Governance Explanations

The governing body of the organization delegates broad authority to the executive committee to deal with matters arising between regular meetings of the membership. The executive committee consists of the officers of the organization, including the president, first vice president, second vice president, secretary and immediate past president.

The association has one class of members. Any currently-elected or appointed sheriff within the state of idaho may be admitted as a member of the corporation upon payment of the annual membership fee set by the board of directors for the fiscal year in which such person is eligible for membership.

Financial Statement Notes

PART X, LINE 2:

Uncertain tax positions the accounting standard on accounting for uncertainty in income taxes addresses the determination of whether tax benefits claimed or expected to be claimed on a tax return should be recorded in the financial statements. Under that guidance, the association may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities based on the technical merits of the position. The tax benefits recognized in the financial statements from such a position are measured based on the largest benefit that has a greater than 50 percent likelihood of being realized upon ultimate settlement. There were no unrecognized tax benefits identified or recorded as liabilities for fiscal year 2017. The association files form 990 in the u.s. Federal jurisdiction. The association is generally no longer subject to examination by the internal revenue service for years before 2013.

THE JUNE MEETING AND BOARD OF DIRECTORS MEETING ARE HELD IN OTHER AREAS OF IDAHO AND THE MEETING LOCATIONS CHANGE TO ACCOMMODATE THE VARIOUS REGIONS OF THE STATE.IDAHO SHERIFF'S ASSOCIATION IS REQUIRED BY LAW TO CONDUCT A NEW SHERIFFS SCHOOL EVERY FOUR YEARS FOLLOWING THE STATE-WIDE ELECTION FOR THE OFFICE OF SHERIFF. THE SCHOOL IS 40 HOURS IN LENGTH AND CONSISTS OF LEADERSHIP AND EXECUTIVE LEVEL TRAINING INCLUDING PERSONNEL ISSUES AND BUDGET DEVELOPMENT.

COUNTY COMMISSIONERS HAVE RELIED HEAVILY ON THE RESULTS OF THE JAIL INSPECTIONS, AND THE IDAHO COURTS, ACLU AND OTHER LEGAL AUTHORITIES HAVE RESPONDED TO THE STANDARDS AND INSPECTION PROCESS WHEN EVALUATING THE CONSTITUTIONAL OPERATIONS OF IDAHO JAILS.

UNDER THAT GUIDANCE, THE ASSOCIATION MAY RECOGNIZE THE TAX BENEFIT FROM AN UNCERTAIN TAX POSITION ONLY IF IT IS MORE LIKELY THAN NOT THAT THE TAX POSITION WILL BE SUSTAINED ON EXAMINATION BY TAXING AUTHORITIES BASED ON THE TECHNICAL MERITS OF THE POSITION. THE TAX BENEFITS RECOGNIZED IN THE FINANCIAL STATEMENTS FROM SUCH A POSITION ARE MEASURED BASED ON THE LARGEST BENEFIT THAT HAS A GREATER THAN 50 PERCENT LIKELIHOOD OF BEING REALIZED UPON ULTIMATE SETTLEMENT. THERE WERE NO UNRECOGNIZED TAX BENEFITS IDENTIFIED OR RECORDED AS LIABILITIES FOR FISCAL YEAR 2017. THE ASSOCIATION FILES FORM 990 IN THE U.S. FEDERAL JURISDICTION. THE ASSOCIATION IS GENERALLY NO LONGER SUBJECT TO EXAMINATION BY THE INTERNAL REVENUE SERVICE FOR YEARS BEFORE 2013.
