Governance Explanations

Form 990, Part VI, Section A, Line 1A

The executive committee shall: 1) have and exercise all power and authority granted by these bylaws. 2) have and exercise all the power and authority of the board of trustees to transact the business of the organization, in accordance with the board's established policies and goals, in the intervals between board meetings; all actions are to be reported and ratified by the board at the next trustee meeting. 3) make all decisions required by the immediate needs of the organization. 4)review the reports and recommendations of the board's committees and the respective chairs and take appropriate action thereon in accordance with the board's established policies and goals. 5)consider and recommend plans for acquiring capital and operating funds for the organization,including investments. 6) supervise the management of all endowment and trust funds of the organization. 7)determine the financial feasibility of organization projects, actions and undertakings referred to it by the board. 8) review, adjust and recommend to the board the annual budgets of the organization and ensure that the short-range and long-range estimates of capital and operating funds are prepared in accordance with approved organization policy. 9) review the organization's quarterly financial performance, approve a quarterly financial report for presentation to the board, and submit recommendations with regard thereof. 10) recommend to the board the borrowing of short-term and long-term funds, as necessary. 11) evaluate and review on a periodic basis the organization's financial policies, and develop and present recommendations on the financial policies of the organization for consideration by the board. 12) review and make recommendations to the board regarding the regular audits, at least annually. 13) make recommendations to the board concerning the handling of the fiscal affairs of the organization and perform such other duties related to fiscal matters as may be assigned to it by the board or the chair of the organization. 14) conduct annual performance assessment of the hcef board of trustees.

A draft form 990 is reviewed by the organization's internal management. The 990 is then provided to the board of trustees for review. A final copy of the form 990 is provided to the entire board prior to filing with the internal revenue service.

Trustees complete a conflict of interest form on an annual basis to identify potential or actual conflicts. If a conflict is identified the trustee recuses himself/herself from that issue.

Form 990, Part VI, Section B, Line 15A

The executive director is the only compensated officer. The executive committee/finance committee(composed of independent persons), reviewed survey reports regarding compensation of executive directors of other similar local not-for-profit organizations in connection with determining the compensation for the executive director. The compensation package was presented to the executive director and discussed with the board chair. After discussion, compensation was submitted to the executive committee followed by the full board for approval.the review was recorded in hr documentation and board action was recorded in meeting minutes.

The organization's financial statements are audited by an independent accounting firm. The organization has an audit and finance committee that is responsible for oversight of the audit of its financial statements and its selection of the independent accountant. This process has not changed from the prior year. In addition, the committee works with the executive director to review and approve the draft audit report prepared by the independent accountant.

PART V, LINE 4:

The hcef board-designated fund consists of various cash and investment funds established or designated primarily to support the work of hcef and local shelters in their pursuit of initiatives to advance and promote the educational development and learning needs of homeless children and youth. The primary purpose of the board-designated fund is to support the menu of educational opportunities as developed by the hcef staff and local partners in the process. The spectrum of educational programing within the "menu" includes, but is not limited to, mini-grant programs, educational field trips, enrichment activities, the hope through learning program and student support associated with the learning needs of youth utilizing the allegheny county based homeless services and/or hcef supported learning centers. Hcef also maintains the educational opportunities fund, which consists of contributions to hcef from individual donors. The educational opportunities fund supports the menu of educational opportunities as stated annually by the hcef staff and appropriate committees as approved by the board. The board may authorize use of the principal of the fund in any fiscal year not to exceed 5% of the fund assets at the beginning of the fiscal year.

PART X, LINE 2:

Hcef is a tax-exempt organization under section 501(c)(3) of the u.s. Internal revenue code (irc) and is also classified as an entity that is not a private foundation under the meaning of section 509(a) of the irc. Accordingly, no provision for income taxes is recorded in the financial statements. In addition, hcef has not identified any material uncertain tax positions requiring an accrual or disclosure in the financial statements. Hcef is no longer subject to examinations by taxing authorities in any major tax jurisdiction for years before december 31, 2019.

THE MOBILE LEARNING PROGRAM MEETS THE UNIQUE NEEDS OF STUDENTS EXPERIENCING HOUSING INSTABILITY. STUDENTS EXPERIENCING HOMELESSNESS LEARN AND GROW WITH HIGH QUALITY, MOBILE TUTORS THAT VISIT STUDENTS WHERE THEY ARE IN THE COMMUNITY. INSTRUCTORS AND VOLUNTEERS TRAVEL TO BRING TUTORING TO STUDENTS' HOMES, LIBRARIES, PARKS, OR OTHER LOCATIONS CONVENIENT FOR FAMILIES. DURING THE SESSIONS, TUTORS BRING ACADEMIC ACTIVITIES, BOOKS, AND SUPPLIES DURING THEIR VISITS. THE PROGRAM WAS PILOTED IN THE SUMMER OF 2021 AND HAS CONTINUED TO GROW.

IRS990/ProgSrvcAccomActy3Grp/Desc0HOMELESS SHELTER LEARNING CENTERS ARE BUILT JUST FOR KIDS AND EQUIPPED WITH TECHNOLOGY AND RESOURCES FOR EDUCATIONAL SUPPORT. THESE CENTERS ARE EQUIPPED WITH BOOKS, GAMES AND EDUCATIONAL TOYS IN ADDITION TO POSTERS AND PROMPTS THAT FOSTER EMOTIONAL AND SOCIAL DEVELOPMENT. WE EQUIP AND REFRESH THESE SPACES, AS NEEDED, TO KEEP THEM AT PEAK QUALITY FOR OUR YOUTH. BUILDING BLOCKS FOR SUCCESS AFTERSCHOOL AND SUMMER PROGRAMMING IS DELIVERED TO CHILDREN LIVING IN HOMELESS SHELTERS AND TEMPORARY RESIDENCES. WITH OUR INSTRUCTORS, LITERACY SPECIALIST AND INTERN TEAMS, WE FORGE RELATIONSHIPS WITH YOUTH AND THEIR PARENTS THAT ENABLE TRUST AND LEARNING. A QUALITY INSTRUCTOR AT EACH SITE IS ASSISTED BY A LITERACY SPECIALIST (WHO SHARES TIME BETWEEN ALL SITES) AND 2-3 COLLEGE INTERNS AND VOLUNTEERS. HCEF CONDUCTED GROUP ZOOM SESSIONS AND GOT TO KNOW EACH FAMILY INDIVIDUALLY (THE YOUTH AND THEIR PARENTS) DURING THE PANDEMIC. WE FOCUS ON OUTCOMES IN THREE AREAS: LEARNING STRATEGIES AND ENGAGEMENT, DEVELOPMENTAL RELATIONSHIPS AND SOCIAL AND EMOTIONAL LEARNING. ENRICHMENT PROGRAMS BRING CREATIVE, HANDS-ON STEAM (SCIENCE, TECHNOLOGY, ENGINEERING, ARTS AND MATH) EXPERIENCES TO ENHANCE LEARNING. THE OBJECTIVES OF THESE PROGRAMS ARE TO EXPAND A CHILD'S WORLD, INTEGRATE THEM INTO LARGE COMMUNITY ACTIVITIES AND PROVIDE A BASIS FOR "PRIOR KNOWLEDGE."
