports. Meetings will be requested with the facilities to attempt to correct these sources of pollution. While mde indicated one of the facilities was under a consent decree, the decree has yet to be enforced. 10% of total projects

Pt III, Line 31

Gunpowder riverkeeper staff worked on advocacy and outreach with community groups along the lower watershed to discuss the sources of sediment in the tidal gunpowder and its tributaries. Namely; both foster and taylor branch are experiencing sediment and bacteria pollution from improperly regulated upstream sources. Gunpowder riverkeeper undertook significant legal research to advocate for protective zoning on adjacent lands. If pollution is diminished, recreational, economic and aesthetic value of this section of the lower gunpowder river could be restored. 10% of total projects.

Other

Part iii, line 30 cp crane coal fired powerplant discharge permit project - gunpowder riverkeeper opposed the draft discharge permit because it was not supported by sufficient or representative monitoring of the plant's discharges as only two of the 22 outfalls were tested when the plant was running at 50% capacity. If these discharges, totaling 271.5 million gallons a day on average, are property characterized by stricter permit conditions, the community will benefit greatly from cleaner water and healthier fish and crab populations. 20% of total projects.

Pt III, Line 31

Bush cabin run - the gunpowder riverkeeper protected brook trout by identifying an out of compliance in-stream construction project and prompted mde to take enforcement action against the maryland department of natural resources and monitored stabilization and replanting efforts to protect the stream and floodplain. 5% of total projects.

Pt III, Line 31

Polychlorinated biphenyl (pcb) project: the gunpowder riverkeeper provided formal comments to mde that the epa approved total maximum daily load (tmdl) (pollution diet) was not rigorous enough to protect public health because it failed to use best available science to characterize these pervasive carcinogens instead of dredging contaminated sediments to meet water quality standards, mde merely relied on natural attenuation of 49 years in the gunpowder and 93 years in the bird river to meet water quality standards. 10% of total projects.

Other

Part iii, line 29 the bel air impoundment project: the gunpowder riverkeeper commented on three distinct mde permits for a high hazard earthen dam because materials submitted by the applicant to mde for public comment were only 55% complete upon public notice. The riverkeeper stated concerns regarding anti-degradation of downstream waters, potential for impacts to endangered species and potential for downstream impacts. The result was a comment response document that included a flow analysis that showed that withdrawals would only take place in high flow events. 10% of total projects.

Other

Part iii, line 28 hampstead waste water treatment plant (wwtp): the riverkeeper provided formal comments and testified at a hearing on a mde discharge permit for an out of compliance wwtp plant that impacts a coldwater trout stream and a high quality tier ii waterway subject to state and federal anti-degradation requirements. 25% of total projects.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt2INDUSTRIAL DISCHARGES IN UPPER AND LOWER GUNPOWDER RIVER ARE IMPACTING WATER QUALITY.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt3GUNPOWDER RIVERKEEPER STAFF WORKED ON ADVOCACY AND OUTREACH WITH COMMUNITY GROUPS ALONG THE LOWER WATERSHED TO DISCUSS THE SOURCES OF SEDIMENT IN THE TIDAL GUNPOWDER AND ITS TRIBUTARIES.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt4PART III, LINE 30 CP CRANE COAL FIRED POWERPLANT DISCHARGE PERMIT PROJECT - GUNPOWDER RIVERKEEPER OPPOSED THE DRAFT DISCHARGE PERMIT BECAUSE IT WAS NOT SUPPORTED BY SUFFICIENT OR REPRESENTATIVE MONITORING OF THE PLANT'S DISCHARGES AS ONLY TWO OF THE 22 OUTFALLS WERE TESTED WHEN THE PLANT WAS RUNNING AT 50% CAPACITY.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt5BUSH CABIN RUN - THE GUNPOWDER RIVERKEEPER PROTECTED BROOK TROUT BY IDENTIFYING AN OUT OF COMPLIANCE IN-STREAM CONSTRUCTION PROJECT AND PROMPTED MDE TO TAKE ENFORCEMENT ACTION AGAINST THE MARYLAND DEPARTMENT OF NATURAL RESOURCES AND MONITORED STABILIZATION AND REPLANTING EFFORTS TO PROTECT THE STREAM AND FLOODPLAIN. 5% OF TOTAL PROJECTS.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt6POLYCHLORINATED BIPHENYL (PCB) PROJECT: THE GUNPOWDER RIVERKEEPER PROVIDED FORMAL COMMENTS TO MDE THAT THE EPA APPROVED TOTAL MAXIMUM DAILY LOAD (TMDL) (POLLUTION DIET) WAS NOT RIGOROUS ENOUGH TO PROTECT PUBLIC HEALTH BECAUSE IT FAILED TO USE BEST AVAILABLE SCIENCE TO CHARACTERIZE THESE PERVASIVE CARCINOGENS INSTEAD OF DREDGING CONTAMINATED SEDIMENTS TO MEET WATER QUALITY STANDARDS, MDE MERELY RELIED ON NATURAL ATTENUATION OF 49 YEARS IN THE GUNPOWDER AND 93 YEARS IN THE BIRD RIVER TO MEET WATER QUALITY STANDARDS. 10% OF TOTAL PROJECTS.
