Form 990, Page 6, Part VI, Line 4

The by-laws were revised in march of 2018 reducing the number of board members from 12-18 too 12-15. Changed the reorganization of the board and election of officers from the annual meeting to the june meeting. Reduced the minimum number of board meetings from 11 to 10. Added that the chair may serve for two consecutive years with the approval of the board. Combined the nominating/bylaws committee and the strategic planning committee into the board development committee. Changed the special events and public relations committee to the events and community relations commitee. Added the resource development and client servicee committees. Community members and staff may now serve on committes but may not be a chair of a committee. Proposed amendments may now be provided to the board via email.

INDEPENDENCE.

Emergency/supportive housing/shelter plus - emergency shelter - the emergency shelter is designed to be the first step in a continum of assistance for eligible homeless individuals and families as they move to independent living. The program provides refuge and care to persons who are in immediate need and have no residence of their own. The facility at james wilson house opened in july 2003. Residents may live in the emergency shelter 90 days. The shelter is comprised of two separate units, one being five (5) units for single women and the four (4) units for couples and/or individuals with children. Emergency shelter residents must meet low-income criteria and have a history of residence in cumberland county. Admission to the shelter is available 24 hours, seven days per week based upon availability of units and no previous discharge form any safe harbour program within the previous six months. Entry into the program is on a first come-first served basis.

The organization has elected under provisions of the internal revenue code section 501(c)(3), and under the laws of the commonwealth of pennsylvania to be exempt from federal and state income taxes. Accordingly, no provision for income taxes is included in the accompanying financial statements. The organization is not deemed to be a private foundation by the internal revenue service. The organization follows the modified cash basis of accounting, which provides guidance on accounting for uncertainty in income taxes recognized in the organization's financial statements. The organization's policy is to recognize interest and penalties on unrecognized tax matters in income tax expense in the financial statements. The organization's tax returns are subject to examination by the internal revenue service and state tax authorities, generally for a period of three years after the returns are filed.

THE SHELTER IS COMPRISED OF TWO SEPARATE UNITS, ONE BEING FIVE (5) UNITS FOR SINGLE WOMEN AND THE FOUR (4) UNITS FOR COUPLES AND/OR INDIVIDUALS WITH CHILDREN. EMERGENCY SHELTER RESIDENTS MUST MEET LOW-INCOME CRITERIA AND HAVE A HISTORY OF RESIDENCE IN CUMBERLAND COUNTY. ADMISSION TO THE SHELTER IS AVAILABLE 24 HOURS, SEVEN DAYS PER WEEK BASED UPON AVAILABILITY OF UNITS AND NO PREVIOUS DISCHARGE FORM ANY SAFE HARBOUR PROGRAM WITHIN THE PREVIOUS SIX MONTHS. ENTRY INTO THE PROGRAM IS ON A FIRST COME-FIRST SERVED BASIS.
