FORM 990, PART II, LINE 4B:

In home protective services: in home protective services for cognitively impaired parents (ihps-ci), is a dhs-funded program which focuses on parents with cognitive challenges and in home protective services general (ihps-general) primarily serves parents with no identified cognitive challenges. The parents in both programs have engaged in behaviors which result in child abuse or neglect with significant safety risks in the home. Ihps is an intensive home visiting service designed to eliminate and prevent any safety threats to children, maintain children of all ages in their own home, and enhance a family's capability to successfully parent and nurture their children. In fy14 ihps-ci and ihps-general served a combined total of 257 children and 144 parents. The service period for these families is 6 months for ihps-general and 1 year for ihps-ci. In the spring of 2014, at the request of the department human services, family support services ihps' program began accepting referrals which cited allegations of sexual abuse of a child in the home. Ihps-ci and ihps-general's program objectives are the same, though each family is assessed and emphasis is placed on specific goals that are dependent upon their need. The primary purpose of ihps is to prevent any and all future harm to children while enhancing a parent's ability to protect their child. The parents' goals in the ihps' program are to create an enhanced: - ability to keep children safe - ability to navigate all systems necessary for stable family functioning - level of functionality. Families are able to succeed in this area with the support of services designed to eliminate isolation and fear and to support and empower - ability to manage a household with minimal safety risks - ability to parent in a way that supports their child's growth and development - willingness to identify, request and accept assistance from additional supports to ensure a safety net the major program objectives are to help children: - remain safely at home - remain physical safety and emotional stable - remain consistent in their school attendance - make progress in school to maximize success - maintain a lever of age appropriate development - improve in their social and emotional development family empowerment services: family empowerment services (fes) is a voluntary, home visiting, prevention program which provides timely parenting assistance for families with young children. This program offers assistance to 342 parents and 613 of their children; providing information and support for all aspects of parenting, including: child development, family assessment, home and child safety, and the coordination of services with healthcare providers and community support programs. Family support services reaches out with targeted social work support to help these families before they are in crisis, preventing any occurrences of abuse and/or neglect. Partially funded by the philadelphia department of human services, fes connects families to community based services that assist them in the development of secure networks of support that will help them in times of need. Additionally, fes works with parents and a variety of community partners to prevent continued truancy for children in grades 1-3. The parenting collaborative: the parenting collaborative is a voluntary, community-based, interactive learning experience for parents who need extra support managing the daily challenges of parenting. The parenting collaborative follows an evidence-based curriculum geared toward teaching parents how to better provide a safe and loving environment for their children over the course of 12 weekly sessions, each lasting 2 hours. This intensive programming is focused on addressing parenting issues prior to any occurrence of abuse and/or neglect in the home. The organization's informational tax returns are subject to review and examination by federal and state authorities. The organization is not aware of any activities that would jeopardize its tax-exempt status. THIS CURRICULUM FOCUSES ON PROVIDING A WELL-ROUNDED EDUCATIONAL PROGRAM WHERE CHILDREN ARE SAFE, HAPPY, AND DEVELOPING NEW SKILLS DAILY.THE "BEFORE SCHOOL" MORNING PROGRAM PREPARES CHILDREN FOR A FULL DAY OF LEARNING THROUGH ACTIVE ENGAGEMENT IN ACTIVITIES PRIOR TO BEGINNING THEIR SCHOOL DAY. SUPERVISED BY A TEAM OF CERTIFIED TEACHERS, CHILDREN RECEIVE HOMEWORK ASSISTANCE AND PARTICIPATE IN EXTRACURRICULAR ACTIVITIES. THESE ACTIVITIES INCLUDE: OUTDOOR AND INDOOR PLAY, ART AND CRAFTS, YOGA, AND MARTIAL ARTS. IN ADDITION TO THESE PROGRAMS, FAMILY SUPPORT SERVICES WORKS ALONGSIDE THE VILLAGE (PREVIOUSLY NAMED PRESBYTERIAN CHILDREN'S VILLAGE) AND HAVERFORD TOWNSHIP TO OFFER TWO SUMMER CAMP PROGRAMS FOR CHILDREN. THESE MISSION-DRIVEN CAMP PROGRAMS, HELD IN JULY AND AUGUST, WORK TO ENRICH THE LIVES OF FAMILIES IN THE DELAWARE COUNTY. THIS INNOVATIVE PROGRAM IS DESIGNED TO OVERCOME IDENTIFIED CHILD ABUSE AND NEGLECT BY WORKING WITH PARENTS AND CHILDREN TOGETHER IN A THERAPEUTIC AND EDUCATIONAL ENVIRONMENT. FAMILY SCHOOL IS A CENTER-BASED PARENTING AND EARLY CHILDHOOD EDUCATION PROGRAM WHICH SERVES A POPULATION OF CHILDREN AND FAMILIES, REFERRED BY THE PHILADELPHIA DEPARTMENT OF HUMAN SERVICES (DHS), WHO HAVE BEEN AFFECTED BY CHILD ABUSE AND NEGLECT.SINCE INCEPTION, THE GOAL OF FAMILY SCHOOL HAS REMAINED CONSISTENT; TO CREATE A FAMILY DYNAMIC WHICH WILL KEEP FAMILIES SAFELY TOGETHER WHENEVER POSSIBLE AND ASSIST FAMILIES WITH REUNIFICATION IF THEIR CHILDREN HAVE BEEN PLACED IN FOSTER CARE. LED BY A MULTIDISCIPLINARY TEAM OF TEACHERS, AIDES, PARENT EDUCATORS AND SOCIAL WORKERS; PARENTS ARE ABLE TO LEARN AND PLAY WITH THEIR CHILDREN IN A SAFE, SUPERVISED INDIVIDUAL CLASSROOM SETTING. THIS TEAM OF EDUCATORS TEACHES PARENTING SKILLS AND CHILD DEVELOPMENT, MODELS APPROPRIATE BEHAVIORS TOWARD CHILDREN, AND MONITORS PARENT/CHILD INTERACTION WHILE REDIRECTING PARENT BEHAVIOR BY PROVIDING INTENSIVE INTERVENTION AND SUPERVISION.PARENTS LEARN A WIDE RANGE OF PARENTING SKILLS AND WORK TOWARD THEIR INDIVIDUALIZED GOALS OUTLINED AT THE TIME OF THEIR ENROLLMENT. PARENTS CONFRONT THEIR ACTIONS AND WORK TO OVERCOME THEIR CHALLENGES IN AN ENVIRONMENT THAT IS SUPPORTIVE YET STILL HOLDS THEM ACCOUNTABLE. IN MANY CASES, THEY MUST ADDRESS THEIR OWN HISTORIES OF BEING ABUSED AS CHILDREN. FAMILIES ATTEND THIS "CENTER BASED" PROGRAM FOR TWO, FIVE-HOUR DAYS EACH WEEK.IN-ADDITION TO THESE SERVICES, SOCIAL WORKERS PROVIDE IN-HOME INTERVENTION, VISITING CLIENT'S HOMES TO HELP THEM CONTINUE DEVELOPING SKILLS THEY ARE LEARNING AT FAMILY SCHOOL. IN-HOME SERVICES ASSIST SOCIAL WORKERS IN ACCURATELY ASSESSING EACH PARENT'S ABILITY TO TRANSLATE THE SKILLS LEARNED AT FAMILY SCHOOL INTO THEIR EVERYDAY LIVES.THIS YEAR, FAMILY SCHOOL ADDED A BEHAVIORAL HEALTH COMPONENT TO ITS PROGRAMMING BY PARTNERING WITH THE VILLAGE TO ESTABLISH AN ON-SITE SATELLITE MENTAL HEALTH OFFICE. THE THERAPIST FROM THE VILLAGE HAS OFFICE SPACE AT FAMILY SCHOOL AND IS AVAILABLE TO ASSIST STAFF WITH ANY NEGATIVE BEHAVIORAL ISSUES EXHIBITED BY OUR CLIENTS. THIS THERAPIST CAN ALSO PROVIDE ASSESSMENTS, OBSERVATIONS AND THERAPY, WHEN APPROPRIATE. THIS IS VERY HELPFUL FOR STAFF AS THEY ARE LEARNING NEW TECHNIQUES FOR HELPING CLIENTS WHO HAVE A HISTORY OF TRAUMA THAT IMPACTS THEIR ABILITY TO INTERACT AND RECEIVE FEEDBACK IN A GROUP SETTING. PARENTS LEAVE FAMILY SCHOOL WITH THE FOLLOWING SKILLS:- ENHANCED PARENTAL CAPACITY TO NURTURE AND BOND WITH THEIR CHILD- ENHANCED ABILITY TO COMMUNICATE WITH THE CHILD- ENHANCED ABILITY TO ENGAGE IN DEVELOPMENTALLY APPROPRIATE EDUCATIONAL ACTIVITIES WITH THEIR CHILD BASED ON A THOROUGH UNDERSTANDING OF A CHILDREN'S DEVELOPMENTAL STAGES AND THE BEHAVIOR THAT ACCOMPANIES EACH STAGE- ENHANCED KNOWLEDGE OF NUTRITION, PORTION CONTROL, MENU PLANNING, BUDGETING- ENHANCED KNOWLEDGE OF ALTERNATIVE DISCIPLINARY PRACTICES- ENHANCED SOCIAL SKILLS- NAVIGATION OF SYSTEMS-MEDICAL, EDUCATIONAL,- ENHANCED LIFE SKILLS- APPROPRIATE DRESS, INTERVIEW SKILLS, COMPUTER SKILLSCHILDREN LEAVE FAMILY SCHOOL WITH:- IMPROVED LANGUAGE SKILLS- IMPROVED COGNITIVE SKILLS- IMPROVED SOCIAL AND EMOTIONAL DEVELOPMENT- IMPROVED MOTOR SKILLS COORDINATION- IMPROVED SCHOOL READINESS SKILLSIN FY14, FAMILY SCHOOL SERVED PARENTS AND CHILDREN THROUGH CENTER-BASED PARENTING AND EARLY CHILDHOOD EDUCATION PROGRAMMING; FAMILIES WERE ENROLLED IN THE PROGRAM FOR AN AVERAGE OF 7-10 MONTHS. CERTIFIED TEACHERS PROVIDE DIRECT EARLY INTERVENTION SERVICES TO PRESCHOOL CHILDREN WITH THE HELP OF SPEECH, OCCUPATIONAL, AND PHYSICAL THERAPISTS. WORKING IN A FAMILIAR ENVIRONMENT FOR EACH CHILD, THE COMMUNITY EARLY INTERVENTION MOBILE THERAPISTS AND SPECIAL INSTRUCTORS PROVIDE SERVICES IN HOMES, CHILD CARE CENTERS, PRESCHOOLS, SHELTERS, LIBRARIES, AND OTHER LOCATIONS SELECTED BY PARENTS AND GUARDIANS.CHILDREN ARE ASSESSED TO DETERMINE THEIR SPECIFIC NEEDS AND PARENTS ARE INCLUDED IN THE DEVELOPMENT OF AN INDIVIDUALIZED EDUCATION PLAN (IEP) FOR EACH CHILD. THE IEP IS BASED ON THE RESULTS OF THE ASSESSMENT WHICH MEASURES THE CURRENT DEVELOPMENT AND SKILL LEVEL RELATIVE TO AGE APPROPRIATE DEVELOPMENTAL MILESTONES OF LANGUAGE, FINE MOTOR, AND GROSS MOTOR SKILLS. INFORMED BY EACH IEP, TEACHERS AND THERAPISTS ARE ABLE TO EDUCATE CHILDREN THROUGH A VARIETY OF FUN AND EDUCATIONAL ACTIVITIES WHICH ARE DESIGNED TO CORRECT DEVELOPMENTAL DELAYS, ENHANCE LIFELONG LEARNING, AND INCREASE EDUCATIONAL SUCCESS.THE EARLY INTERVENTION CENTER, LOCATED IN WEST PHILADELPHIA, SERVES THREE-TO-FIVE YEAR-OLDS WHO HAVE SIGNIFICANT DEVELOPMENTAL DELAYS IN A CENTER-BASED EDUCATIONAL SETTING. CHILDREN RECEIVE INTENSIVE EDUCATIONAL SERVICES BASED ON THEIR ASSESSMENT AND INDIVIDUALIZED EDUCATION PLAN. AS IN THE COMMUNITY BASED EARLY INTERVENTION PROGRAM (IEP), THE CENTER-BASED STUDENTS ALSO WORK UNDER THE GUIDANCE OF CERTIFIED STAFF AND TEACHING ASSISTANTS. CHILDREN ATTEND CLASSES AT DETERMINED INTERVALS DURING THE WEEK, DEPENDING ON WHAT IS REQUIRED BY EACH CHILD'S IEP. ADDITIONALLY, THERE IS A PRESCHOOL PROGRAM WHICH IS ATTENDED BY TYPICALLY DEVELOPING AND DEVELOPMENTALLY DELAYED CHILDREN AGES 3-5. THIS SUITE OF PROGRAMS ASSISTS WORKING PARENTS BY PROVIDING SERVICES FOR FAMILIES FROM 7:30A.M UNTIL 6:00P.M INCLUDING BEFORE AND AFTER CARE.ADDITIONALLY, THE EARLY INTERVENTION DIVISION PROVIDES A COMPREHENSIVE ARRAY OF ART AND MUSIC THERAPY, FOR ALL CHILDREN ENROLLED AT THE PROGRAM CENTER. EI IS ALSO HOST TO A SUPPORT GROUP FOR PARENTS AS THEY NAVIGATE THE SPECIAL NEEDS OF THEIR CHILDREN.AS IN THE FAMILY SCHOOL PROGRAM, EARLY INTERVENTION HAS PARTNERED WITH THE VILLAGE TO PROVIDE A BEHAVIORAL HEALTH COMPONENT TO THE PROGRAM. THE VILLAGE ADDRESSES BEHAVIORAL ISSUES FOR SOME CHILDREN IN THE PROGRAM. THEIR SERVICES HAVE BEEN VALUABLE TO PARENTS AND STAFF WHO WORK TOGETHER TO LEARN ABOUT AND MANAGE CHILD BEHAVIORS WHILE ADDRESSING ALL ISSUES WHICH COULD AFFECT A CHILD'S HEALTH, SAFETY, DEVELOPMENT, OR SUCCESS.
