Mission

Our mission is to serve suffering children of the street, and to protect and safeguard all children. We provide crisis care intervention for kids who are abandoned, abused, delinquent, destitute, and/or neglected.our five core principles are:immediacy: our young people are welcomed without question or cost. Our foremost goal is to provide quality services to youth in need in an immediate fashion.sanctuary: covenant house provides a safe haven from the hardships of the streets and emphasizes the inherent worth of the young people we serve.structure: street life is very unstructured. Often our kids go wherever their day takes them. Our program is structured in order to help our young people find direction and supports them to achieve their goals.value communication: covenant house attempts to communicate values which are life enhancing and not destructive. We enter into a relationship with our youth based on honesty, love, trust and respect.choice: our goal is to empower the young people

Our mission is to serve children and youth facing homelessness and human trafficking, and to protect and safeguard all children. We provide trauma-informed interventions for youth who are in need.covenant house pennsylvania (chpa) remains a lifeline for youth experiencing homelessness and survivors of human trafficking, providing safe shelter, trauma-informed care, and long-term stability pathways. In fy24, chpa expanded its reach, serving 2,057 youth through emergency shelter, transitional housing, behavioral health services, education and employment programs, and aftercare support.

The sole corporate member of covenant house pennsylvania is its parent organization, covenant house d/b/a covenant house international.

Form 990, Part VI, Section A, Line 7A

Pursuant to the organizing documents, covenant house international (parent) has the right to appoint and remove the directors of covenant house pennsylvania.

Form 990, Part VI, Section A, Line 7B

Covenant house pennsylvania's organizing documents have reserved certain rights to its sole member, covenant house international. Pursuant to the organizing documents, the by-laws may be amended or repealed by covenant house.

Form 990, Part VI, Section B, Line 11B

The form 990 is prepared by an independent accounting firm in conjuction with the organization's accounting department and then reviewed by the parent organization, covenant house international, and the finance committee of the board. The finance committee approves the form 990 on behalf of the full board. Upon acceptance and approval of the return by the finance committee, it is then distributed to the full board and filed accordingly.

Form 990, Part VI, Section B, Line 12C

The organization requires annual disclosure and affirmation of the conflict of interest policy by all officers, directors and key employees. The disclosure statement requires each officer, director, and key employee to disclose any business or personal interests, direct or indirect, that the person may have in an organization that competes with or does business with covenant house international or any other organization business/ agency affiliated with covenant house international. If a conflict is determined to exist, it must be reported and addressed to the satisfaction of the organization. Any other person having a conflict, and attending said meeting, shall retire from the room in which the board or committee is meeting and shall not participate in the final deliberations or decisions regarding the matter under consideration. Any interested director shall also abstain during such vote. The minutes of the meeting of the board or committee shall reflect that the conflict of interest was disclosed and that the interested person was not present during the final discussion or vote and did not vote. A summary of the annual conflicts of interest and copies of the conflicts of interest reports from the directors, ceo, and officers of the organization are also sent to the parent organization, covenant house international. The parent, covenant house international also ensures the annual conflicts of interest reports are accomplished for each affiliate and that the required information is sent to them.

Form 990, Part VI, Section B, Line 15A

The ceo's compensation is determined by the compensation committee working in conjunction with the president of covenant house international (parent). A salary structure and range were determined using a compensation committee and independent consultant for the ceo. Factors considered were the size of the agency budget, program size and complexity, local market compatibility, and the cost of living, with compensation approved by the ch pa board of directors. Records of executive committee's compensation decisions are maintained in the covenant house international (parent) human resources department record. This process was last undertaken in fiscal year 2024. Compensation for other officers is determined based upon the market salary, chi recommendations, and budgeted costs for the position. The chief people and culture officer or designee will screen the officers. Final sections are passed to the ceo for consideration. The final decision is made by the ceo who approve the compensation.

Empowerment-based care by: expanding mental health services, serving 118 youth through on-site therapy and support. Growing workforce development and education pathways, supporting 158 youth in job readiness programs and helping 93 secure employment. Strengthening youth advocacy and leadership, ensuring youth voice is embedded in program design and decision-making. Through these efforts, chpa continues to be a leader in transforming youth homelessness response, breaking cycles of instability, and empowering young people to build independent futures.

FORM 990, PART III, LINE 1, DESCRIPTION OF ORGANIZATION MISSION:

Covenant house builds a bridge to hope for young people facing homelessness and survivors of trafficking through unconditional love, absolute respect, and relentless support. Our doors are open 24/7 in 34 cities across five countries. We meet immediate needs for food, clothing, protection, and medical care; support them to advance their goals of education and employment; and offer homelessness prevention and aftercare services. Covenant house encompasses a robust network of "houses," with best-in-class services and a shared commitment to unconditional love, absolute respect, and relentless support for each young person who walks through our doors. Founded as a drop-in center in new york city in 1972, covenant house now serves thousands of children and youth every year in our residential, outreach, drop-in, prevention, and aftercare programs. Our dedicated staff across the united states, guatemala, honduras, mexico, and canada employ a strengths-based, trauma-informed program model that helps young people discover and develop their power to overcome adversity now and into the future. Young people arrive at covenant house with an array of lived experiences, including foster care, family trauma, substance use, mental health issues, domestic violence, sexual abuse, cross-border migration, and human trafficking. Youth may come to us scarred by anti-lgbtq+ discrimination and violence, or as parents of small children, or pregnant. Our staff meet them where they are, help them stabilize their situation, and accompany them, through our high-quality services, on their journey to wholeness and independence.

IRS990/Desc0SHORT-TERM HOUSING AND CRISIS CARE (IMMEDIATE HOUSING):COVENANT HOUSE PENNSYLVANIA (CHPA) WELCOMES ALL YOUNG PEOPLE FACING HOMELESSNESS WITH UNCONDITIONAL LOVE, ABSOLUTE RESPECT, AND RELENTLESS SUPPORT, AND OUR SHELTER DOORS ARE ALWAYS OPEN. EVEN DURING THE WORST PUBLIC HEALTH CRISIS IN A CENTURY, WE QUICKLY ADJUSTED OUR PROCEDURES, PROVIDED FOR SOCIAL DISTANCING, AND KEPT OUR PROGRAMS GOING. WE KNOW YOUNG PEOPLE EXPERIENCING HOMELESSNESS CAN'T WAIT FOR A CRISIS LIKE THIS TO BE OVER. THEIR UNMET NEEDS FOR NUTRITIOUS FOOD, CLOTHING, SHELTER, SAFETY, MEDICAL CARE, AND MENTAL HEALTH CARE REQUIRE IMMEDIATE ATTENTION. CHPA PROVIDES HIGH-QUALITY SERVICES AND PROGRAMS TO MEET THOSE NEEDS, STABILIZE A YOUNG PERSON'S SITUATION, AND HELP THEM BEGIN TO CONSIDER THEIR LONGER-TERM GOALS FOR EDUCATION, EMPLOYMENT, AND CAREER PLANNING. WE ARE EXPERTLY EQUIPPED TO RESPOND TO THE UNIQUE NEEDS OF YOUNG SURVIVORS OF HUMAN TRAFFICKING, THOSE WHO IDENTIFY AS LGBTQ, AND THOSE WHO ARE PREGNANT OR PARENTING. CHPA'S LARGEST PROGRAM IS THE SHELTER LOCATED AT 31 E. ARMAT STREET IN THE GERMANTOWN SECTION OF PHILADELPHIA. THE SHELTER HAS THE CAPACITY TO HOUSE 76 YOUTH AGED 21 AND UNDER. YOUTH CAN ACCESS THE SHELTER 24 HOURS A DAY, 365 DAYS A YEAR THROUGH AN OPEN INTAKE PROCESS. BEYOND EMERGENCY SHELTER AT THIS LOCATION, CHPA PROVIDES TRANSITIONAL HOUSING, FOOD, CASE MANAGEMENT, EDUCATIONAL AND VOCATIONAL SUPPORT ALONG WITH MEDICAL AND MENTAL HEALTH SERVICES. DURING FY24, CHPA REACHED 2,057 YOUNG PEOPLE ACROSS CORE PROGRAMS AND SERVICES. CHPA PROVIDED EMERGENCY AND TRANSITIONAL HOUSING TO 416 YOUTH, OFFERING SAFETY, STABILITY, AND SUPPORT TO HELP THEM TRANSITION TO PERMANENT HOUSING AND SELF-SUFFICIENCY. WE PROVIDED 27,235 TOTAL NIGHTS OF SHELTER AND OVER 75% OF YOUTH EXITED TO STABLE HOUSING.NEW DEVELOPMENTS IN FY24:- SHIFTED TO A RELATIONSHIP-CENTERED CARE MODEL, FOCUSING ON TRUST-BUILDING AND YOUTH EMPOWERMENT.- EXPANDED AFTERCARE PROGRAMS TO ENSURE HOUSING RETENTION AND CONTINUED SUPPORT POST-SHELTER.- STRENGTHENED ON-SITE CRISIS RESPONSE TO PREVENT AND DE-ESCALATE EMERGENCIES, KEEPING YOUTH AND STAFF SAFE.
