The National Constitution Center is America's leading platform for nonpartisan constitutional education and civil dialogue. We bring together people of all ages and perspectives, across America and around the world, to learn about, debate, and celebrate the greatest vision of human freedom in history, the U.S. Constitution. The Center fulfills its congressional charter "to disseminate information about the U.S. Constitution on a nonpartisan basis in order to increase awareness and understanding of the Constitution among the American people."

“The 990 worksheets are prepared by the vp of finance in conjunction with the preparation of the audited financial statements. The worksheets are sent to the return preparers (an independent national firm) to be processed. A draft of the 990 is sent to the organization, the vp of finance and the coo for review and approval. Once internal review and approval is completed, the 990 is sent to the audit committee. The audit committee of the board of trustees reviews the documents and a conference call is scheduled to discuss the 990. The participants include the members of the audit committee, the ceo, the coo, the vp of finance and the return preparers. The audit committee modifies or approves the 990. The chairman of the audit committee sends the draft to the board of trustees with the recommendation from him and the audit committee for approval. The board of trustees has one week to comment. Any comments from the board are considered by the audit committee and staff, after which, if changes are made, the approval process is repeated. If no changes are made or if no comments are received, the 990 is considered approved and is filed with the irs.”
“The national constitution center has a conflict of interest policy. A copy of the policy and the questionnaire are given to all new employees and newly elected trustees during their orientation period. Annually, the policy and questionnaire are sent to all trustees, employees and volunteers trustees, employees and volunteers have one month to complete the questionnaire and send the completed forms back to the center. The chief compliance officer (cco) follows up with any employee who failed to submit his/her form. Trustees are also sent reminders; the cco and vp of finance review all questionnaires to determine if any conflicts exist. The results of the annual questionnaire responses are discussed with the audit committee. Significant conflicts, if any, are brought to the committee's attention. The audit chairman makes the determination if the conflict is significant enough to warrant full board review. Significant conflicts are then brought to the board of trustees who determines a course of action based upon the conflict of interest policy.”
“The ceo of the national constitution center is hired by the board of trustees. Typically, a search committee is formed to conduct the search process. Additionally, a professional executive search firm is also engaged to facilitate the search process. This committee is a temporary sub-committee of the executive committee and includes the chairman of the executive committee, appointed trustees and appropriate staff (ie coo). Once a ceo has been identified, a contract is prepared by the center's general counsel. The search committee,who acts as the center's "independent persons" recommends the ceo's compensation based on the following criteria: comparable data - what was the former ceo's compensation and what are like organizations ceo's compensation. Contemporaneous substantiation - data is collected and documented during this process. The ceo's contract, which includes compensation,is presented to the executive committee by the search committee. In executive session the contract is approved by the executive committee. The executive committee then presents the contract to the full board of trustees for approval. Compensation procedure for top management: the ceo and the coo hire the organization's top management team. The national constitution center hired a consultant to develop a salary administration program which is broken down into position levels with corresponding salary ranges. Compensation is determined by a potential employee's qualifications and referring to the appropriate position level within the salary administration program.”

“Educational resources the center produces a variety of standards-based teaching materials for use in the classroom and at the museum. These include online and on-site workshops for educators, class field trips, themed on-site educational packages, and the creation of a wide array of teaching materials: ongoing teacher workshops -the center's professional development opportunities enable educators to deepen their understanding of u.s. History, the constitution, and innovative strategies for classroom instruction. For full or half-day workshops, the center's education staff, often with guest scholars, present grade-level-appropriate sessions about the center's educational materials and programs. In addition, teachers receive classroom-ready resources and learn how to promote constitutional literacy skills through civil dialogue. Workshops are offered at the center and in classrooms throughout the philadelphia region and beyond. Saturday teacher seminar series - the national constitution center offers a series of five teacher seminars that will take place on select saturdays throughout the school year. The seminars are open to philadelphia classroom teachers currently working with grades 5, 8, 10, or 11. The full-day programs include exhibition tours, modeled classroom activities, and training in civil dialogue techniques, totaling four reportable hours of professional development . These programs are free for attendees. Summer teacher institutes - during weeklong institutes, 40 educators come from across the country to work with content experts to deepen their knowledge of the history and modern understandings of major constitutional topics and themes. With master teachers and the education teams from the ncc and partner organizations, participants discover and develop innovative, nonpartisan ways to make the content relevant to their students. The institutes capitalize on the ncc's wealth of historical, constitutional, and cultural resources to demonstrate the ways the constitution has defined and continue to define america. Educators leave with new content knowledge, teaching tools, classroom-ready resources, and new skills for improving constitutional literacy. Student guides - visitors to the main exhibition can pick up a copy of our student guide, which provides an engaging way for students to experience the main exhibition, asking students to identify moment in u.s. History when the promises of the preamble to the constitution were upheld or not. Guides are available for elementary-, middle-, and high-school students. Student guides are also available for feature exhibitions. Constitution hall pass - in 2010, the center launched a series of dynamic web-based video lessons that promote civic competencies - the knowledge, intellectual processes, and democratic dispositions required to be active and engaged citizens in public life. Designed for middle- and high-school students, the videos teach historic and civic lessons, and make repeated connections between the subject matter and students' everyday lives, showing them how both history and the constitution are relevant to them. In addition to the video lessons, throughout the year students and teachers have the opportunity to chat live online with constitutional experts and members of the museum's education staff about the topics presented in each episode. Continuing legal education - the national constitution center has launched a continuing legal education (cle) program to offer cle credit for select america's town hall programs. These cle programs, which can be attended in-person at the ncc in philadelphia, or on-demand online, provide smart, engaging, nonpartisan constitutional conversations while serving the education needs of the legal community across the united states. The programs are eligible for varying cle credits, subject to specific state bar requirements. “Judge chats - the constitution center is pleased to partner with federal judges of the third circuit for our program, courts in the community program. This exciting program brings students and judges together for an up-close exploration of the judicial process. Students will hear how the founding documents shape the role and responsibilities of a federal judge, and see the impact of the constitution on the judges' legal decisions. Judges talk candidly with students and teachers about interpreting the law, and how the constitution affects everyday life. Each discussion lasts 20 minutes and is followed by a q & a opportunity with the audience. Theatre programs - offered daily to visitors, freedom rising is a state-of-the-art multimedia theatrical experience that brings the american quest for freedom to life through seamless 360-degree projection, immersive sound and lighting, and a dynamic live actor. In addition, the center produces and presents museum theatre performances on a variety of mission-related topics. Entering a 12th season living news, an interactive theatrical performance originally developed in 2007 to engage student audiences with current constitutional topics, runs multiple times a day for school group audiences and general visitors exploring key amendments and constitution questions followed by an audience and educator discussion. Accompanying lesson plans and online classroom clips and activities are available on the center's website. In summer 2017, the center completed a three year project, the founding freedoms playwriting competition, thanks to the generous support of the john templeton foundation. The winning submissions were professional produced by the center and performed at the center by professional actors in the summers of 2015, 2016 and 2017. The center's newest theatre program is in the development stage and has been generously funded by the pew center for arts and heritage for the fy 18, 19 and 20 seasons. The project focuses on using primary source material form the civil war and reconstruction era to tell the personal and constitutional story of reconstruction and the passing of the 14th amemndment through a 30minute performance and a 8 min utes gallery performance. The productions are being developed by local, national and internationally accplaimed theare artists lead by center's theatre programs staff. The center also produces original theatrical performances in conjunction with some of its feature exhibitions, in order to highlight constitutional topics and use historical storytelling to encourage constitutional thinking skills, civil dialogue and reflection. Constitution high school in 2006, the national constitution center (ncc) partnered with the school district of philadelphia and the annenberg foundation to undertake a bold educational experiment: the opening of constitution high school (chs), a public school with a focus on u.s. History and democracy. Since that time, the ncc has worked closely with the students and teachers of chs to provide curricular materials, instruction, and programming for the school. Among its many initiatives with chs, the center runs a four-phase workshop series help students participating in national history day (nhd) to develop critical questions about their topics, and to hone their strategies for researching and executing their projects. Most recently, chs students participated in the development and execution of our policing in a more perfect union programan interactive new training module designed for police officers which emphasizes the bill of rights, police legitimacy and community engagement. National history day - the national constitution center hosts the annual citywide national history day competition for philadelphia. Each year, thousands of middle and high school students and teachers across the united states participate in national history day, a yearlong educational program that culminates in a national contest every june. “Town hall programs - as america's town hall, the national constitution center hosts constitutional conversations uniting thought leaders from all sides of the debate. Citizens are invited to join the conversation at town hall programs held nationally and online through a variety of media platforms. The center has welcomed numerous notable guests, including former president bill clinton; vice president al gore; former secretary of defense donald rumsfeld; governor jeb bush; senators kirsten gillibrand and rand paul; premier historians annette gordon-reed, doris kearns goodwin, eric foner and gordon wood; supreme court justices samuel alito, ruth bader ginsburg, sonia sotomayor, john paul stevens, and sandra day o'connor; top journalists michael beschloss, maggie haberman, brian stelter, chris matthews, and andrea mitchell, and many others. In 2018, the center addressed timely constitutional issues at the heart of religious liberty, gun rights, the constitutional rights of businesses, federalism and the 17th amendment, public education, and political spending limits. The center also produced a symposium commemorating the 150th anniversary of the 14th amendment's ratification in partnership with the thurgood marshall institute at the naacp legal defense and educational fund. Visiting scholars - in partnership with the university of pennsylvania law school, the center offers annual fellowships to constitutional scholars from across the country, to participate in educational outreach programs, constitutional commentary, and research and writing projects. Past scholars include akhil amar, doug kmiec, kathleen sullivan, john yoo, theodore olson, laurence tribe, ted shaw, martha jones, geoffrey stone, richard allen, and mickey edwards. Michael gerhardt, samuel ashe distinguished professor in constitutional law, was the center's visiting scholar in 2018 and will continue through 2019. John m. Templeton, jr. Lecture - dr. John templeton endowed the center's annual john m. Templeton jr. Lecture. Past keynote speakers of the templeton lecture's economic liberties and the constitution series include kenneth starr, richard epstein, walter dellinger, cass sunstein, cardinal roger mahoney, secretary tommy thompson, john c. Bogle, lawrence summers, and governor bobby jindal. More recently, this lecture has been used as an opportunity to discuss the state of education in america welcoming speakers, including influential social scientist charles murray, former new york city department of education chancellor joel klein, and former florida governor jeb bush. Digital/blog - town hall programing presents a non-partisan platform for discussions about key constitutional issues that engages more than 1 million people monthly. The discussions are thoughtfully moderated, and supplemented by video programs, live at america's town hall audio podcasts and blog posts that reach a wide national and international audience. Live events feature newsmakers and the nation's top constitutional scholars. The center's popular constitution daily blog is featured on yahoo! News and often cited by influential websites such as the washington post, cnn, the new york times, scotusblog, above the law and the aba journal. And the center's we the people podcast series, featuring center president and ceo jeffrey rosen, is quickly growing as an essential resource for educators and students around the world. Traveling town hall programs - the center has taken its america's town hall programs on the road. These cutting-edge panels and debates bring the top thinkers from around the country and across the political spectrum to explore the timeliest constitutional topics at the center of american life, including the first amendment and hate speech, free speech online, presidential impeachment, and how u.s. Citizenship is defined today. Cities include boston, dallas, stanford, and washington, d.c. Liberty medal - the liberty medal is awarded annually by the national constitution cen”
“Main exhibition - the center maintains a multimedia, interactive permanent exhibition, which is open to the public 362 days a year. The story of we the people traces the american quest for freedom from the signing of the u.s. Constitution to the present through more than 100 interactive exhibits, films, photographs and rare artifacts. The main exhibition also includes the stirring, 360-degree theatrical production freedom rising; the iconic attraction signers' hall, where visitors can sign the constitution alongside 42 life-size, bronze statues of the founding fathers; and constituting liberty: from the declaration to the bill of rights, an exhibition focusing on the connections between our founding documents. In may 2017, the center opened a new founding documents gallery, which currently displays priceless drafts of the u.s. Constitution from the historical society of pennsylvania and rare newspaper printings of the bill of rights. Feature exhibitions - the center also presents a wide range of changing exhibitions in its large feature gallery and smaller annenberg gallery. These include original exhibitions created by the center, collaborative installations with various partners, and traveling exhibitions from other institutions. Original large-scale exhibitions include headed to the white house (2008, updated in 2016), ancient rome & america (2009), art of the american soldier (2010), and american spirits: the rise and fall of prohibition (2012), as well as speaking out for equality: the constitution, gay rights, and the supreme court (2015), created in partnership with the william way lgbt community center. Rental exhibitions have included spies, traitors, and saboteurs: fear and freedom in america from the international spy museum, the 1968 exhibit from the minnesota history center, slavery at jefferson's monticello from thomas jefferson's monticello, capture the moment: the pulitzer prize photographs from the newseum, and what's cooking, uncle sam? From the national archives museum. Smaller original exhibitions presented in the annenberg gallery include powers of the president (2016), john marshall: patriot, statesman, chief justice (2017), created in partnership with the john marshall foundation, and hamilton: the constitutional clashes that shaped a nation (2018). Traveling exhibitions - the center travels original exhibitions to other museums and cultural institutions around the country. In recent years, the center has had two exhibits on the road: a panel show based on its first exhibition, lincoln: the constitution and the civil war, and its prohibition exhibit, american spirits. The lincoln panel show has traveled to libraries and historic sites in over 200 communities across the country since 2009, while american spirts is on a 10-venue national tour through 2018, including stops in indianapolis, id, seattle, wa, grand rapids, mi, and austin, tx. The center was honored to have the american spirits exhibition chosen by the neh on the road program for an neh-sponsored 2,000 sq. Ft. Adaptation that will tour to 24 smaller venues from june 2014 through march 2019 (extended to an additional 26 venues through august 2024).”

“The national constitution center maintains a limited but highly significant artifact collection. The accessioned collection includes documents and objects related to the u.s. Constitution that provide a tangible link to a figure or event in american history as interpreted through a constitutional lens. Items include a rare first public printing of the constitution, a first edition of the dred scott decision, a letter from susan b. Anthony regarding equal rights, a fedora that belonged to president franklin roosevelt, and a voting machine used in palm beach county during the 2000 election. Through visitor surveys, the center has discovered that displaying such artifacts in its permanent exhibit, the story of we the people, is crucial to providing visitors a compelling and memorable experience.”
