Mission

Since 1952, auberle has been able to help thousands of individuals and their families by providing care, foster care, emergency shelter, in-home intervention, educational and workforce development programs, and community-based mental health and drug and alcohol treatment programs. Auberle's mission is to help build strong individuals, families and comumunities. To that extent, last year auberle is proud to have helped over 3,900 individuals and families heal themselves.

The ceo's compensation is determined by the board executive committee. The ceo compensation committee is comprised of the members of the board executive committee. The committee is responsible for evaluating the ceo's performance and setting compensation. Annually the committee assesses performance based on predetermined goals and interviews with direct reports. Annual feedback is solicited from the board regarding the ceo's performance. A written evaluation report and compensation level for the following year is prepared by the committee using outside salary surveys. The report including compensation levels is reviewed by the full board at its annual meeting. A memo or email is sent to the director of finance outlining the ceo's compensation including any bonus earned.

Explanation: the compensation process for all staff including those identified in line 15b uses regional and national survey data to ensure that compensation is at or above the 50% level. The survey data and process is reviewed by the borad of directors during budget approval including the compensation of all executives except the coo which is reviewed by the executive committe and the ceo which is handled by the ceo compensation committee.

Form 990, Part III

Form 990, part iii, line 4d, other program services: placement services: group-oriented adolescent living - goal - a structured group home within the community that provides supervision and guidance to older youth. The primary goal is to prepare the youth for return to their home communities or transfer to semi-independent or independent living. Services are provided to males ages 16-20 referred by county child protection or juvenile court. In line with a de-emphasis by placing agencies on residential placements, this program ceased operations during 2020. Gate/bloom - a structured group home within the community that provides supervision and guidance to both younger and older girls. The primary goal is to prepare the girls for return to their home communities or transition to independent living. Services are provided to females ages 12-20 referred by county child protection or juvenile court. In line with a de- emphasis by placing agencies on residential placements, this program ceased operations during 2021. Romine shelter group home (rsgh) - provides shelter services for children temporarily removed from their families because of an at-risk situation. The children in the rsgh are provided with a supervised group-care environment within the community in our romine group home. Services are targeted to males and females ages 7-12 referred by county child protection. The rsgh was closed and the building sold by the pauline auberle foundation during 2020. Hartman male shelter - provides shelter services for males ages 12-20 as an alternative to juvenile detention. Youth in shelter care are temporarily removed from their families because of an at-risk situation or for shelter. In line with a de-emphasis by placing agencies on residential placements, this program ceased operations during 2021. Community programs: hays shelter - the auberle hays shelter provided quarantine and isolation space for families exposed to and/or infected with covid-19. The hays shelter closed december 31, 2020 when its federal funding expired. Homebuilders- the program is designed to serve families in imminent danger of having a youth placed outside of the home. It is an intensive family intervention program and typically provides services for 28-35 days focused on stabilizing the family in crises and preserving the family unit. Both concrete and behavioral health services are provided. The primary goal is to prevent out-of-home placements and enhance parenting skills. The program accepts referrals 24 hours a day, 7 days a week. Services are targeted to families with children and youth ages 0-17 at risk of placement referred by allegheny county children, youth and families. Family emergency shelter - provides "housing first" shelter to parents with children. Families are transitioned as quickly as possible into permanent housing. Stop now and plan (snap) - treats children between the ages 6-11 who demonstrate externalizing behaviors (aggression, lying, stealing, etc.) or whose behavior demonstrates impulse control issues. Treatment focuses on teaching anger/impulse control and effective problem solving. It also teaches the parent, caretaker and others, such as teachers, similar strategies, so they can reinforce the child's positive behavior and use the snap techniques. Workforce development: the employment institute - provides work readiness training, soft skill development, nationally recognized certifications and job training, vocational programming, education and tutoring, career exposure, job search services and employment opportunities to people in the region aged 16 and older. Behavioral health services: outpatient mental health services - provides individual, couples, family and group therapy for children, adolescents and adults. Expenses 3,546,703. Including grants of 0. Revenue 5,280,397.

The finance and audit committee reviews financial performance on a monthly basis. The committee meets with the administration three (3) times a year to review financial results. At one of these meetings the external auditors provide a review of their annual audit and make recommendations concerning any audit exceptions. The committee evaluates candidates through an rfp process. The full board then votes to approve the committee's recommendation. This process has not changed from the prior year.

Part x, line 2: auberle follows the codification topic on income taxes, which prescribes a recognition threshold and measurement methodology that a tax position taken or expected to be taken in a tax return is required to meet before being recognized in financial statements. Auberle's statement of financial position at june 30, 2021 and 2020 do not include any liabilties associated with uncertain tax positions. Further, auberle has no unrecognized tax benefits. Auberle is no longer subject to examination of its tax returns for years before 2018.
