Mission

The corporation is organized exclusively for one or more of the purposes specified in section 501(c)(3) of the internal revenue code of 1986 (the ""code"") and exclusively for the benefit of, to perform the functions of, or to carry out the purposes of the ounce of prevention fund, an illinois not for profit corporation, within the meaning of section 509(a)(3) of the code, so long as the ounce of prevention fund shall qualify as an organization described in section 501(c)(3) and section 509(a)(1) or section 509(a)(2) of the code.

Bounce DC supports high quality early learning in DC by developing and constructing a new birth to 5 Educare school (Educare DC) for at-risk young children.

Organization members or stockholders: According to the organization's bylaws, Article II, Section 2.01 states, "The corporation shall have one (1) voting member, which shall be Start Early, an Illinois not for profit corporation (the "Member"). Notwithstanding anything contained herein to the contrary, the member shall act through the member's designated representative, which may include, but shall not be limited to, an officer, director, employee, or a committee of the member, as and to the extent authorized from time to time by resolution adopted by the member's board of directors or a duly authorized committee thereof. At any time that the member has not designated another representative, the president of the member shall be the member's designated representative."

Part X, Line 2:

Bounce DC has received a favorable determination letter from the Internal Revenue Service stating that it is exempt from federal income taxes under the provisions of Section 501(c)(3) of the Internal Revenue Code of 1986, except for income taxes pertaining to unrelated business income. The Financial Accounting Standards Board (FASB) issued guidance that requires tax effects from uncertain tax positions to be recognized in the consolidated financial statements only if the position is more likely than not to be sustained if the position were to be challenged by a taxing authority. Management has determined there are no material uncertain tax positions that require recognition in the consolidated financial statements, as such, no provision for income taxes is reflected. Additionally, there is no interest or penalties recognized in the consolidated statements of activities or consolidated statements of financial position.

IRS990/Desc0In November 2009, Bounce DC, a 501(c)(3) supporting organization of Start Early, was established with the purpose of developing and building Educare DC and funding the broader birth-to-five quality improvement efforts in the District of Columbia. Bounce DC has also provided substantial financial, technical and managerial support to Educare DC. In September 2012, Bounce DC, as leverage lender, made a loan to Educare DC NMTC Investment Fund, LLC, a qualified equity investment fund involved in financing obtained through the NMTC transaction. The loan has interest-only payments for seven years at a 1% rate, payable quarterly. The initial NMTC compliance period ended on September 12, 2019. Effective September 13, 2019, the NMTC unwind began when the equity investor of Educare DC NMTC, LLC exercised its put option and sold its ownership interest to Bounce DC. In conjunction with this event, Bounce DC paid legal fees of $8,900. This action, in combination with other agreements, resulted in the forgiveness of $10,700,070 note from Educare DC.

The Financial Accounting Standards Board (FASB) issued guidance that requires tax effects from uncertain tax positions to be recognized in the consolidated financial statements only if the position is more likely than not to be sustained if the position were to be challenged by a taxing authority. Management has determined there are no material uncertain tax positions that require recognition in the consolidated financial statements, as such, no provision for income taxes is reflected. Additionally, there is no interest or penalties recognized in the consolidated statements of activities or consolidated statements of financial position.
