Additional Explanations

Pt III, Line 2

As a result of the grant we received from the W.K. Kellogg Foundation, we have intensified our focus on early childhood education to better prepare children for K-8 education. We have been intentional in our work to expand and promote the community learning center as a hub for families with children from birth to kindergarten with quality pre-school, family play and learn, and the integration of community preschool programs with the kindergarten and primary school teachers. Families of young children were also connected to the other services at our community learning centers including the health clinics, vision center, and dental clinics. A food pantry, clothes closet, and other financial supports were made available to families of young children at our community learning centers to strengthen the connection of young families to their neighborhood school. To further support families of young children, we also added a Director of Housing to coordinate the planning and develop the partnerships necessary to prevent homelessness, reduce mobility, and increase home ownership. We facilitated a community-wide planning process in our poorest and most blighted neighborhood with residents, agencies, teachers, students and local government to capture the vision and priorities of the community to guide a housing revitalization initiative as well as a strategy for employment and family economic security. Responsive to the community plan, we developed a partnership with Habitat for Humanity and were able to match a family of three preschool children facing homelessness with the program and worked closely with them throughout the summer to enable them to purchase a new home. The most critical issue we have started to address is the high rate of poverty and resulting insecurity of families with young children. We hired a part-time consultant to help us find the most effective models which would be most appropriate for the demographics and circumstances in our neighborhoods. We also completed a thorough mapping of the extant programs in Cincinnati and developed relationships with local employers and employment assistance programs. We also learned more about the real barriers that challenge our families and started developing customized, individualized strategies than extant job training classes and programs offer. We have added a Director of Research and Evaluation to track data and assess progress.

Pt VI, Line 11B

Pt VI, Line 19

The governing documents ard conflict of interest policy are available to the public upon request to the Executive Director.

Form 990, Part III, Line 4D

This program is explained in the answer to part iii 91885. 0. 0.

Financial Statement Notes

Pt XI, Line 4B

Auditor did not include funds which CLCI receives on behalf of three different organizations for which CLCI acts as fiscal sponsor since they are not organized as nonprofit exempt organizations and are allied in program with CLCI. One is a school fund that applies for grants for art projects or similar activities for students in a school in which CLCI employs the resource coordinator and the granting agency requires a 501(c)(3) to receive the funds. CLCI acts in that capacity to receive and distribute the funds according to the grant and therefore includes these funds in gross receipts.

Pt XII, Line 4B

Auditor did not include expenses associated with the agencies for whom CLCI acts as fiscal sponsor. These expenses were paid by CLCI out of funds held for this purpose.

IRS990/Desc0CLCI EMPLOYED 6 RESOURCE COORDINATORS TO PROVIDE FULL-TIME MANAGEMENT AND SUPERVISION OF THE COMMUNITY LEARNING CENTER PARTNERSHIPS AT 6 CINCINNATI PUBLIC SCHOOLS (CPS). THE RESOURCE COORDINATORS WERE RESPONSIBLE FOR ONGOING DEVELOPMENT OF SERVICES AND PROGRAMS THAT CREATE THE CONDITIONS NECESSARY FOR CHILDREN FROM PRESCHOOL THROUGH HIGH SCHOOL TO MAXIMIZE THEIR SUCCESS IN SCHOOL AND BE READY FOR COLLEGE AND CAREERS. EACH OF OUR SITES INCLUDES ON-SITE COMMUNITY PARTNERS WHO PROVIDE COMPREHENSIVE HEALTH CARE, MENTAL HEALTH COUNSELING, AFTER SCHOOL PROGRAMS, TUTORING, AND ACCESS TO VISION AND DENTAL CARE. AS THE STABILITY OF THE FAMILY AND THE VITALITY OF THE COMMUNITY ARE ALSO ESSENTIAL TO A CHILD'S ABILITY TO SUCCEED IN SCHOOL, OUR RESOURCE COORDINATORS ALSO DEVELOPED PARTNERSHIPS THAT ENGAGE AND SUPPORT FAMILIES AND IMPROVE THE QUALITY OF LIFE IN THE NEIGHBORHOOD, FROM ADULT EDUCATION CLASSES TO WEEKLY TO PATHWAYS TO HOME OWNERSHIP AND EMPLOYMENT. OUR DIRECTOR OF TRAINING AND DEVELOPMENT PROVIDES ONGOING TRAINING FOR OUR TEAM.

IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt0Community Learning Center Institute meets the "facts and circumstances" test based on the following: CLCI maintains a continuous and bona fide program for solicitation of funds including a donate button on the website, ongoing cultivation of individual donors through one on one meetings, and grants to public charities and quasi-governmental entities. Support has been provided by individual private donors, the W.K. Kellogg Foundation, Greater Cincinnati Foundation and others. The Board is reflective of the broad interests of the community and includes a former Board of Education leader, a college professor, an elected official and a civic leader and philanthropist. CLCI's staff is located in public, high poverty schools working to ensure that children receive the services they need to be successful in shcool. All of CLCI's work with families and communities are for the benefit of the public and our work is rooted in ongoing community engagement.
IRS990ScheduleA/Form990ScheduleAPartVIGrp/ExplanationTxt1CLCI recived an unusual grant this year from a large foundation of $1,000,000 over three years with the first installment of $338,000 received this year. This amount has not been included on line 1 as this was an unexpected grant and is large enough to adversely effect our public charity status.

IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt0Auditor did not include funds which CLCI receives on behalf of three different organizations for which CLCI acts as fiscal sponsor since they are not organized as nonprofit exempt organizations and are allied in program with CLCI.
IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt1Auditor did not include expenses associated with the agencies for whom CLCI acts as fiscal sponsor. These expenses were paid by CLCI out of funds held for this purpose.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt0As a result of the grant we received from the W.K.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt1A copy of the completed Form 990 was provided to each member of the board electronically prior to filing. Written approval was provided by each board member.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt2The Conflict of Interest Policy was enacted on August 16, 2009. Board members are required to sign a conflict of interest disclosure statement on an annual basis.
IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt3The governing documents ard conflict of interest policy are available to the public upon request to the Executive Director.
