Governing body review of form 990 phc staff sends pdf of draft 990 to audit committee for review. Chair of audit committee forwards 990 to all voting council members. All voting council members then vote to approve 990.

Form 990, Part VI, Section B, Line 12C

Monitoring and enforcement of conflict of interest policy council members and staff are required to sign a formal conflict of interest statement annually.

Form 990, Part VI, Section B, Line 15A

Pprocess for determining compensation an evaluation will be conducted annually by the board chair in consultation with the executive committee. The salary of the executive director shall be determined by the board chair in consultation with the executive committee using relevant market data. Staff adjustments are based upon the employee's performance evaluation and relevant market data. Promotional adjustments may be considered in recognition of advancement to a position of greater responsibility or if job duties of a current position are increased.

Uncertain tax positions under acs 740 gaap requires entities to evaluate, measure, recognize and disclose any uncertain tax positions. Gaap prescribes a minimum threshold that a tax position is required to meet in order to be recognized in the financial statements. UNIVERSITY OF PENNSYLVANIA VETERANS UPWARD BOUND PARTNERSHIP SERVES PHILADELPHIA-AREA VETERANS SEEKING TO REGAIN LEARNING SKILLS AND PREPARE FOR COLLEGE-LEVEL STUDIES.
