“Changes in program services: On September 28, 2020, the Indian Central Government amended the Foreign Contribution Regulation Act, which authorizes approved Indian charities, including The Hans Foundation ("THF"), to receive contributions from non-India-based charitable organizations, effective as of September 29, 2020. The most significant change to the law is a prohibition on the transfer of foreign contributions from one Indian charity to another. Prior to this amendment, RIST typically made several large discretionary grants each year to THF, which would subsequently use those funds to make grants to other Indian charities. The 2020 amendment made it necessary for RIST to make grants directly to additional charities in India, after obtaining equivalency determinations from legal counsel. RIST continues to make grants to THF as well to fund its direct charitable operations and to assist RIST in monitoring and evaluating grants made to other Indian charities.”
