To promote awareness of the multifaceted nature of poverty and homelessness and advocate for sustainable solutions and programs that serve the needs of the poor, addicted, abused and homeless to improve the quality of their lives leading to permanent change and independent living.

| Form 990, Part III, Line 4a: Operation Chillout (OCO) continues to focus its attention and resources on the homeless community and particularly homeless veterans by providing needed clothing, toiletries, food, and water to this population throughout New Jersey, Northeastern Pennsylvania, and Rhode Island. OCO partnered with many veterans, fraternal, community and religious organizations to collect funds for supplies and clothing. OCO has an online donations link to their website to collect funds to purchase clothing and supplies to continue their mission of providing necessary supplies to the homeless population. OCO coordinates with homeless shelters, local soup kitchens, and temporary housing projects to distribute these supplies. OCO volunteers spent over 12,000 hours purchasing, organizing, packing, and distributing the clothing and supplies. During the Summer Outreach campaign, OCO volunteers distributed clothing, personal hygiene kits, toiletries and 7 pallets of bottled water plus another 1000 cases to over 47 separate locations. The Winter Outreach campaign delivered over 1,188 backpacks filled with new winter clothing, personal hygiene kits, toiletries, gloves,hats, and scarves. OCO also delivered sleeping bags, tents, tarps, and emergency survival gear to unsheltered outdoor communities in New Jersey and Pennsylvania. For the years 2020 - 2023,the New Jersey League of Federated Women's Clubs has designated OCO as their special state project, which includes fund raising for the Summer and Winter Outreach campaigns as well as the Rapid Response Team.Form 990, Part III, Line 4b: OCO Rapid Response Team continues to educate the public about the plight of the homeless veteran and their unique needs. OCO noted that, on average, one out of 5 homeless persons encountered by the OCO teams are military veterans. Team leadership members hold workshops at various veteran organizations, community groups, law enforcement and municipal agencies, fraternal organizations, and colleges to educate the public about the continuing veteran homeless issues facing society as a whole. OCO's Rapid Response Team operates a hotline that veterans can call when they are in a homeless crisis or in need of finding services in the community. The team also helps veterans obtain services and benefits through the Veterans Administration as well as obtain housing and income assistance. In 2023 OCO referred 299 veterans to needed services. OCO's annual fundraiser, Vet Summer Fest, was held in August 2023 and was a success. The Vet Fest raises awareness to the general public of the homeless veterans distinct needs. The Tiny House project continued in 2023 with the help of volunteer contractors to finish bringing the house up to code. In 2023 a solar roof top system was installed and final inspections took place. Currently the applicants to live in the Tiny House are being interviewed and vetted to find the most suitable tenant to live in the Tiny House, The chosen candidate will be able to live in the house for up to 24 months while attending Rutgers University and the Farmer Veteran Coalition for courses in agriculture Form 990, Part V, Line 3b: Operation Chillout does not engage in any activities that is not related to their mission. No 990-T is required to be filed.Form 990, Part VI, Section A, Line 2: The Executive Director and Program Director are husband and wife.Form 990, Part VI, Section B, Line 11b: The Form 990 is prepared and submitted by the outside accountant to the Executive Director and Treasurer for review and approval.
