Form 990 governing body review Part VI line 11

The governing party of dalrc rap makes an annual review of all filed tax returns there shall be a joint executive committee serving both rap and dalrc which shall consist of the chair and vice chair of rap, the chair and vice chair of dalrc and such additional members as the committee may designate. The executive committee shall oversee all aspects of the business operation and practices of rap and dalrc and make recommendations to the respective boards for such changes as it deems advisable.

Members of the board or any other advisors or committee members who have a personal, family, financial or other relationship with an individual applying for a rap grant shall be considered potentially conflicted and must immediately make known their status of potentially conflicted to the chair or vice-chair. A potentially conflicted individual shall not participate in the approval process of a grant and that individual shall refrain from commenting or advising on the affected application(s) to the board, other advisors or committee members involved in the process unless the potentially conflicted individual has information which would cause the application to be disapproved.

The fiscal and budgetary affairs of rap and dalrc shall generally be directed by the joint finance committee, who shall develop recommendations for actions and approval by the respective boards of directors. This committee shall annually present a balanced budget for approval by the boards prior to the dalrc annual membership meeting, and monitor performance against the approved budget, developing remedial action as required.
