The association provides an instrument through which the members of the aggregates and concrete industries may coordinate their efforts in the handling of matters of common concern; to establish and maintain high standards of business practices, customs and usages among its members; to protect & advance the interest of its members; to represent and act for its members before all divisions of government and before those public and private organizations whose work affects its members; and in general to perform such acts and services for its members where group rather than individual action is a more effective method of procedure. The association conducts various workshops, technical committee meetings, seminars, a summer meeting, and an annual meeting.
Paca safeguards the aggregates, ready mixed contrete & cement industries from common threats; expands market opportunities; trains a productive workforce; educates and communicates the value of construction materials to all pennsylvanians; serves as the gathering place for industry stakeholders; and, unites divergent interests into a shared platform for action to benefit the aggregates, ready mixed concrete & cement industries in pennsylvania.

However, the association engages in certain lobbying activities that are subject to a proxy tax and has unrelated business income related to advertising in its membership directory. There was $9,800 paid in proxy tax for 2018 and $8,930 for the year ended december 31, 2017. As a not-for-profit organization the association is generally exempt from federal and state income taxes. The association is subject to federal and state income taxes on unrelated business income. The association recognizes penalties and interest accrued related to income tax liabilities in the provision (benefit) for income taxes in its statements of activities. For the years ended december 31, 2018 and 2017, there were no accruals for the payment of penalties and interest. When tax returns are filed, it is highly certain that some positions taken would be sustained upon examination by the taxing authorities, while others are subject to uncertainty about the merits of the position taken or the amount of the position that would be ultimately sustained. The benefit of a tax position is recognized in the financial statements in the period during which, based on all available evidence management believes it is more likely than not that the position will be sustained upon examination, including the resolution of appeals or litigation processes, if any. Tax positions taken are not offset or aggregated with other positions. Tax positions that meet the more-likely-than-not recognition threshold are measured as the largest amount of tax benefit that is more than 50% likely of being realized upon settlement with the applicable taxing authority. The portion of the benefits associated with tax positions taken that exceeds the amount measured as described above is reflected as a liability for unrecognized tax benefits in the accompanying statement of financial position along with any associated interest and penalties that would be payable to the taxing authorities upon examination. The association files tax returns in the u.s. Federal jurisdiction. The association's income tax returns are not subject to examination through the year ended december 31, 2014.”

THE ASSOCIATION IS EXEMPT FROM INCOME TAXES ON ITS EXEMPT ACTIVITIES. HOWEVER, THE ASSOCIATION ENGAGES IN CERTAIN LOBBYING ACTIVITIES THAT ARE SUBJECT TO A PROXY TAX AND HAS UNRELATED BUSINESS INCOME RELATED TO ADVERTISING IN ITS MEMBERSHIP DIRECTORY. THERE WAS $9,800 PAID IN PROXY TAX FOR 2018 AND $8,930 FOR THE YEAR ENDED DECEMBER 31, 2017. AS A NOT-FOR-PROFIT ORGANIZATION THE ASSOCIATION IS GENERALLY EXEMPT FROM FEDERAL AND STATE INCOME TAXES. THE ASSOCIATION IS SUBJECT TO FEDERAL AND STATE INCOME TAXES ON UNRELATED BUSINESS INCOME. THE ASSOCIATION RECOGNIZES PENALTIES AND INTEREST ACCRUED RELATED TO INCOME TAX LIABILITIES IN THE PROVISION (BENEFIT) FOR INCOME TAXES IN ITS STATEMENTS OF ACTIVITIES. FOR THE YEARS ENDED DECEMBER 31, 2018 AND 2017, THERE WERE NO ACCRUALS FOR THE PAYMENT OF PENALTIES AND INTEREST. WHEN TAX RETURNS ARE FILED, IT IS HIGHLY CERTAIN THAT SOME POSITIONS TAKEN WOULD BE SUSTAINED UPON EXAMINATION BY THE TAXING AUTHORITIES, WHILE OTHERS ARE SUBJECT TO UNCERTAINTY ABOUT THE MERITS OF THE POSITION TAKEN OR THE AMOUNT OF THE POSITION THAT WOULD BE ULTIMATELY SUSTAINED. THE BENEFIT OF A TAX POSITION IS RECOGNIZED IN THE FINANCIAL STATEMENTS IN THE PERIOD DURING WHICH, BASED ON ALL AVAILABLE EVIDENCE MANAGEMENT BELIEVES IT IS MORE LIKELY THAN NOT THAT THE POSITION WILL BE SUSTAINED UPON EXAMINATION, INCLUDING THE RESOLUTION OF APPEALS OR LITIGATION PROCESSES, IF ANY. TAX POSITIONS TAKEN ARE NOT OFFSET OR AGGREGATED WITH OTHER POSITIONS. TAX POSITIONS THAT MEET THE MORE-LIKELY-THAN-NOT RECOGNITION THRESHOLD ARE MEASURED AS THE LARGEST AMOUNT OF TAX BENEFIT THAT IS MORE THAN 50% LIKELY OF BEING REALIZED UPON SETTLEMENT WITH THE APPLICABLE TAXING AUTHORITY. THE PORTION OF THE BENEFITS ASSOCIATED WITH TAX POSITIONS TAKEN THAT EXCEEDS THE AMOUNT MEASURED AS DESCRIBED ABOVE IS REFLECTED AS A LIABILITY FOR UNRECOGNIZED TAX BENEFITS IN THE ACCOMPANYING STATEMENT OF FINANCIAL POSITION ALONG WITH ANY ASSOCIATED INTEREST AND PENALTIES THAT WOULD BE PAYABLE TO THE TAXING AUTHORITIES UPON EXAMINATION. THE ASSOCIATION FILES TAX RETURNS IN THE U.S. FEDERAL JURISDICTION. THE ASSOCIATION'S INCOME TAX RETURNS ARE NOT SUBJECT TO EXAMINATION THROUGH THE YEAR ENDED DECEMBER 31, 2014. |
