Governance Explanations

Form 990, Part VI, Line 11B: Form 990 Review Process

The Organization's auditor prepares the 990 form. The Finance Committee reviews the draft and approves the 990. Once approved, the 990 is shared with the Board of Directors.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

The Board of Directors reviews the Conflict of Interest policy and other policies on a regular basis. Most recently, the Organization has joined with PANO (Pennsylvania Association of Nonprofit Organizations) to update all policies and practices and to participate in their Standards of Excellence program. The Conflict of Interest policy has been reviewed by the board and updated at which point it was asked that all board members disclose any knowledge of conflicts of interest.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

The Executive Committee has reviewed comparative information in determining the salary of the Executive Director. An annual review is conducted by the President of the Board in consultation with the Vice President, Treasurer and Secretary. The Board as a whole is made aware of the process and is welcome to have input. All senior management staff are required to undergo an annual review at which point compensation, job duties, and goals are evaluated against other similar organizations and job titles within the non-profit sector. Any adjustments beyond previously determined practices must be presented and approved by the Board of Directors.

Part V, Line 4: Intended uses of the endowment fund.

Schedule D Part V Line 4 - The investment objective of the endowment fund is to preserve capital and to increase long-term purchasing power of the fund. Income from the endowment fund is to be used for the organizations operations.

Part X : FIN48 Footnote

ASC 740-10, as it relates to accounting for uncertainty in income taxes, requires entities to disclose in their financial statements the nature of any uncertainties in their tax position. Tax years including 2011 and later are subject to examination by tax authorities. Areas that the Internal Revenue Service and state tax authorities consider when examining tax returns of a charity include, but may not be limited to, tax-exempt status and the existence and amount of unrelated business income. The Organization does not believe that it has any uncertain tax positions with respect to these or other matters, and has not recorded any unrecognized tax benefits or liability for penalties or interest.

IRS990/MissionDesc0Early Connections is a leading organization in northwestern Pennsylvania for early care and education. The agency provides direct service as well as training and planning leadership for a wide geographic region. Since 1895 Early Connections (formerly known as the YWCA) has served children and families in Erie County. Presently direct service is provided at four inner city sites in the City of Erie and one rural site in Union City. In the direct service programs at two sites children with special needs attend preschool in inclusive classrooms. Direct service includes early care and education, child care and services to families. Early Connections participates in the Keystone STARS program and its centers are at the highest level. In 2007 Early Connections began providing Pre-K Counts education programs at three inner city sites in partnership with the Erie School District and at the Union City site in partnership with the Union City Area School District.
