Line 11a explanation - The Executive Chair/CEO, COO, President, Senior Director of Finance and Operations, Finance and Operations Coordinator, and external accountant perform the initial review of the Form 990. A draft copy of the Form 990 is shared with the Audit Chair and then the entire Board. Finally, it is reviewed with the Chairman and Vice-Chair of the Board. (The Vice Chair also serves as the Chair of the Finance Committee.)

SCORE has a written Conflict of Interest Policy which is reviewed and updated, if necessary, annually by the Governance Committee. Additionally, a disclosure statement along with the copy of the current policy is mailed to each Board Member annually for completion and acknowledgment. All disclosure statements are reviewed by the CEO and Chairman of the Board to determine if further action is needed.

Form 990, Part III, Line 4A - Program Service

POLICY AND ADVOCACY: Advocacy: SCORE works to build awareness and support and to sustain the momentum among organizations and individuals for education reform and improving student achievement in the state of Tennessee. In 2016, this work included: -SCORE supported the Tennessee Department of Education in the introduction of the state's new aligned assessment, TNReady. To support this work, SCORE hosted several focus groups to gather input about TNReady, hosted telephone town halls to help build greater awareness and support for the new assessment, created a variety of support materials in English and Spanish that were distributed to parents, and led an outreach campaign that included a TV public service announcement and a social media campaign that better informed the public about the new assessment. -Each year SCORE produces an annual report, "The State of Education in Tennessee," which is a comprehensive assessment of public education in Tennessee. This report provides an update of the state's progress in improving student achievement, analyzes the work that has occurred over the last year that has contributed to achievement gains, and provides recommendations to the state to ensure that Tennessee continues on a pathway of preparing all students for success in college and the workforce. This report is grounded in extensive research and feedback from educators, higher education faculty, the Tennessee Department of Education, and business and philanthropic partners from across the state. -SCORE's legislative engagement in 2016 included organizing a Day on the Hill to bring dozens of educators, advocates, and other partners to Nashville for briefings and legislative visits to advocate for student-centered education policies. Additionally, SCORE convened and hosted a special Legislative Retreat for legislators, legislative staff, and partners to orient and prepare them for education issues that arise during legislative session. -Throughout the year SCORE worked to expand its outreach and communications efforts including presenting to a variety of different local, state, and national organizations in an effort to share Tennessee's work to improve student achievement, inspire partners, share resources, innovate, and/or gather information that continues to inform SCORE's work. Policy, Research, and Best Practice Sharing: SCORE works to research key policies and develop tools and reports focused on sharing best practices across the state to advance SCORE's strategic priorities. In 2016, this work included: -SCORE held the first SCORE Prize Summit in August, which brought together nearly 250 educators representing 40 school districts across Tennessee to learn more about promising practices, inspiring stories, and effective approaches to improving student achievement. -SCORE hosted two SCORE institutes in 2016. The first, featuring the President of the Thomas B. Fordham Institute, Mike Petrilli, focused on how post-secondary education is critical to helping low-income students become middle-class adults. The second SCORE institute focused on the work in Tennessee to improve teacher preparation and training and to help create greater urgency, innovation, and focus on such a critical topic. -SCORE produces a number of timely reports and policy memos as determined by the needs of SCORE's collaborative partners. In 2016, SCORE developed two policy papers. The first engaged more than 150 education partners, and the leaders of more than half of Tennessee's educator preparation programs, to better understand their approach to preparing teachers and to identify innovative practices within their programs, culminating in a special report on teacher preparation, "Prepared for Day One: Improving the Effectiveness of Early Career Teaching." Additionally, SCORE created an original research report to help inform how the Tennessee Department of Education and local districts can provide more resources and supports to educators across the state to hel

Form 990, Part III, Line 4B - Program Service

Technical Assistance: SCORE works to collaboratively support key partners as their efforts align with SCORE's theory of change. In 2016, this work included: -SCORE worked diligently to ensure stakeholder engagement and contributed in several meaningful ways to the development of the state's Every Student Succeeds Act (ESSA) plan. Specific activities included stakeholder roundtables with advocates from various stakeholder groups, formal and informal written feedback to the Tennessee Department of Education, participating in the state's ESSA working groups, and conducting a comprehensive review of the state's draft ESSA plan. -SCORE led and facilitated the creation of a new Education Communications Network of top communications staff from the state's education agencies, some of the largest school districts in the state, and key advocacy and education stakeholder organizations. The group convenes monthly to learn from each other, to share updates and information, and to align and amplify messaging on key issues. -SCORE is uniquely positioned to support the work of key organizations in Tennessee through fiscal sponsorship. Each fiscal sponsorship project aligns with SCORE's mission and theory of change and Tennessee's student achievement goals. In 2016, SCORE's fiscal sponsorship directly supported efforts for key partners with work streams including, strategic planning and monitoring, strategic communications and engagement, capacity-building, professional development and the creation of instructional materials, research and evaluation, and networking and convening.

Form 990, Part III, Line 4C - Program Service

Educator Networks: SCORE fosters, convenes, and supports strong networks of education leaders, specifically teacher leaders and district leaders. In 2016, this work included: -LIFT (Leading Innovation for Tennessee Education) is a group of twelve committed Tennessee school superintendents working together to explore innovative approaches and share best practices that will benefit their students as well as other superintendents and school districts. In 2016, LIFT focused on new strategies, practices, and curriculum to improve instruction and student achievement in early literacy. LIFT members and districts engaged first in data collection to identify current early literacy instructional gaps and needs and then designed pilot projects intended to meet those needs in K-2. The pilots were focused on the implementation of aligned high quality instructional materials coupled with continuous, on the job professional learning for teachers and instructional leaders. SCORE also provided support for the LIFT superintendents as they engaged in advocacy efforts in support of aligned assessments and better early grades literacy instruction. -SCORE's Tennessee Educator Fellowship, which provides Tennessee teachers with an opportunity to have a voice on key state-level education policy issues, continued and a third cohort was selected. The 26 teachers comprising the second cohort and 48 teachers comprising the third cohort were selected via a rigorous selection and interview process and represent diverse regions, subject areas, grades taught, and years of experience. As a result of the training and support provided by SCORE, the fellows serve as advocates through activities such as leading conversations at community meetings, publishing op-eds or letters to the editor in Tennessee newspapers, participating in television interviews, and talking with policymakers to share their classroom experiences. -SCORE brought together diverse groups of teacher leaders and teacher leadership organizations from across the state to launch a new network of teacher leadership organizations coordinated by SCORE in partnership with the Tennessee Department of Education. The network, Tennessee Teacher Leadership Collaborative (TTLC), supports the development and sustainability of exemplary and innovative teacher-leader networks through the dissemination of information and best practices.

Financial Statement Notes

Part X, Line 2:

SCORE has qualified for tax exempt status under Section 501(c)(3) of the Internal Revenue Code and is not a private foundation. SCORE follows Financial Accounting Standards Board Accounting Standards Codification guidance related to uncertain tax provisions. The guidance clarifies the accounting for uncertainty in income taxes recognized in an organizations financial statements. This guidance prescribes a minimum probability threshold that a tax position must meet before a financial statement benefit is recognized. The minimum threshold is defined as a tax position that is more likely than not to be sustained upon examination by the applicable taxing authority, including resolution of any related appeals or litigation processes, based on the technical merits of the position. The tax benefit to be recognized is measured as the largest amount of benefit that is greater than fifty percent likely of being realized upon ultimate settlement. SCORE has no tax penalties or interest reported in the accompanying financial statements. Tax years that remain open for examination include the years ended December 31, 2013 through December 31, 2016.
