“The process to review and approve the compensation of geisinger employed board directors, officers, and executive management is designed to satisfy the rebuttable presumption procedure available for intermediate sanction purposes. The process requires a review of compensation determinations by disinterested parties, use of appropriate comparability data and contemporaneous documentation of the process. On an annual basis an independent, nationally recognized compensation consultant completes a comparative assessment of compensation for the ceo and senior management within geisinger. All surveys are conducted by third party organizations and not conducted at the specific direction of geisinger. Any compensation adjustments are approved by the geisinger family committee prior to the effective date of the payment. “I. General program service information mountain view nursing home, inc. ("mvnh") is a tax-exempt, pennsylvania not-for-profit corporation organized under section 501(c)(3) of the internal revenue code which owns and operates a 180-bed long-term care, skilled nursing, and rehabilitation facility. Mvnh is located in the city of scranton approximately four and a half miles from community medical center dba geisinger-community medical center (gcmc). Mvnh provides nursing and medical services to residents at varying levels of care including rehabilitative therapies, assistance with daily living activities, and 24- hour skilled nursing care. The rehabilitative therapies that mvnh provides include physical, respiratory, occupational, and speech. The therapies are designed to assist residents in their pursuit of improved health and wellness. In addition to nursing assistance and skilled nursing, mvnh also has a 24- bed unit specializing in the care of individuals with alzheimer's disease. This unit's staff is specially trained to deal with residents with dementia, especially through behavioral management and communication techniques. To enhance their quality of life, all residents have activities incorporated into their daily routine. There are many activities that are available, such as exercise programs and pet therapy. Each activity is selected for the residents based on individual needs and abilities. In fy2017, mvnh provided their services to 498 individuals. Ii. Uncompensated care mountain view nursing home, inc. Recognizes its mission is to serve all members of the community with respect to the provision of healthcare services and education. In this regard, mvhn provides free or subsidized care below cost and supports various health-related activities and programs in support of the community. A.charity care the primary concern of mvnh is the delivery of health care to all citizens of northeastern pennsylvania regardless of their ability to pay. The unreimbursed cost of charity care represents the cost mvnh incurs by providing free or discounted services to those who cannot afford to pay. B.medicare/medicaid in recognizing its mission to the community, mvnh provides services to the elderly (medicare) and the indigent (medicaid). Mvnh provides care, below cost, to persons covered by these governmental programs to the extent the government reimbursement is below the cost of providing health care. The unreimbursed value of medicare and/or medicaid is equal to the cost of providing services less the amount received as reimbursement under the program. The cost of providing healthcare services to medicare and medicaid patients exceeded reimbursement by approximately 5,484,905 during the fiscal year ended june 30, 2017. C.other uncompensated patient services in addition, mvnh provides services for which full payment is not received. The uncompensated cost of providing such patient services during the fiscal year ended june 30, 2017, was 118,384. Iii. Community health, education, and outreach a.auxiliary the mvcc auxiliary is comprised of 7 member and 11 non-member volunteers who organize fundraising functions such as flea markets, bazaars, and dinners to raise money for the residents' benefit. Proceeds are used for things such as resident holiday parties, supplies for activities, and clothing and/or medical equipment for residents who cannot afford them. Each resident's balance is tracked using a banking software. As mvcc has no claim to these funds, the asset is directly offset by the liability.”

("MVNH") IS A TAX-EXEMPT, PENNSYLVANIA NOT-FOR-PROFIT CORPORATION ORGANIZED UNDER SECTION 501(C)(3) OF THE INTERNAL REVENUE CODE WHICH OWNS AND OPERATES A 180-BED LONG-TERM CARE, SKILLED NURSING, AND REHABILITATION FACILITY. MVNH IS LOCATED IN THE CITY OF SCRANTON APPROXIMATELY FOUR AND A HALF MILES FROM COMMUNITY MEDICAL CENTER DBA GEISINGER-COMMUNITY MEDICAL CENTER (GCMC). MVNH PROVIDES NURSING AND MEDICAL SERVICES TO RESIDENTS AT VARYING LEVELS OF CARE INCLUDING REHABILITATIVE THERAPIES, ASSISTANCE WITH DAILY LIVING ACTIVITIES, AND 24- HOUR SKILLED NURSING CARE. THE REHABILITATIVE THERAPIES THAT MVNH PROVIDES INCLUDE PHYSICAL, RESPIRATORY, OCCUPATIONAL, AND SPEECH. THE THERAPIES ARE DESIGNED TO ASSIST RESIDENTS IN THEIR PURSUIT OF IMPROVED HEALTH AND WELLNESS. IN ADDITION TO NURSING ASSISTANCE AND SKILLED NURSING, MVNH ALSO HAS A 24- BED UNIT SPECIALIZING IN THE CARE OF INDIVIDUALS WITH ALZHEIMER'S DISEASE. THIS UNIT'S STAFF IS SPECIALLY TRAINED TO DEAL WITH RESIDENTS WITH DEMENTIA, ESPECIALLY THROUGH BEHAVIORAL MANAGEMENT AND COMMUNICATION TECHNIQUES. TO ENHANCE THEIR QUALITY OF LIFE, ALL RESIDENTS HAVE ACTIVITIES INCORPORATED INTO THEIR DAILY ROUTINE. THERE ARE MANY ACTIVITIES THAT ARE AVAILABLE, SUCH AS EXERCISE PROGRAMS AND PET THERAPY. EACH ACTIVITY IS SELECTED FOR THE RESIDENTS BASED ON INDIVIDUAL NEEDS AND ABILITIES. IN FY2017, MVNH PROVIDED THEIR SERVICES TO 498 INDIVIDUALS. II. UNCOMPENSATED CARE MOUNTAIN VIEW NURSING HOME, INC. RECOGNIZES ITS MISSION IS TO SERVE ALL MEMBERS OF THE COMMUNITY WITH RESPECT TO THE PROVISION OF HEALTHCARE SERVICES AND EDUCATION. IN THIS REGARD, MVHN PROVIDES FREE OR SUBSIDIZED CARE BELOW COST AND SUPPORTS VARIOUS HEALTH-RELATED ACTIVITIES AND PROGRAMS IN SUPPORT OF THE COMMUNITY. A.CHARITY CARE THE PRIMARY CONCERN OF MVNH IS THE DELIVERY OF HEALTH CARE TO ALL CITIZENS OF NORTHEASTERN PENNSYLVANIA REGARDLESS OF THEIR ABILITY TO PAY. THE UNREIMBURSED COST OF CHARITY CARE REPRESENTS THE COST MVNH INCURS BY PROVIDING FREE OR DISCOUNTED SERVICES TO THOSE WHO CANNOT AFFORD TO PAY. B.MEDICARE/MEDICAID IN RECOGNIZING ITS MISSION TO THE COMMUNITY, MVNH PROVIDES SERVICES TO THE ELDERLY (MEDICARE) AND THE INDIGENT (MEDICAID). MVNH PROVIDES CARE, BELOW COST, TO PERSONS COVERED BY THESE GOVERNMENTAL PROGRAMS TO THE EXTENT THE GOVERNMENT REIMBURSEMENT IS BELOW THE COST OF PROVIDING HEALTH CARE. THE UNREIMBURSED VALUE OF MEDICARE AND/OR MEDICAID IS EQUAL TO THE COST OF PROVIDING SERVICES LESS THE AMOUNT RECEIVED AS REIMBURSEMENT UNDER THE PROGRAM. THE COST OF PROVIDING HEALTHCARE SERVICES TO MEDICARE AND MEDICAID PATIENTS EXCEEDED REIMBURSEMENT BY APPROXIMATELY 5,484,905 DURING THE FISCAL YEAR ENDED JUNE 30, 2017. C.OTHER UNCOMPENSATED PATIENT SERVICES IN ADDITION, MVNH PROVIDES SERVICES FOR WHICH FULL PAYMENT IS NOT RECEIVED. THE UNCOMPENSATED COST OF PROVIDING SUCH PATIENT SERVICES DURING THE FISCAL YEAR ENDED JUNE 30, 2017, WAS 118,384. III. COMMUNITY HEALTH, EDUCATION, AND OUTREACH A.AUXILIARY THE MVCC AUXILIARY IS COMPRISED OF 7 MEMBER AND 11 NON-MEMBER VOLUNTEERS WHO ORGANIZE FUNDRAISING FUNCTIONS SUCH AS FLEA MARKETS, BAZAARS, AND DINNERS TO RAISE MONEY FOR THE RESIDENTS' BENEFIT. PROCEEDS ARE USED FOR THINGS SUCH AS RESIDENT HOLIDAY PARTIES, SUPPLIES FOR ACTIVITIES, AND CLOTHING AND/OR MEDICAL EQUIPMENT FOR RESIDENTS WHO CANNOT AFFORD THEM. IN FY 2017, THE AUXILIARY MEMBERS DEDICATED 765 HOURS OF THEIR TIME TO MVNH.
