Mission

Wesley spectrum services foundation ("foundation") is a 501(c)(3) charitable organization and has been further classified as a type i supporting organization engaging in fund-raising, research and other charitable activities on behalf of wesley spectrum services (wss). Wesley spectrum services provides autism, education, behavioral health and family support services. The foundation provides facility services, professional staff development, and management support services to and oversees capital projects for wesley spectrum services.

Wesley spectrum services elects the board of wesley spectrum services foundation. In addition, the bylaws of the foundation provide that the chief executive officer of wesley spectrum services shall serve, by designation, as a voting director of wesley spectrum services foundation.

Form 990, Part VI, Section A, Line 7B

Other than with respect to the initial directors and chief executive officer of wesley spectrum services, who shall sit on the board by designation, on or before june of each and every year, directors shall be appointed by the board of directors of wesley spectrum services to fill the class of directors of the corporation whose terms will end on june 30 of such year. Each director so appointed, shall take office on the first day of july after appointment by the wesley spectrum services board.

Form 990, Part VI, Section B, Line 11

The chair of the joint finance committee, ceo and the director of finance of wesley spectrum services foundation will perform a detailed review of the form 990. With the joint finance committee chair's approval, the form is shared with the joint finance committee for wesley spectrum services and wesley spectrum services foundation. FORM 990, PART XII, QUESTION 2, OVERSIGHT OF FINANCIAL STATEMENT AUDIT:

The joint finance committe (jfc) of the board of directors assumes the responsibility for oversight of the audit of the organization's financial statements and selection of the independent accountant. This is done through communication, including meetings and phone calls, between the jfc, the independent accountant, and/or management with respect to management's performance as well as review and approval of the presentation of the audited financial statements. This process has not changed from the prior year.

Financial Statement Notes

PART V, LINE 4:

The foundation's endowment consists of various investment funds established primarily for support of the foundation's mission. Its endowment includes donor-restricted endowment funds. As required by generally accepted accounting principles, net assets associated with endowment funds, including funds designated by the foundation to function as endowments, are classified and reported based on the existence or absence of donor-imposed restrictions. The trustees of the foundation have elected to be governed by the commonwealth of pennsylvania's act 141 (act 141). Act 141 is a total return policy that allows a nonprofit to choose to treat a percentage of the average market value of the endowment's permanently restricted investments as income each year. However, the long-term preservation of the real value of the assets must be taken into consideration when the board elects the amount. On an annual basis, the executive committee of the board, in writing, must elect a spending rate of between 2% and 7%. In accordance with act 141, the foundation annually transfers 5% of the previous three years' market value average of the endowment fund. This percentage is applied to a three-year average market value of the investments at june 30th of the previous year. The foundation classifies as permanently restricted net assets the original and subsequent value of gifts donated to the permanent endowment. In accordance with act 141, the foundation has adopted a written investment policy, of which a section specifically relates to the endowment fund. The foundation considers the following factors in making a determination to set a spending rate: 1. Protecting the corpus of the endowment fund. 2. Preserving the spending power of the assets. 3. Obtaining maximum investment return with reasonable risk & operational consideration. 4. Complying with applicable laws.

PART X, LINE 2:

Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the foundation and recognize a tax liability (or asset) if the foundation has taken an uncertain position that more likely than not would not be sustained upon examination by the irs. Management has analyzed the tax positions taken by the foundation, and has concluded that as of june 30, 2015, there are no uncertain positions taken or expected to be taken that would require recognition of a liability (or asset) or disclosure in the financial statements. The foundation is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. Management believes that the foundation is no longer subject to income tax examinations for tax years prior to 2011.

WESLEY SPECTRUM HELPS PARENTS TO FORM AND STRENGTHEN POSITIVE RELATIONSHIPS WITH THEIR CHILDREN AND PROMOTES FAMILY INTEGRITY AND REUNIFICATION THROUGH ITS FAMILY SERVICES, FOSTER, AND ADOPTION PROGRAMS. WESLEY SPECTRUM'S AUTISM AND OUTPATIENT SERVICES OFFER ONE ON ONE AND GROUP THERAPY TO CHILDREN, ADOLESCENTS, AND ADULTS.IN FISCAL YEAR 2014-2015, WESLEY SPECTRUM PROVIDED SERVICES PROMOTING RECOVERY AND RESILIENCY AT 8 DIFFERENT AGENCY LOCATIONS AND VARIOUS OTHER SHARED FACILITIES. THE RIGHT CARE IN THE RIGHT WAY AT THE RIGHT TIME WAS PROVIDED TO OVER 5,500 CONSUMERS. DURING THE YEAR, TRANSFORMATIONAL SUPPORT SERVICES WERE PROVIDED TO A POPULATION OF 40% FEMALE AND 60% MALE. WHILE CONSUMER AGES RANGED FROM 0 - 75 YEARS OF AGE, 70% OF THEM WERE UNDER THE AGE OF 20 AND 27% WERE MINORITIES. ACROSS ALL PROGRAMS, OF THOSE CONSUMERS WHO COMPLETED THEIR RESPECTIVE TREATMENT, 88% SAW AN IMPROVEMENT IN THEIR CLINICAL CONDITION. WESLEY SPECTRUM SERVED 350 STUDENTS IN THEIR SCHOOL BUILDINGS WHERE 34 STUDENTS GRADUATED THIS YEAR. THE AUTISM SERVICE ARRAY HELPED BUILD SKILLS FOR 978 INDIVIDUALS BETWEEN THE AGES OF 2 AND 59. 67% OF THE CHILDREN WHO PARTICIPATED IN WONDER KIDS ACHIEVED MORE THAN HALF OF THEIR GOALS AND 35% OF THOSE CHILDREN MET ALMOST ALL OF THEIR GOALS. 91% OF CHILDREN WHO PARTICIPATED IN THE FAMILY BASED MENTAL HEALTH PROGRAM OBTAINED STABILITY BY REMAINING IN THE FAMILY ENVIRONMENT AT THE TIME OF DISCHARGE. MORE THAN 1,300 FAMILIES WERE SERVED BY OUR FAMILY SUPPORT PROGRAMS, WHICH INCLUDE THE IN HOME SUITE OF SERVICES AND FOSTER CARE. OUTCOMES FOR CHILDREN IN THE FOSTER CARE INCLUDED 12% WERE ADOPTED, 9% WERE PLACED IN PERMANENT LEGAL CUSTODIANSHIPS, 35% RETURNED HOME AND 14% WENT TO LIVE WITH ANOTHER FAMILY MEMBER. YOUTH WHO COMPLETE THE IN HOME PROGRAM ARE SIGNIFICANTLY MORE LIKELY TO STAY IN SCHOOL OR EXPERIENCE AN IMPROVED EDUCATIONAL ENVIRONMENT. THE WESLEY SPECTRUM PROGRAM WITH THE FURTHEST REACH IN TERMS OF NUMBER OF INDIVIDUALS SERVED DURING FISCAL YEAR 2014-2015 IS THE OUTPATIENT SUITE OF SERVICES WHERE OVER 2,200 INDIVIDUALS WERE SEEN FOR ONGOING TREATMENT AFTER AN INITIAL ASSESSMENT. AS REQUIRED BY GENERALLY ACCEPTED ACCOUNTING PRINCIPLES, NET ASSETS ASSOCIATED WITH ENDOWMENT FUNDS, INCLUDING FUNDS DESIGNATED BY THE FOUNDATION TO FUNCTION AS ENDOWMENTS, ARE CLASSIFIED AND REPORTED BASED ON THE EXISTENCE OR ABSENCE OF DONOR-IMPOSED RESTRICTIONS. THE TRUSTEES OF THE FOUNDATION HAVE ELECTED TO BE GOVERNED BY THE COMMONWEALTH OF PENNSYLVANIA'S ACT 141 (ACT 141). ACT 141 IS A TOTAL RETURN POLICY THAT ALLOWS A NONPROFIT TO CHOOSE TO TREAT A PERCENTAGE OF THE AVERAGE MARKET VALUE OF THE ENDOWMENT'S PERMANENTLY RESTRICTED INVESTMENTS AS INCOME EACH YEAR. HOWEVER, THE LONG-TERM PRESERVATION OF THE REAL VALUE OF THE ASSETS MUST BE TAKEN INTO CONSIDERATION WHEN THE BOARD ELECTS THE AMOUNT. ON AN ANNUAL BASIS, THE EXECUTIVE COMMITTEE OF THE BOARD, IN WRITING, MUST ELECT A SPENDING RATE OF BETWEEN 2% AND 7%. IN ACCORDANCE WITH ACT 141, THE FOUNDATION ANNUALLY TRANSFERS 5% OF THE PREVIOUS THREE YEARS' MARKET VALUE AVERAGE OF THE ENDOWMENT FUND. THIS PERCENTAGE IS APPLIED TO A THREE-YEAR AVERAGE MARKET VALUE OF THE INVESTMENTS AT JUNE 30TH OF THE PREVIOUS YEAR. THE FOUNDATION CLASSIFIES AS PERMANENTLY RESTRICTED NET ASSETS THE ORIGINAL AND SUBSEQUENT VALUE OF GIFTS DONATED TO THE PERMANENT ENDOWMENT. IN ACCORDANCE WITH ACT 141, THE FOUNDATION HAS ADOPTED A WRITTEN INVESTMENT POLICY, OF WHICH A SECTION SPECIFICALLY RELATES TO THE ENDOWMENT FUND. THE FOUNDATION CONSIDERS THE FOLLOWING FACTORS IN MAKING A DETERMINATION TO SET A SPENDING RATE: 1. PROTECTING THE CORPUS OF THE ENDOWMENT FUND. 2. PRESERVING THE SPENDING POWER OF THE ASSETS. 3. OBTAINING MAXIMUM INVESTMENT RETURN WITH REASONABLE RISK & OPERATIONAL CONSIDERATION. 4. COMPLYING WITH APPLICABLE LAWS.
