The finance committee reviews the draft form 990 in detail with the financial staff of the organization and has the opportunity to ask questions and suggest changes. The finance committee provides the draft 990 to the full board, giving time for review and any questions or suggested changes. The finance committee then approves submission.

On an annual basis, all board members are required to fill out a conflict of interest form. All potential issues are reviewed by the board, and resolved immediately.

Form 990, Part VI, Section B, Line 15

The board of directors engages an independent compensation consultant for review of the president's compensation. The independent compensation consultant provides a report and recommendations based on salaries of presidents for comparably sized non-profit organizations. A committee of the board of directors reviews and discusses the report before making a recommendation to the full board of directors. After a review and discussion by the board of directors, a vote is taken to approve the president's salary. Other officers' salaries are based on comparisons with the compensation study conducted annually by the ct council of nonprofit organizations, including data on salary bands for over 100 position titles for the state of connecticut and by county. Other officers' salaries are specified in the annual organizational budget, which is intensively reviewed by the finance committee and approved annually by the full board of directors.

UNDER THE PROGRAM, DOCTORS PROVIDE FAMILIES WITH CONCRETE RESOURCES THROUGH PRESCRIPTIONS FOR FRUITS AND VEGETABLES REDEEMABLE AT COMMUNITY FOOD RETAILERS. NUTRITIONAL COUNSELING IS ALSO PROVIDED DURING THIS MEDICAL VISIT. THIS COMBINATION OF NUTRITION COUNSELING AND PROVISION OF RESOURCES THAT SUPPORT HEALTHY FOOD PURCHASING SETS THE STAGE FOR LONG-TERM CHANGES IN FOOD PURCHASING AND CONSUMPTION. ALONE AND IN COLLABORATION WITH OTHER ORGANIZATIONS, WHOLESOME WAVE STAFF ORGANIZED COMMENT INPUT AND MET WITH FEDERAL POLICYMAKERS AROUND THE FOOD INSECURITY NUTRITION INCENTIVE GRANT PROGRAM, INCLUDED IN THE 2014 FARM BILL, TO ENSURE THAT THE GRANT PROGRAM WOULD BENEFIT THE LOW-INCOME CONSUMERS IT WAS MEANT FOR. WE ALSO ORGANIZED THE SUBMISSION OF COMMENTS ON COMMUNITY BENEFITS REPORTING UNDER THE AFFORDABLE CARE ACT. THIS WORK WAS LED BY AUGUST SCHUMACHER, WHOLESOME WAVE'S EXECUTIVE VICE PRESIDENT, JOINED BY DIRECTOR OF POLICY AND RESEARCH DR. ALAN HUNT, AFTER HE JOINED WHOLESOME WAVE IN SEPTEMBER. ADDITIONALLY, WHOLESOME WAVE RETAINED THE ADVOCACY FIRM MCALLISTER AND QUINN TO ASSIST WITH POLICYMAKER OUTREACH, WITH A FOCUS ON HEALTH LEGISLATION AND THE DEPARTMENT OF DEFENSE, WHICH WAS CONSIDERING IMPLEMENTING OUR FVRX PROGRAM ON MILITARY BASES.
