Mission and Program Overview

Mission

The westchester community college foundation was established in 1969 to meet college and student needs not met by public funds. As part of its mission, the foundation's primary objective is to provide scholarships for incoming, continuing, and graduating students. Additional objectives include funding new initiatives and projects, faculty development, and other programs that enrich campus life and assist the college to fulfill its mandate to provide attainable, affordable, and quality education.

Scholarship, financial and programmatic support to promote student success in college and beyond.

Governance Explanations

Form 990, Part VI, Section A, Line 4

Significant changed items in wccf by-laws as of september 2024: includes new mission statement, adopted by the board 4/25/24. Strengthened language to consider virtual participation in meetings as participation. A board officer approves unbudgeted or over-budget expenditures greater than $5,000 other than payments to the college. Added standing committees that were not in the earlier version: scholarship and special events. Added in sections about the role of the executive director and the cfo of the foundation. Provided more flexibility about the timing of the board meetings, which are currently clustered together in april and june and september and november. This was originally to accommodate winter and summer travel but, with the option of virtual meetings, meetings can be spread more evenly through the year. The 2016 by-laws state that the president must execute all documents on behalf of the foundation; in practice, the executive director or cfo execute documents on behalf of the foundation such as signing grant agreements or event venue contracts. The revision allows the president to designate the executive director, cfo or any officer to sign documents on behalf of the foundation. Improved and expanded the "no liability" provisions for directors, officers and employees. Described the role of the outsourced chief investment officer (ocio) and how the ocio is retained. Updated committee charges.

The form 990 is reviewed in detail by the foundation executives and is made available electronically and/or by paper when requested for the audit committee and board of directors for their review and comments prior to filing form 990 with the irs.

Form 990, Part VI, Section B, Line 12C

Board of directors and officers are required to complete conflict of interest disclosure forms annually. In addition, new board members are required to complete the disclosure form upon appointment. All disclosures required under the policy shall be made to the secretary of the board of directors and should a conflict of interest exist, a director is to refrain from participation in any consideration of the matter at issue.

The wcc foundation's executive director and other highly compensated employees are employed by a related entity, westchester community college of westchester county. The related entity establishes job classes with salary ranges that are based upon many factors. Officers also paid by the wcc foundation are guided by the same job classes and salary ranges established by westchester community college of westchester county for their highly compensated employees which is approved by the officers of the board.

PART V, LINE 4:

Endowment funds are restricted for the following purposes: scholarships $23,864,132; virginia marx children's center programs and scholarships $6,708,512; college enhancement and enrichment $9,462,704; dr. Hankin gateway to the future fund $9,682,662; and general purposes of the foundation $1,207,240. The prior year opening balance has been increased $7,391,045 to reflect the inclusion of the accumulated earnings of the principal of the endowment funds.

PART X, LINE 2:

The foundation is exempt from federal income taxes under section 501(c)(3) of the internal revenue code ("irc") and is classified as a public charity. The foundation recognizes and measures its unrecognized tax positions and assesses the likelihood, based on their technical merit, that tax positions will be sustained upon examination based on the facts, circumstances and information available at the end of each period. The measurement of unrecognized tax positions is adjusted when new information is available, or when an event occurs that requires a change. Interest and penalties associated with unrecognized tax positions, if any, would be classified as interest expense and additional income taxes, respectively, in the consolidated statement of activities. County homes accounts for income taxes under the provisions of fasb asc topic 740, income taxes, which requires an asset and liability approach for financial reporting of income taxes. There was no provision for income tax expense for homes for the year ended august 31, 2024, since homes had no net taxable income.

SCHOLARSHIPS HAVE A TRANSFORMATIONAL IMPACT, MOST OFTEN MAKING THE CRUCIAL DIFFERENCE BETWEEN MOVING AHEAD AND FALLING BEHIND. IN ADDITION TO IMPORTANT FINANCIAL BENEFITS, SCHOLARSHIPS BESTOW ON STUDENTS A VALUABLE SENSE OF RECOGNITION AND ACCOMPLISHMENT. SCHOLARSHIPS ARE AVAILABLE FOR INCOMING, CONTINUING AND GRADUATING STUDENTS; EMERGENCY AID ASSISTS STUDENT WITH FOOD INSECURITY, TRANSPORTATION, AND UNFORESEEN PREDICAMENTS. THIS PAST YEAR, GIFTS FROM INDIVIDUALS, FOUNDATIONS, AND CORPORATIONS ENABLED THE FOUNDATION TO DISTRIBUTE $2,807,000 IN SCHOLARSHIP AWARDS, WHICH INCLUDES $205,000 IN EMERGENCY GRANT FUNDING FOR STUDENTS FACING HOUSING, FOOD AND TRANSPORTATION INSECURITY AND $145,000 IN SUPPORT FOR THE COLLEGE'S VIRGINIA MARX CHILDREN'S CENTER, AN AWARD-WINNING EARLY CHILDHOOD EDUCATION PROGRAM.
