“The organization consists entirely of volunteers who became members of the organization. These members are allowed to participate in all meetings and elect the officers and trustees of the organization.”

“Volunteer firefighters who became members of the organization are invited to all main meetings of the organization and are encouraged to participate. The governing body is elected, by a vote of the members, at an annual election meeting.”
