Our mission is to serve suffering children of the street, and to protect and safeguard all children. We provide crisis care intervention for kids who are abandoned, abused, delinquent, destitute, and/or neglected.our five core principles are:immediacy: our young people are welcomed without question or cost. Our foremost goal is to provide quality services to youth in need in an immediate fashion.sanctuary: covenant house provides a safe haven from the hardships of the streets and emphasizes the inherent worth of the young people we serve.structure: street life is very unstructured. Covenant house pennsylvania's organizing documents have reserved certain rights to its sole member, covenant house international. Pursuant to the organizing documents, the by-laws may be amended or repealed by covenant house.

Form 990, Part VI, Section B, Line 11B

The form 990 is prepared by an independent accounting firm in conjuction with the organization's accounting department and then reviewed by the parent organization, covenant house international, and the finance committee of the board. The finance committee approves the form 990 on behalf of the full board. Upon acceptance and approval of the return by the finance committee, it is then distributed to the full board and filed accordingly.

Form 990, Part VI, Section B, Line 12C

The organization requires annual disclosure and affirmation of the conflict of interest policy by all officers, directors and key employees. The disclosure statement requires each officer, director, and key employee to disclose any business or personal interests, direct or indirect, that the person may have in an organization that competes with or does business with covenant house international or any other organization business/ agency affiliated with covenant house international. If a conflict is determined to exist, it must be reported and addressed to the satisfaction of the organization. Any other person having a conflict, and attending said meeting, shall retire from the room in which the board or committee is meeting and shall not participate in the final deliberations or decisions regarding the matter under consideration. Any interested director shall also abstain during such vote. The minutes of the meeting of the board or committee shall reflect that the conflict of interest was disclosed and that the interested person was not present during the final discussion or vote and did not vote. A summary of the annual conflicts of interest and copies of the conflicts of interest reports from the directors, executive director, and officers of the organization are also sent to the parent organization, covenant house international. The parent, covenant house international also ensures the annual conflicts of interest reports are accomplished for each affiliate and that the required information is sent to them.

Form 990, Part VI, Section B, Line 15A

The executive director's compensation is determined by the compensation committee working in conjunction with the president of covenant house international (parent). A salary structure and range were determined using a compensation committee and independent consultant for the executive director. Factors considered were the size of the agency budget, program size and complexity, local market compatibility, and the cost of living, with compensation approved by the ch pa board of directors. In october 2014, jer consulting was engaged to conduct a market analysis of base salaries provided to executive directors positions in a cross section of markets comparable to those served by covenant house international. Salaries are determined with consideration to the study. All raises for the ed are determined by the board. Records of executive committee's compensation decisions are maintained in the covenant house international (parent) human resources department record. This process was last undertaken in fiscal year 2019. Compensation for key employees and other officers are determined based upon the market salary, along with the salary request and budgeted costs for the position. Compensation for key employees and other officers are screened by the human resources director or designee. Final selections are passed on to the executive director for consideration and then presented to ch pa board of directors. Members of the board of directors interview the candidate(s) from which a recommendation is made to full body. The final decision is made by the executive director, who approves the compensation.

FORM 990, PART VIII, LINE 1D:

Covenant house international (parent) provides financial support as well as management and organizational support for its affiliated organizations. The parent conducts fundraising activities for its own programs and the programs of the affiliates including the sleep out event. The parent collects the funds from the sleep out event that each affiliate holds in their city online through software that they manage/operate. The funds are then disbursed to each affiliate that raised the funds through a grant from the parent. The parent combines contributions received from individuals, corporations and foundations, the sleep out event, plus a parent subsidy and appropriates funds classified as "branding dollars" to each covenant house affiliate. The parent reports the sleep out event in schedule g, part ii of their form 990. The filing organization reports the sleep out event income on part viii, line 1d as a contribution from a related organization.

Choice: our goal is to empower the young people we serve. The first step is to show them that they enter this relationship freely. They must choose to change and covenant house helps them make informed decisions about their future. Child protection services: covenant house, inc. ("chi") and covenant house pennsylvania ("chpa") recognize that saftey is a key component in a therapeutic community and foundational to social work practice. In response to the safety needs of our youth, chi and chpa have established a child protection committee charged with creating a common core of safety practices designed to reduce risk. The committee process is driven by the needs of the youth we serve, our mission, and our programs. The safety model's conceptual framework views risk management as an interaction among specific safety concerns, the vulnerabilities of at-risk youth, and the administration's capacity to shelter and protect youth proactively and respond to incidents quickly. The child protection system is an articulation that we will serve youth in a secure environment and that we will hold ourselves accountable for their safety. Youth come to us in states of crisis and providing them with a safe environment in which to heal is a fundamental part of our response to trauma and an essential practice in our field. In addition, chi and chpa are accredited by praesidium, a national leader in abuse risk management.

THE SHELTER IS A 76 BED CRISIS SHELTER FOR YOUTH 21 AND UNDER WHO ARE RUNAWAY, HOMELESS OR TRAFFICKED. YOUTH CAN ACCESS THE SHELTER 24 HOURS A DAY 365 DAYS A YEAR. YOUTH ARE WELCOME WITHOUT QUESTION. THIS PROCESS IS CALLED OPEN INTAKE. THE SHELTER PROVIDES SHELTER, FOOD, CASE MANAGEMENT, EDUCATIONAL, VOCATIONAL MEDICAL AND MENTAL HEALTH SERVICES. WE PROVIDED SHELTER TO 629 YOUTH IN PHILADELPHIA. WE WERE ABLE TO ASSIST 124 IN FINDING JOBS. WE WERE ABLE TO HELP 109 LEAVE TO STABLE HOUSING SITUATIONS. OUR HEALTH CLINIC WAS ABLE TO SEE AND TREAT 337 YOUTH.

LOCATED IN THE KENSINGTON SECTION OF PHILADELPHIA THE RIGHTS OF PASSAGE PROGRAM PROVIDES TRANSITIONAL HOUSING SERVICES FOR UP TO 18 MONTHS FOR YOUTH 21 AND UNDER. YOUTH CAN RECEIVE LIFE SKILLS TRAINING, VOCATIONAL, EDUCATIONAL AND COUNSELING SERVICES WITH THE GOAL OF LEAVING TO PERMANENT HOUSING. WE WERE ABLE TO HOUSE 36 AT OUR TRANSITIONAL HOUSING PROGRAM. RIGHTS OF PASSAGE HAD AN 80% STABLE HOUSING DISCHARGE RATE. THREE YOUTHS LEFT TO GO TO COLLEGE. UPON DISCHARGE 90% OF THE YOUTH WERE EMPLOYED.

THE DROP IN CENTER PROVIDES BASIC SERVICES SUCH AS FOOD, CLOTHING, SHOWERS, LAUNDRY AND TRANSPORTATION. THE CRISIS SHELTER IS POSITIONED ABOVE THE DROP IN CENTER. IT IS 10 BED CRISIS SHELTER. THE SHELTER IS OPEN 24 HOURS A DAY, SEVEN DAYS A WEEK. IN OUR DROP IN CENTER WE SERVED 143 YOUTH. THE SHELTER HOUSED 57 YOUTH IN YORK.

THIS ASSESSMENT HELPS TO DETERMINE IF YOUTH ARE ABLE TO WORK, RECEIVE VOCATIONAL TRAINING, PURSUE HIGH SCHOOL OR GED CLASSES, OR ATTEND COLLEGE. ONCE THE ASSESSMENT IS COMPLETE, STAFF AND YOUTH WORK TOGETHER TO IDENTIFY THE APPROPRIATE SERVICE REFERRALS FOR THE YOUTH. THE STAFF WORK CLOSELY WITH EACH YOUTH TO COMPLETE ANY REFERRAL FORMS AND TO FOLLOW UP WITH AGENCIES. COVENANT HOUSE PENNSYLVANIA IS WELL CONNECTED AND COLLABORATES WITH VARIOUS EDUCATIONAL AND VOCATIONAL PROGRAMS THROUGHOUT THE PHILADELPHIA AREA.IN FY 2019, 223 YOUTHS WERE ASSESSED IN THE EDUCATIONAL PROGRAMS, 224 YOUTHS WERE ASSESSED IN THE VOCATION PROGRAM AND 176 YOUTH OBTAINED JOBS.
IRS990/ProgSrvcAccomActyOtherGrp/Desc1STREET OUTREACH- OUR OUTREACH TEAM PROVIDES STREET OUTREACH SERVICES (FOOD, DRINK, BLANKETS, HATS, GLOVES AND SCARVES, COUNSELING AND REFERRALS) TO YOUTH WHO ARE ON THE STREET OR UNABLE TO COME INTO SHELTER. THEY WORK TO DEVELOP TRUSTING RELATIONSHIPS WITH YOUTH IN AN EFFORT TO ENCOURAGE THEM TO UTILIZE THE SERVICES AT THE CRISIS CENTER. DUE TO THE NATURE OF LIVING ON THE STREET AND THE DANGEROUS SITUATIONS THAT ARISE, IT IS NOT ALWAYS SAFE FOR YOUTH TO INTERACT WITH OUTREACH STAFF AND ALL EFFORTS ARE MADE TO KEEP BOTH THE STAFF AND YOUTH SAFE. THE OUTREACH TEAM COLLABORATES WITH OTHER AGENCIES AND ORGANIZATIONS TO HELP MEET THE YOUTHS' IMMEDIATE NEEDS WHILE ON THE STREET. THEY CAN TRANSPORT YOUTH TO COVENANT HOUSE AS WELL AS OTHER AGENCIES. STREET OUTREACH IS CONDUCTED THROUGHOUT PHILADELPHIA 5 NIGHTS A WEEK. IN FY 2019, COVENANT HOUSE PENNSYLVANIA CONTACTED 1377 YOUTH ON STREET PROVIDING FOOD, CLOTHING, HYGIENE PACKS AND INFORMATION ON OUR SERVICES.
